4-H is more than you ever imagined Assisting young people as they prepare for the future continues to be the central mission of 4-H. The 4-H vision is to be a world leader in developing youth to become self-directed, productive, contributing members and leaders of society through interaction with adults who care. More Than You Ever Imagined The 4-H emblem, a clover bearing an "H" on each of its four leaves, represents the characteristics each member develops: head, heart, hands, and health. Head involves thinking, making decisions, and learning new things, while heart entails caring about other people, accepting responsibility, and developing values. Hands symbolize the effort to acquire and perfect new skills and to help others. Health involves protecting the well-being of yourself and others. The focus of Colorado State University Cooperative Extension's 4-H Youth Development Program is on prevention and intervention. Colorado 4-H offers kids more than a chance to win a blue ribbon. It's a learning laboratory for them. The idea is to involve them in hands-on activities so they can feel good about accomplishing something and share in a friendly learning environment. In 4-H, kids make decisions about what they want to learn and how to do it; they choose projects they are interested in, and work toward a goal they have set. Adult volunteers help guide those experiences and encourage growth and achievement through hands-on-learn-by-doing techniques.

Assessing the New Federalism
Assessing the New Federalism is a multi-year Urban Institute project designed to analyze the devolution of responsibility for social programs from the federal government to the states, focusing primarily on health care, income security, employment and training programs, and social services. Researchers monitor program changes and fiscal developments. In collaboration with Child Trends, Inc., the project studies changes in family well-being. The project aims to provide timely, nonpartisan information to inform public debate and to help state and local decisionmakers carry out their new responsibilities more effectively. Key components of the project include a household survey, studies of policies in 13 states, and a database with information on all states and the District of Columbia, available at the Urban Institute's Web site. This paper is one in a series of occasional papers analyzing information from these and other sources.

Ed Flex Application to the USDOE Colorado was one of twelve states granted Ed-Flex authority under the Education Flexibility Partnership Demonstration Program by the United States Department of Education in 1995. Those twelve states served as “pilot program” states. As a result of Colorado’s “pilot” status, CDE was able to issue numerous waivers from Federal Law. During 1999, Congress made significant changes to the original Ed-Flex law with the passage and enactment of the Education Flexibility Partnership Act of 1999. The new Ed-Flex Program allows the Secretary of Education to delegate to states, with strong accountability measures, the authority to waive certain federal education requirements that may impede local efforts to reform and improve education. It is designed to help districts and schools carry out educational reforms and raise the achievement levels of all children by providing increased flexibility in the implementation of federal education programs in exchange for enhanced accountability for the performance of students. Section 1073 of the No Child Left Behind Act updated the list of programs that are subject to Ed-Flex waiver authority. As revised, the Ed-Flex legislation permits Ed-Flex states to waiver requirements of the following state-administered formula grant programs:

About Colorado State University - Pueblo
Colorado State University-Pueblo is a member of the Colorado State University System. Request for Consideration Narrative a) Infrastructure The goals of our FMIG group are focused into three distinct areas: 1) To educate the general student population about the specialty of family practice. 2) To allow medical students to form contacts with practicing physician and family medicine faculty. 3) To provide opportunities for medical students to gain experience in primary care activities outside of the standard school curriculum. The FMIG Steering Committee members for 1999/2000 are shown below in Table 1. Meeting notices were sent out via email to the Steering Committee members, Faculty Advisors, and other FMIG students.
