Eileen Maxwell IMLS Responds to Challenge to Help Children Learn Washington, D.C.-Museums and libraries across the country are welcoming America's students back to school. With increasing frequency, schools and school districts are tapping museums and libraries to help teach and enrich the K-12 curriculum. Some students whose schools link their curricula with nearby museums and libraries are even reporting scoring higher on standardized tests. Launching his annual America Goes Back to School effort, U.S. Secretary of Education Richard W. Riley is calling for greater community involvement in education: " America Goes Back to School is a special time for communities to reaffirm their commitment to learning and education." By providing crucial Federal support (grants and technical assistance) to the nation's museums and libraries to carry out their educational mission, the Institute of Museum and Library Services (IMLS) reaffirms its commitment to learning. Museums and libraries are natural partners in education. IMLS recently funded a nationwide survey, "True Needs, True Partners," which found that 88 percent of museums provide K-12 educational programming. Seventy percent have at least one full-time paid staff member who administers K-12 educational programs. Museums report substantial use of school curriculum standards in shaping educational programs for a variety of school subjects. IMLS grants for musuem-school partnerships have involved 82,000 students, 228 schools, and 82 museums.

    • "What a school thinks about its library is a measure of what it thinks about education." ~ Harold Howe, former U.S. Commissioner of Education Students who score higher on "tests tend to come from schools which have more library resource staff and more books, periodicals and videos, and where the instructional role of the teacher-librarian and involvement in cooperative program planning and teaching is more prominent." ~ Keith Curry Lance, et. al. The Impact of School Library Media Centers on Academic Achievement “There is a significant body of research that demonstrates that a qualified teacher-librarian (media specialist) has a positive impact on school culture and student achievement. Indeed, several studies have been established that teachers collaborate more in schools with a teacher-librarian and students read more, enjoy reading more, write better, access and use information more effectively and excel in academic content areas.” ~ Ken Haycock, 1996. “Competencies for Teacher-Librarians in the 21st Century,” Teacher-Librarian, February, 1996. “What do students need in order to succeed? The latest research insists they need strong library programs. There is one clear and consistent finding that is supported by our research: a school library media program with a full-time library media specialist, support staff, and a strong computer network leads to higher student achievement.” ~ Hamilton-Pennell, Christine, et.al. “Dick and Jane Go to the Head of the Class,” School Library Journal, April, 2000, p.44-47.

But the true target of the legislation is the thousands of families who will benefit from school choice. The point of barring special legislation is to prevent the legislature from playing favorites rather than setting broad and neutral law. Accordingly, the Opportunity Contract pilot program sets neutral and widely applicable criteria for student participation. (Similarly, the legislature established broad, neutral criteria for school district participation, and additional districts may easily opt-in.) Moreover, the 11 participating districts face no additional burden: a financial analysis by the Colorado Legislative Council Staff finds that districts will actually end up with a net gain in per-pupil funds over the life of the pilot program.

The building is the Center for Technology and Learning Media, a classroom building located on the school's campus in Golden.
The school refers to the building as "technology rich," with many computers located in every classroom and hundreds of miles of communications cable running beneath the floors. The building contains 39,000 square feet of floor area and cost about $8 million to build. The design architect on the project was Denver-based Anderson Mason Dale.
