Comprehensive health education, including sex education, would become an elective instead of a mandatory course under a new bill introduced to the Colorado Legislature. Rep. Jeanne Adkins, R-Parker, introduced the bill, intending that parents should be able to make a choice about health education courses for their children. Adkins said she believes that the money a district spends on health education programs could be spent better on other curricula, but denies that sex education was the motivation for the bill. The Student Career Experience Program (SCEP)
Requirements Benefits Work Schedule How to Apply This component offers valuable work experience directly related to academic field of study. It provides formal periods of work and study while the student attends school. This is an excepted appointment. Students appointed in this program are treated like permanent employees for most purposes. Student may be converted to a term, career-conditional or career appointment within 120 days of graduation. Student must fulfill the 640 hour work requirement for conversion. There is no entitlement to a continuing position after graduation. EO 13024 authorizes noncompetitive conversion of SCEP to term appointment in the competitive service. Before the term appointment expires, the agency may noncompetitively convert the term appointment to career or career conditional appointment. BLM Colorado recruits SCEP participants only from its temporary workforce. Requirements:
  • Student must be at least 16 years of age. No maximum age limitation except for fire and law enforcement positions. Fire SCEPs must be 18-37 years old. Law enforcement SCEP must be younger than 37 upon conversion.

State Page Structural Heritage of the Lookout Mountain School for Boys T he State Industrial School for Boys ( now Lookout Mountain School for Boys) came into existence as a result of a Colorado General Assembly Act of February 12, 1881. The five-acre site on which the school was started was occupied first in 1869 by Episcopalian schools for young men. Jarvis Hall was completed in 1871 and the School of Mines Building in 1872. Mathews Hall was built as a theological school in 1873. In 1879, Jarvis and Mathews hall were destroyed by a fire. Soon after that the Episcopal schools were moved to Denver and the School of Mines came under the control of the State of Colorado and moved into the heart of the City of Golden.

    The Old Administration Building was constructed in 1894 on the fire-scarred ruins of old Jarvis Hall and in part from salvage brick from Jarvis and Mathews Halls. The building now houses the offices of the Chief Youth Services and part of it is used as a residence of the Director of this institution. Most major buildings were constructed between 1890 and 1910.     History of the Technical School
    In 1963, many citizens in Southwest Colorado were quite concerned about the future of their school children, as many did not finish high school. Many that did were not prepared to enter the world of work. With the passage of the National Vocational Education Act of 1963 (P.L. 88-210), there seemed to be a new tool available to enhance educational opportunities for youth. In 1964, the Mancos (RE-6) School District Board of Education first looked at establishing an area vo-tech school in southwestern Colorado and financed a study of vocational needs. The study was conducted by personnel from the University of Northern Colorado and included the feasibility of an Area Vocational School. The school at that time covered four different states and was quite a visionary idea. During that time, the project shrunk, due to a lack of available funds, from a four state concept to a three district concept. The next four years were a period of extreme frustration. School officials of Cortez, Dolores, Mancos, and Dove Creek worked on the area school project and financed two more local studies and applications for designation for an Area Vocational School. A Board of Cooperative Services was formed in 1967, with its primary mission to establish or obtain a Vocational School. Only Montezuma and Dolores Counties were left in the projected school boundaries as of the end of 1968.
