http://www.literacyandtechnology.org/v3n1/williams.htm
Literacy and Computer Literacy: Analyzing the NRC's Being Fluent with Information Technology Kate Williams, The University of Michigan Background As Alvin Toffler expressed it in 1980, the world is experiencing a third wave of technological and social transformation. Manuel Castells (1996) characterizes what is emerging as a network society, organized around information and communications technology. The second wave industrial revolution was associated with broad efforts to expand literacy so as to incorporate people into urban work and life: the establishment of public schools, public libraries, the expansion of print publication, and the concept and promotion of the three Rs. Today we see policymakers and scholars, public institutions and grassroots movements, striving for broad computer access and asserting that being able to use a computer is a requirement for democracy and participation in the workforce. The United States has invested a great deal of public and private resources to install information computer technology (ICT) and adjust our culture and society to it. In the public sector, schools have been wired and computers have been installed, first in dedicated labs and then in classrooms. Essentially every public library outlet in the US provides Internet access to patrons, and libraries show patrons how to browse the Web. Computers loaded with mostly Microsoft software, using online services provided mostly by AOL Time Warner, can be found in six of ten American homes. As a nation, what are we teaching when we teach computers? What should we teach? What is computer literacy?

A National Strategy for Bringing Computer Literacy to Latvian Schools
Charles Ivars Kalme , Project Ceriba
Introduction Hardly a week passes without reading the widely held viewpoint that the 21st century without everyday use of the computer is unimaginable, and in order to prepare children for the next century it is necessary that they have access to the Internet. But whereas in the United States this has elicited widespread response from governmental institutions, businesses, charitable organizations and individuals, Latvia has no such tradition of marshalling governmental and private resources. The purpose of Project Ceriba is to support the development of such a tradition in the area of bringing computer technology to Latvian schools, based on the premise that Latvia's hope (ceriba) for the future lies in its technology and its children. When Project Ceriba was conceived there was no national strategy for bringing computer literacy to Latvian schools. Based on studies in the United States and experience in Latvia, Project Ceriba formulated such a strategy in its founding document and initiated a pilot project to test it. The strategy was formed by defining what constitutes computer literacy and deducing from that what is required to bring computer literacy to Latvian schools nationwide, taking into account conditions in Latvia.

    Computer literacy for librarians
This is a pre-edited edited copy for Eric Lease Morgan, "Computer literacy for librarians" Computers In Libraries . 18(1):39-40, January 1998. The tools of the trade are your brain, your peers, and your computer. When it comes to your brain you have to know how to think. Think creatively. Think systematically. When it comes to the second tool, "No man in an island" and "two heads are better than one" speak for themselves. Computers provide the most powerful means for implementing the ideas created by the interaction of Tool #1 and Tool #2. Librarianship requires the mastering of all three tools in order to do quality work. You expect a surgeon to be a master at using a scalple. You wouldn't hire a carpenter who didn't know how to expertly use a hammer. In today's world, why would anybody trust a librarian, whose profession is about information and knowledge, who didn't know how to master a computer?
What does it mean to be computer literate?

There are many different definitions that can be found but none that is universally accepted. Most fail because they confuse using a computer with understanding a computer. It is the goal of Computer Literacy USA to promote a simple, practical definition everyone can agree on that includes the conceptual aspects of self-sufficient computer use. Definition: The ability to use a computer and its software to accomplish practical tasks.

Although the need for teachers who are computer literate is recognized, the best methods of producing such teachers and the definition of computer literacy are still controversial. Major issues focus on programming, competencies, and differing teacher needs. THE PROGRAMMING ISSUE The term "literacy" evokes the concept of reading and writing, and some writers equate computer programming with literacy. Other writers see reading and writing programs as only one part of the concept. The Association of Computing Machinery (ACM), in defining the scope and substance of teacher training needed to integrate computing into schools, takes the latter position. ACM's set of competencies, developed in 1980, includes the ability to: Read and write simple computer programs Use educational computer programs and documentation Use computer hardware terminology Recognize the limits of solving educational problems using the computer Locate information on computing in education Discuss the historical development of computer technology for education Discuss the moral and human impact issues relating to societal and educational use of computers (Taylor and others 1980).

... Course Challenge What is "computer literacy"? In Poly's Computer Science Department, "computer literacy" can mean three somewhat different things: literacy with a computer, a university graduation requirement, or a group of the department's courses.
    • Because computers and their applications are so diverse and changing so rapidly, no one is completely computer literate. However, the term "computer literacy" usually refers to basic skills of use to students in any field, as opposed to those needed only by computer professionals. You can increase your computer literacy in many ways: just sitting down at a computer and trying things, perhaps with a skilled friend or a good how-to book at your side; taking non-credit workshops offered on campus by Information Technology Services , the Library , or the College of Business ; or taking a for-credit course offered by this or other departments on campus. You may see references to the term "information competency": This means about the same thing as "computer literacy", but with more of an emphasis on skills of interest to

Folks, it occurs to me looking at the 90+ degree temperatures on my back deck that the gym next Wednesday is likely to be pretty uncomfortable. Lucky for us, the exam is in the first slot of the day, so we won't be there during the heat pulse in the afternoon, but I recommend that you keep close tabs on the weather and dress accordingly. Totman can be pretty stuffy this time of year. In addition to bringing your books and picture ID , you should consider bringing a water bottle as well. We don't want any students passing out!
    Thursday, May 7, 2004.
    • The final exam is Wednesday, May 19, at 8:00am in Totman Gym. If you have a formal conflict with the exam you may request a make-up exam (for sometime during Final's Week at our mutual convenience) by clicking here or by going through the Quizzes-Forms-Homeworks page below.
    • Those who attended class on Thursday, May 6 TH know that Head TA Ryan Phillips has an interactive project he needs to have tested for his Master's project. Volunteers who complete the study (which will take a couple of hours) will be given

Early in 1983, the Religious Studies administrative committee at the University of Pennsylvania passed a new requirement that graduate students entering the program from Fall 1984 onward must demonstrate "computer literacy" in addition to the other existing requirements for graduation from the program. The University News Bureau sent out a news release which was picked up by a few newspapers in the next few days. As chairperson of the Religious Studies program, I was even interviewed by telephone for a local radio news segment. What seemed to us to be newsworthy was that, to our knowledge, we were the first religious studies program (if not the first humanities program) to take such a step. (The media wondered about other things like whether computers would have a sensational impact on theologizing!) Why did we take this action? What is at stake and what are the broader implications? But there is a deeper aspect of "computer literacy" in our new requirement. We not only want the student to display a certain skill in mastering the text editing features ("word processing" if you must!) of at least one computer system, but we will also require the student to understand simple computer programming. I did

    MEDIA RELEASE
Computer Literacy needs urgent Government attention - Peak body for IT professionals Response to Government funding package for schools
      Thursday 11 March 2004
In response to the funding package announced by the Minister for Education, Science and Training Dr Brendan Nelson today, Mr Mandla called for:
      • The immediate provision of a national competency standard for computer literacy in secondary schools. Similar to the national reading, writing and numeracy benchmarks, the standard would specify the minimum acceptable benchmarks for aspects of computer literacy at different year levels. Ongoing professional development for school teachers to ensure they are confident and competent in using IT effectively. In addition, IT skills should be embedded into pre-service teacher education. Teacher IT competency is particularly important in government schools and schools in low income areas, where students are less likely to have access to a computer outside school. Governments must ensure that all schools have access to an affordable broadband connection that meets their IT needs, regardless of geographic location. Schools must also be adequately funded so that technical support staff can be appointed to manage the network of software and hardware systems.
