Congo government shuns new round of peace talks
By Mark Dummett KINSHASA, May 27 (Reuters) - The Congolese government said on Monday it would not attend a peace summit in Zambia this week, dismissing the latest efforts to end a regional war on its territory as "a waste of time". Zambian President Levy Mwanawasa, the current Organisation of African Unity (OAU) chairman whose country has hosted a series of Congo peace meetings, called Thursday's summit after marathon talks in South Africa failed to win agreement of all sides. The Kinshasa government reached a power-sharing deal with Ugandan-backed rebels as those talks ended last month, but rival rebels supported by Rwanda rejected the agreement saying it did not include all the parties involved in the war. "We are not going, we don't see the opportunity in going," government spokesman Kikaya Bin Karubi told Reuters in Kinshasa. "It's a waste of time there is no urgency in holding a summit in Lusaka today," he added. Preparations for the summit were being finalised as details emerged of more bloodshed in the eastern town of Kisangani after a reported mutiny within the ranks of Rwandan-backed rebels.

STELLA MAPENZAUSWA HARARE - Zimbabwe's defence minister said on Wednesday Congo President Laurent Kabila had been assassinated but Zimbabwean forces would continue to support the Congolese government against rebels. Confusion persisted, however, as Congolese state radio said reports of Kabila's death after a shooting on Tuesday were untrue. Congo's information minister said Kabila had been flown abroad for medical treatment and the president's son Joseph would take charge of the government. "President Kabila has died. It was a pure assassination," Zimbabwean Defence Minister Moven Mahachi, whose country has been the Congo government's major ally during nearly four years of civil war, told the state news agency Ziana. Ziana quoted other senior government sources as saying Kabila died early on Wednesday on a plane carrying him to Zimbabwe for emergency medical treatment. Ziana said Kabila was shot five times by an aide, who was subsequently killed by other aides in the room.

TEXT: The list of ministers for the new Congolese Cabinet, announced late Monday, marks an end to months of negotiations and political squabbling between the government of Joseph Kabila and the country's main rebel groups. The government will take the ministries of the Interior and Finance, the Rwandan-backed rebel group The Rally for Congolese Democracy will take the Ministry of Economy and Defense, and the Ugandan-backed rebels, The Movement for the Liberation of Congo will take the Budget and Foreign Affairs postings. The civilian opposition has been granted control of the Ministry of Mining, a significant post in the mineral-rich country. Although negotiations between rebels and President Kabila's entourage started more than a year ago, after the assassination of Mr. Kabila's father and then-president, Laurent Kabila, the talks have recently been undermined by clashes between government-backed militia and the Rwandan-backed rebels in the east of the country.

BRAZZAVILLE, REPUBLIC OF THE CONGO, May 14, 2002 – ChevronTexaco Global Energy Inc., a subsidiary of ChevronTexaco, today announced it has signed an agreement with the Republic of the Congo government to invest over $7 million in fuel logistics and distribution operations to enter the Congo downstream market.
The agreement was signed in the capital Brazzaville today by the Republic of the Congo's President of the Privatisation Committee, Gerard Bitsindou, and on behalf of ChevronTexaco by Jules Harvey, general manager of West and Central Africa Products. Under the agreement ChevronTexaco will become an equal 25 percent stakeholder in SCLOG (Societé de Logistique), a fuel logistics joint venture. The new joint venture will consist of ChevronTexaco, the Republic of the Congo government, TotalFinaElf and trading consortium Trafigura/Tacoma.
In addition, ChevronTexaco will acquire a one-third stake in the country's distribution operation, Hydro Congo, which will see 40 of the republic's 120 service stations branded as Texaco.

Agence France Presse - December 20, 2001 China slams US over weapon sales to Taiwan China Thursday slammed the US Congress's decision to pass a defense bill authorizing the sale of warships and other armaments to Taiwan, calling it a gross violation of internal Chinese affairs. The US House recently approved the 2002 Defense Authorization Act, including a controversial package of arms sales to Taiwan announced by President George W. Bush in April. The arms sales, the most significant package to Taiwan in a decade, include four Kidd-class destroyers, 12 P-3C submarine-hunting aircraft and a commitment to help Taiwan procure eight diesel-powered submarines. "The Chinese side has always been opposed to US arms sales to Taiwan including the sales of Kidd-class destroyers," foreign ministry spokeswoman Zhang Qiyue said at a press briefing.
