WASHINGTON (CNN) When Congress last met before the August recess, its majority Republicans hastily were passing a $792 billion tax cut bill in hopes of rushing off to their home districts to build grassroots support for the measure. When the senators and representatives of 106th Congress return to Capitol Hill on Wednesday, they soon may see the results of that effort. The bill is expected to be sent shortly to President Bill Clinton, who is expected to promptly veto the measure setting up a potential negotiating process and debate with an uncertain outcome. White House Chief of Staff John Podesta White House Chief of Staff John Podesta said Clinton hopes to begin serious negotiations with the GOP-led Congress on spending and tax issues after the veto is official. "We believe that some tax relief is appropriate," Podesta said. "It ought to be balanced against the other important national needs." But Republican leaders have held fast to their pledge not to negotiate with the president and there are mixed feelings within the party. Some Republicans would rather force a veto on the bill and use that as a political issue, but others believe voters prefer a concrete accomplishment even if it is more modest.

Hill leaders, Bush to talk Iraq
Lott: "I'm absolutely satisfied ... that there will be time for a debate." WASHINGTON (CNN) Congressional leaders, members of the Armed Services Committee and the Foreign Affairs Committee headed to the White House on Wednesday to talk with President Bush about his administration's policy on Iraq. In addition, Defense Secretary Donald Rumsfeld will meet Wednesday with senators on Capitol Hill at his request to discuss Iraq, Senate Majority Leader Tom Daschle, D-South Dakota, told reporters. A senior administration official described the meetings as the beginning of a concerted White House effort to counter critics who say either that the president is in a rush toward a military confrontation or that the administration is sending confusing or conflicting signals about its policies and intentions. "We believe a lot of this is media-driven and exaggerated," the official said. "But that said, there is some confusion and a legitimate debate and over the next couple of weeks we think there is an opportunity to clarify some things."

WASHINGTON (Reuters) The Senate Friday cleared the latest in a series of stopgap spending bills to keep the federal government running while Congress makes one last push to try to finish its overdue budget work for 2004. The bill, passed by the House Wednesday, runs through November 21 the deadline Republican leaders have set for Congress to adjourn for the year. Lawmakers are supposed to finish work on the 13 spending bills required to fund the government by September 30 each year. But so far, only four of the bills have been sent to President Bush to be signed into law. Congress often deadlocks in its contentious annual budget debates and last year, an impasse dragged on into February. Republicans had promised to get the process back on track this year after winning control of the Senate as well as the House.
