TEACHER CERTIFICATION PROGRAMS VIA DISTANCE LEARNING Many colleges and Universities offer K-12, teacher certification programs at a distance. Shown below are the links, point-of-contact information, and brief descriptions for the programs identified so far. When available, more will be added to this list, and some will appear in the DANTES External Degree Catalog. The list appears below in alphabetical order. We do not endorse one program over the other. Research carefully, giving consideration to cost, program length, academic and professional requirements, and how/when any on-campus courses or practice teaching may be accomplished. Critical Reminder : Most of these programs tend to be very state-specific and may even be limited to state residents. Also, teacher certification or licensure is controlled by the state in which the teacher plans to teach. Prospective teachers must take personal responsibility for insuring transfer or acceptance of credentials to a second state.

Moving from Experimental to Established
Authors:
Executive Summary Among the challenges to having a quality teacher in every Colorado classroom, every day is the challenge of maintaining a sufficient supply of teachers. Almost 15 years ago Colorado began establishing new and innovative alternative routes for preparing teachers. These alternative systems have become an important source of new teachers within the state. Despite their prominence, little attention has been focused on alternative preparation programs. For this reason, the Alliance for Quality Teaching, under a grant from the Donnell-Kay Foundation, conducted this first study of alternative preparation in Colorado since 1996. This report is intended to be a first step in better understanding alternative preparation within Colorado and in moving alternative teacher preparation from an experiment to an established component of the teacher preparation system.

English as a Second Language (ESL) teachers must have special preparation to teach English to non-native speakers; being a fluent speaker or an effective teacher of English to native speakers is not enough. Just as teaching mathematics or French requires special knowledge and skills, teaching English as a Second Language does also. This Digest outlines some of the relevant issues concerning ESL teacher certification: profiles of students needing ESL instruction, reasons for considering certification, academic preparation needed to teach ESL, and a description of state requirements for certification. WHO NEEDS AN ESL TEACHER? Estimates based on the 1980 Census indicate that in 1980-81 at least three-and-a-half million school-age children in the United States lacked the English language skills needed to succeed in school. These children, whose native language is not English, generally fall into two groups. The first, limited-English-proficient (LEP) students, speak, understand, and may read and write English, but not well enough to keep up academically with their native English-speaking peers. The second group, non-English-speaking (NES) students, do not speak or understand English and may have no literacy skills in their native language. This factor complicates attempts to teach them English.

One of the major issues addressed by the legislation is the quality of teachers for children with special needs. IDEA ’97 requires students receiving special education services to be educated with their non-disabled peers to the “maximum extent practicable.” As a result, according to a 2001 report from the Study of Personnel Needs in Special Education, 75% of students receiving special education services spend 40% or more of their day in general education classrooms. Consequently, 96% of general education teachers currently teach, or have in the past taught, children with special needs.
    Teacher Preparation and Certification
Special Education Training for General Education Teachers
How have states responded to the challenge to prepare general education teachers to meet the needs of students with special needs? According to ECS’ Teacher Preparation Policy Database (http://www.tqsource.org/prep/policy/), 46 states and the District of Columbia currently have statutes or regulations requiring teacher education programs to provide some instruction on teaching children with special needs to individuals seeking initial training in elementary or secondary education. The amount and content of this instruction, however, varies dramatically.
