These model guidelines for Communication Access Realtime Translation (CART) in the Courtroom resulted from the generous efforts of a joint Task Force formed by the American Judges Foundation and the National Court Reporters Foundation. Our thanks to co-chairs The Honorable Tom Clark and Vicki Akenhead-Ruiz and members Deanna Baker, Donna Collins, Jacquie Gutierrez, Jerry Kelley, Mary Loughran, and Terry Weiss. In addition to basing these model guidelines on the knowledge and experience of the Task Force members, several advisors contributed to their development, including Janice Friend, Pat Graves, Sue Deer Hall, Katy Ingersoll, The Honorable John Mutter, The Honorable Jeff Rosinek, Karen Yates, The Honorable Chris Williams and Cecilee Wilson. The foundation for these guidelines comes from two primary resources: the National Court Reporters Association's CART Provider's Manual and the Los Angeles County Superior Court's ADA-CART Procedures Manual, which was a joint effort between the Los Angeles County Superior Court and the Los Angeles County Court Reporters Association. Both of these documents provided a clear direction for the Task Force that allowed for the efficient production of these guidelines.

They may have cerebral palsy, head injury, or Down syndrome, or may have been diagnosed as having intellectual disability or autism. Intelligence tests based on expressive language underestimate their capacities, and because they cannot express their language they are often thought not to possess it. Their thoughts, ideas, needs, and desires go unspoken. They are trapped in a wordless prison. . . . In facilitated communication training, communication partners provide these people with physical support to help them overcome their neuromotor problems and develop functional movement patterns that will allow them to use communication aids. Smitter earned his B.A. in Speech and Theatre and graduated cum laude from Taylor University in Indiana. He holds a Master’s degree in public address from Ball State University and a Ph.D. in communication studies from Ohio State University. “I am deeply honored to be selected as the National Communication Association's new Executive Director. For all of my professional life, NCA has provided an intellectual home that has helped me grow as a communication scholar and educator. Creating a Visual Arts Education Research Agenda
Towards the 21st Century

The National Art Education Association is committed to an ongoing research effort aimed at improving instruction in visual arts education. Toward this end, a coordinated planning and research strategy involving all levels of membership will be developed that addresses major research needs in the field of visual arts education. NAEA proposes to invite and support participation in research efforts by offering technical assistance and facilitating communications between individuals and groups engaged in visual arts education research that addresses issues relevant to art teaching and student learning in a variety of educational contexts. When feasible, cooperative research efforts for gathering and interpreting data will be encouraged. Provisions will be made, when appropriate, for exchanging and cross-referencing findings. Such a research network has the potential for national and international exchanges of information. It should be emphasized that research efforts being encouraged by NAEA will be directed at all levels of art education, from preschool through lifelong learning, in a variety of contexts both within and beyond schools, from a variety of populations with differing economic, social, racial, cultural, and gender perspectives. Collaborations will be encouraged among a wide range of professionals who use a variety of research methodologies appropriate for answering questions aimed at furthering quality visual arts education.

The purpose of the conference is to acquaint policymakers with the best of recent research and to familiarize researchers with the knowledge needs of policymakers and industry.
The TPRC program is developed primarily from submitted papers. The Program Committee will also be considering tutorials, special panels, and guest speakers. Suggestions for the latter can be emailed directly to the Program Committee.
TPRC is now soliciting abstracts of papers for presentation at its 2004 conference. Proposals should be based on current theoretical and/or empirical research relevant to communication and information policy, and may be from any disciplinary perspective. The Consortium has introduced a new series of web-published data briefs. These briefs compile information from other Consortium reports or from external sources, such as the U.S. Census. Unlike traditional Consortium reports, which are available both online and in print, this series will be available only on the web. This data brief, the first in the series, displays findings from the 2003 survey plus 10-year trends in Chicago elementary and high schools on 31 important variables. These variables measure school leadership, parent and community partnerships, student-centered learning climate, and professional community and workplace.
