Many rural and urban areas of the State are underserved because of the distribution of these physicians. A significant portion of the State population is medically underserved because of indigency. Family Physicians provide health care to all segments of the population. The provision of additional competent Family Physicians is a public purpose of great importance.
The statutes creating the Colorado Commission on Family Medicine declare that its role is to:
Assure the quality of Family Medicine training in the State. Provide accurate and timely data on the need for Family Physicians to the Legislature and to other organizations. Monitor the impact of the Family Medicine training in the State. Distribute State funds to the residencies and report on this issue.

House Bill 02-1303, the Colorado Family Literacy Act of 2002, creates the Colorado Family Literacy Education Fund website. Colorado Family Literacy Consortium
The Colorado Family Literacy Consortium is a partnership made up of the Colorado Department of Education, Colorado Department of Human Services (CDHS), Head Start, Mid-Continent Research for Education and Learning (McREL), the University of Colorado at Denver (UCD), and Metropolitan State College of Denver (MSCD), as well as Adult Education and Family Literacy, Even Start, Migrant Education Even Start, and Early Childhood Initiatives programs of the Colorado Department of Education. The consortium's purpose is to coordinate family literacy efforts in the state and to leverage public funds. Family Literacy/Colorado Works Planning Grants
Family Literacy/Colorado Works Planning Grants provide funds for local planning activities to enhance collaboration efforts between Even Start programs and Colorado Works programs. The purpose of these grants is to develop inter-program collaboration to improve work preparation services delivered through family literacy programs. Funding comes from Colorado's Even Start Statewide Family Literacy Initiative Grant. Grants of $5,000 maximum per site are available to only to Even Start family literacy programs. A 25 percent match is also required.
Colorado Initiative on Family Literacy
In 1990, the Colorado Adult Literacy Act permitted the Colorado Department of Education to develop a fund for adult literacy, but no appropriation was made for that purpose. Governor Roy Romer and First Lady Bea Romer formed the Colorado Initiative on Family Literacy in 1993 with the purpose of uniting existing literacy efforts to push for family literacy. This produced The Family and Workplace Literacy Bill, which defined family literacy according to the four-component model. The bill would have provided grants for family literacy programs. A request for a $500,000 appropriation was also made to fund the bill. That money was to be administered by the Colorado Community College and Occupational Education System (CCCOES). However, the bill was not passed because opponents said CCCOES lacked the statutory authority to administer the grants program and tabled the bill.

Family Resource Schools, Denver, Colorado
The Family Resource Schools are seven schools in Denver, Colorado, that use site-based management and community partnerships for the delivery of human services to children and adults. They provide traditional academic support programs for students as well as family-focused programs for adults. According to Trujillo (1993-1994), the schools "aim to increase students' academic achievement though enriching the academic program and removing noneducational barriers to learning" (p. 34). Each school has developed summer programs for students and has expanded its hours during the day to accommodate parent and community involvement. At the Family Resource Schools, emphasis is placed on the role of the principal in sharing power with teachers and parents, providing teachers sufficient time and professional development to perform their new responsibilities, and preparing school staff for changes that inevitably will occur when a school becomes part of a collaborative. Each school has a collaborative decision-making team comprised of teachers, the principal, office and building staff, parents and families, neighborhood volunteers, and business representatives. Each school also has a site coordinator who implements and manages the programs and coordinates school, parent, and community outreach.
