The mission of the Department is to provide teaching, research and service activities responding to the needs of our clients: undergraduate students of commerce; private, governmental, non-profit, professional and entrepreneurial organizations; and the university and society in general. The Department uses innovative methods that integrate the major functional areas of business and draw on fields outside of business. Our teaching equips graduates with the requisite knowledge and skills to assess management situations creatively and communicate their findings clearly. Much emphasis is placed on cases, projects, computer work and library assignments, and students make many class presentations and write reports and essays. Research conducted by professors helps inform their teaching while producing new knowledge in fields of current concern, often using methods drawn from a variety of disciplines. Professors present the results of their research in classes, in seminars outside of class, in reports and publications, and to national and international professional or academic associations. Commerce professors and students offer their services to university, academic, and professional bodies and to the wider community.

At Commerce Department Decentralization is Key to FOIA Work
For the Commerce Department where responsibilities range from taking the census to predicting the weather, decentralization is the approach that works in F0IA administration. "It gives many people down the line in the programs the authority to grant access to records," says a Commerce official. "Of course, individual FOIA officers, policy specialists and attorneys give assistance .... Within a framework set by the department, bureaus have flexibility to use their own procedures for responding to requests. These will vary depending on volume and other factors unique to the bureau." "There is just no way that one Freedom of Information Office without a large staff could be effective in handling requests for information generated by a myriad of bureauseverything from Patents and Trademarks to the Bureau of Standards and the International Trade and the Maritime Administrations." "Besides variety, Commerce deals with many subjects that are highly technical and require substantive expertise on the part of officials deciding whether to release. It is just more efficient to handle FOIA requests at the program level," continues the official. Coupled with this decentralized approach is a high-level, highly visible information policy office. The Information Policy Division, part of the Office of Organization and Management Systems, reports to the Assistant Secretary for Administration. Headed by Marilyn S. McLennan, the five-year old policy division has departmentwide responsibilities for administering all openness statutes, including the Freedom of Information Act, the Privacy Act, the Federal Advisory Committee Act, and the disclosure portion of the Ethics in Government Act.

Commerce Department details fall tech agenda

The Commerce Department's Technology Administration (TA) detailed its fall agenda on Friday, outlining plans to release reports and unveil initiatives in biotechnology, nanotechnology, telemedicine and manufacturing, as well as a major effort to increase interagency cooperation with the National Institute of Standards and Technology (NIST). NIST is "the world's greatest scientific institution that nobody knows about," TA Undersecretary Phil Bond said at a briefing with National Journal's Technology Daily reporters. This fall, he plans to change that by launching a major initiative to ensure that every federal agency is leveraging the talent and technology at the institute's twin campuses in Maryland and Colorado by expanding existing agreements with federal agencies and creating new ones.

COMMERCE DEPARTMENT DETERMINES NO SIGNIFICANT ADVERSE IMPACT
OF FISHING ON DOLPHIN POPULATIONS NOAA Fisheries ) today announced its finding that the tuna purse seine industry practice of encircling dolphins to catch tuna has no significant adverse impact on dolphin populations in the Eastern Tropical Pacific Ocean (ETP). The finding clears the way for tuna caught under the terms of a binding multilateral environmental agreement to be imported into the United States with the dolphin-safe label, so long as no dolphins are injured or killed during the set in which the tuna are caught. Hogarth said that the United States would seek better enforcement of existing International Dolphin Conservation Program (IDCP) requirements and promote a strong package of improvements to the Program, including new requirements on a growing number of smaller vessels. As part of this commitment to dolphins in the ETP, NOAA Fisheries will continue to conduct research and monitoring on depleted dolphin stocks. Working with the IATTC and the Marine Mammal Commission, the agency will conduct annual reviews of the effectiveness of the IDCP and continue to develop conservation measures to recover depleted dolphins and maintain tuna stocks. NOAA Fisheries is expecting to fund research at approximately $3 million per year.

The U.S. Commerce Department today identified Italy as a nation whose fishing vessels may be conducting high sea, large-scale driftnet fishing in violation of the High Seas Driftnet Fisheries Enforcement Act. Large-scale high seas driftnets are defined as being greater than or equal to 2.5 kilometers or 1.5 miles in length. The United Nations moratorium on use of large-scale driftnets began in January 1993. Italy was similarly identified by the department in March 1996. "We are very confident that the Italians will move to remedy the situation," said U.S. Commerce Secretary William M. Daley. "We are encouraged to note that Italy has just completed a three-year, multi-million dollar driftnet vessel conversion program that has taken more than 500 driftnet vessels off the water, 80 percent of their driftnet fleet. To date, the program has scrapped nearly 70 driftnet vessels, converted more than 300 vessels to other types of fishing gear, and is in the process of converting the remainder." Commerce officials are optimistic that arrangements can be reached with the Italian government that will improve measures to ensure Italian fishermen comply with the ban on large-scale driftnets in commercial fishing on the high seas. In addition, the European Union is phasing out the use of all driftnets, regardless of size, by 2002.

Commerce Department announces new IT security standard for federal agencies
U.S. Commerce Secretary Donald L. Evans has announced a new standard to help federal agencies better protect their computer networks. The standard provides a new way to categorize government information and information systems. "Protecting our government networks remains a critical priority for this administration," said Evans. "This new standard will help agencies better handle security threats by providing better information and guidance to federal agencies so they can make sound decisions." Computer security specialists at the Commerce Department's National Institute of Standards and Technology (NIST) developed the standard following passage of the Federal Information Security Management Act (FISMA) of 2002. Federal Information Processing Standard (FIPS) 199, Standards for the Security Categorization of Federal Information and Information Systems, introduces significant changes in how the federal government protects information and the computerized networks that store information.

Free e-mail newsletter Commerce Department Finishes Long-Awaited Manufacturing Study The Bush administration on January 16 released its long-anticipated study on what the government should do to address the steep downturn in the U.S. manufacturing sector. Originally scheduled to be released in September, the 88-page report became exceedingly complex, according to those involved in writing various iterations of the document entitled "Manufacturing In America: A Comprehensive Strategy to Address the Challenges to U.S. Manufacturers." Manufacturers are generally pleased with the result, though they admit that the report repackages many long-standing Bush administration policy initiatives into one place, including making the tax cuts permanent, tort and regulatory reform, and energy and health care initiatives. Nevertheless, Secretary of Commerce Donald Evans pledged that the study is the first step in reorienting the federal government toward addressing polices that improve the competitiveness of U.S. manufacturers. "When I came to Washington, I started to focus on this sector of the economy and I asked, 'Who is responsible for manufacturing?' And nobody could answer the question," Evans said at the unveiling of the report in Cleveland. "Management 101 to me is if you have a critical area of the economy you should have one person focused on it every day." The Bush administration "is going to make sure there is a consistent, steady advocate for manufacturing in Washington, D.C., and in the federal government," Evans said.

Officials say prospects for working via a secure intranet hinge on funding, departmentwide attitudes

Daley and other senior managers indicated the department wanted to embrace electronic commerce, Baker said. Commerce needs $5 million to rewire its headquarters in the Herbert Hoover Building. For the past five years, Congress has denied the funding request, Daley said. The $5 million is the estimated cost of the fiber-optic backbone needed to carry high bandwidth traffic for the intranet and other uses, Baker said. The old wiring cannot handle the various media the agency wants to bring to desktop PCs, Baker said. The new wiring would let the department implement videoconferencing and training applications, as well as the intranet. Administrative work Commerce already spends $1 billion per year on information technology, so the move to e-commerce will require a significant investment, Baker said. Other challenges include coordinating and getting cooperation for the Digital Department across Commerce. But Baker said he chose the best person to make the initiative a reality.
