Democratic Republic of the Congo/Government
Word: Word Starts with Ends with Definition Despite President Kabila's claims that his was a transitional government leading to a new constitution and full elections by April 1999, these elections have not yet been held, and a 1998 draft constitution has not been finalized. All executive, legislative, and military powers are vested in the president. The judiciary is independent, with the president having the power to dismiss or appoint. The president is head of a 26-member cabinet dominated by the AFDL. Despite some successes at improving internal security and lowering the inflation rate over his first year, Kabila was unable to control insurgent activities by various armed groups. Activities by Hutu ex-FAR/Interahamwe, Mai-Mai soldiers, and a February 1998 mutiny by Tutsi Banyamulenge destabilized the regime. In addition, Kabila's pledges to democratize the government over time contrasted with the reality of banned political parties and increasingly centralized power. Criticism of Kabila's government grew both domestically and within the international community. In an attempt to stabilize the country and consolidate his control, President Kabila in August 1998 expelled the Rwandan troops remaining in DROC after his 1997 victory. This prompted army mutinies in Kinshasa and the Kivu provinces in the east. Although the Kinshasa mutiny was put down, the mutiny in the Kivus continued and mushroomed into a drive to topple the government. Opposing the Kabila government were factions of the Rally for Congolese Democracy (RCD), Rwanda, and Uganda. The Movement for the Liberation of Congo (MLC), another rebel group, emerged later. Defending the Kabila government were the former Rwandan army (ex-FAR)/Interahamwe militia, Angola, Namibia, Chad, Zimbabwe, and the Congolese army (FAC).

RELATED STORIES, SITES KINSHASA, Congo (CNN) Zimbabwe's President Robert Mugabe said Monday his nation was ready to help Angola put down renewed attacks by UNITA rebels that left a 1994 peace accord in tatters. "We are going to give material support to Angola to put an end to this war," Mugabe told reporters at the close of a five-hour meeting with Angolan President Jose Eduardo dos Santos, Congolese President Laurent Kabila and Namibian President Sam Nujoma. Zimbabwe, Angola and Namibia are already supplying troops and materiel to Congo to help Kabila put down a seven-month rebellion that has occupied at least one-third of the country. The meeting was held to discuss future cooperation in Congo. Mugabe did not elaborate on what kind of support Zimbabwe would give to Angola.

CYANGUGU, Rwanda A rebel leader in Congo said on Tuesday at least 24 government soldiers had been killed in a fresh wave of fighting in the north of the country. Jean-Pierre Bemba, who heads the Congolese Liberation Movement (MLC), told Reuters by satellite phone that government troops had shelled rebel positions in Djombo and Lusengo, two small towns about 850 km (530 miles) northeast of the Congolese capital Kinshasa, on Monday. "Yesterday in Djombo they shelled our positions while our soldiers were on the defensive," Bemba said from a base in northern Congo. "We replied, we shelled them, made an ambush and killed 21 soldiers." Bemba said government troops based in Makanza, around 90 km (60 miles) northeast of Djombo, launched a separate attack with heavy artillery on Lusengo, a small town along the Congo river. Three government troops were killed and one rebel soldier was wounded in the clash, he said.

Web posted at: 5:36 a.m. EST (1036 GMT) KIGALI, Rwanda Rebel leaders in the Democratic Republic of the Congo renounced their peace agreement with the government of President Laurent Kabila on Sunday after attacks on their positions by Kabila's troops. "The Lusaka cease-fire no longer applies. It is null and void," Congolese Liberation Movement leader Jean-Pierre Bemba told Reuters on Sunday. Bemba said 300 government troops had attacked his troops' positions at Dongo, on the border of the Central African Republic, on Friday. They were beaten back, and the rebels, known as the MLC, were engaged in hot pursuit.
