    Export and reexport controls on commercial encryption products are administered by the Bureau of Industry and Security (BIS) of the U.S. Department of Commerce. Rules governing exports and reexports of encryption are found in the Export AdministrationRegulations (EAR), 15 C.F.R. Parts 730-774. The Department of Commerce, the economic development arm of the city, implements the City's economic development policy. One primary goal of the Department is to support activities that cultivate economic opportunities for residents. Using local, state and federal funding, the Department of Commerce supports commercial and industrial rehabilitation, and infrastructure and business development. Neighborhood Economic Development Unit
The unit promotes economic development, encourages entrepreneurship  and provides technical assistance and financing to small businesses. These efforts are designed to improve the economic base of Philadelphia's neighborhoods, provide additional employment opportunities for residents, and bolster the commercial/industrial sector of low-income communities.

G 2000-176 A worldwide competition to develop a new encryption technique that can be used to protect computerized information ended today when Secretary of Commerce Norman Y. Mineta announced the nation's proposed new Advanced Encryption Standard. Mineta named the Rijndael (pronounced Rhine-doll) data encryption formula as the winner of a three-year competition involving some of the world's leading cryptographers. "Once final, this standard will serve as a critical computer security tool supporting the rapid growth of electronic commerce," Mineta said. "This is a very significant step toward creating a more secure digital economy. It will allow e-commerce and e-government to flourish safely, creating new opportunities for all Americans," he said. Executive Summary
In a statement to Congress in March of 1997, Secretary of Commerce William M. Daley announced a Department study of several issues raised by Members of Congress and others concerning the policies and procedures of the ATP. The study was designed to make recommendations for possible changes to improve the effectiveness of the program. It was based on comments received as part of a public announcement as well as on other available information. Based on this study, Commerce Secretary Daley has decided to make several important changes to the operation and policies of the ATP. These changes strengthen the fundamental mission of the ATP: to work in partnership with industry to foster the development and broad dissemination of challenging, high-risk technologies that offer the potential for significant, broad-based economic benefits for the nation. They also ensure that the fundamental strengths of the ATP remain unchanged, especially the requirement that the ATP continue to be a wholly merit-driven program based on peer review. The changes, which build upon the strengths of the ATP, will lead to a stronger and more viable program with wider participation and a greater diversity of partnerships.

The U.S. Commerce Department ruled that the pipeline's "contribution to the national interest outweighs its adverse coastal effects."
The agency also found that there was no reasonable alternative to the proposed project, which would carry gas from North Haven to Branford, then 22 miles under the sound before coming ashore on Long Island.
The gas would be used to heat homes and fuel a new power plant for Long Island, which experiences serious power shortages in the summer.
Connecticut leaders feared construction of the pipeline would threaten shellfish beds by disturbing sediment with blasting and an underwater plow.
Arthur J. Rocque Jr., commissioner of the state Department of Environmental Protection, said the decision was "based on either erroneous assumptions or false promises or a combination of both." An appeal is planned.
The pipeline would be built by the Islander East Pipeline Co., which said the ruling balanced environmental needs "with the public's need for a more reliable and secure natural gas infrastructure."

The Bush administration has decided not to tell America exactly how much business the Chinese army does inside the United States. In a recent Freedom of Information response, the Commerce Department decided not to disclose what a Chinese air force front company bought from America. According to the Commerce Department, the undersecretary for the Bureau of Export Administration (BXA) has determined that "disclosure would not be in the national interest." "Information about export licenses and license applications that list China United Airlines as a consignee or end-user of the items exported under the export license, are protected from disclosure," wrote Barbara Fredericks, the Commerce Department assistant general counsel, in an April letter. However, the Commerce Department clearly was in the business of selling something to foreign militaries. The recently declassified documents show that the department was informed in 1994 that China United Airlines is actually owned by the People's Liberation Army Air Force (PLAAF).

There is something very wrong inside the U.S. Commerce Department and it involves some of the most deadly weapons ever developed. In May 2002, I wrote an article on weapons sales taking place through the Commerce Department . The U.S. Commerce Department is not authorized to license military items for export. Weapons systems such as missiles, warships and fighter jets are by law licensed for export only through the State and Defense departments. Yet documents from the Commerce Department show that the agency in charge of civilian licenses was indeed heavily involved in foreign arms sales. For example, documents obtained from the Commerce Department office of John Huang clearly show that the agency pressed the United Arab Emirates, a very oil-rich nation, to purchase a wide variety of U.S. weapons.
