Special Ed Vouchers
Reform K-12 has a post up about a plan in Colorado to provide special education vouchers that would allow special education students to take their state education dollars with them to a private school. Let's look at what this really means...fortunately it doesn't seem too complicated to me. Chett takes issue with this claim, in particular Some parents spoke out against the bill, saying children with the mildest needs would make use of the vouchers and leave the most severely impacted behind in public schools with less money. Chett writes: That petard has hoisted many a voucher opponent, for no evidence is given for this charge. Well, the evidence is not hard to find. Florida was actually the first state to develop a voucher program (McKay Scholarships) for special education students. The Florida vouchers are actually more generous than those being debated in Colorado. Colorado is simply going to provide the basic per-student allocation to the private school ($6,000). Many special education students have higher costs of education. Florida actually factored in the level of disability, and provides funds based on need (which exceeds the state's per-student allocation). However, even Florida's fund transfer based on need does not always cover the full cost of education at a private school. And, guess what. These Florida vouchers leave the most severly impacted students behind.

She works with 5th and 6th grade emotionally disturbed and learning disabled students in a team-taught program she designed with Jenn McCullough.
Ms. Bantz received a B.A. in Elementary/Special Education from Boston College in May 1986 and a Masters in Special Education/Behavior Disorders from Kent State University in 1990. She has a total of 12 years experience in the field of Special Education and received the "Outstanding Elementary Teacher" award from the University of Virginia chapter of Phi Delta Kappa, as well as the "Teacher of the Year" award from the Ohio Council for Children with Behavior Disorders.
JENN McCULLOUGH - Jenn McCullough is currently a Special Education teacher at Walker Upper Elementary School in Charlottesville, Virginia. She team-teaches 5th and 6th grade students who have been identified as having a learning and/or emotional disability.     In 1999, in the wake of the Columbine school massacre, and
    under the direction of Mrs. Johnson, the Board passed the
    precedent setting Resolution that called for academic rather than drug
    solutions for behavioral and learning problems in the classroom.
    When Congress originally passed IDEA, covering Special Education, its primary purpose was to provide a Free and Appropriate Education for children with hearing, sight, speech and other physical handicaps. Over the ensuing 27 years, the funding has been largely funneled, instead, to children with "learning disorders," a term so subjective that children who fidget, butt into line or interrupt their teachers are so labeled. In most cases they are subsequently prescribed cocaine-like, mind-altering drugs. Many of these children simply have never been taught to read. Clearly, there is a critical need to provide an objective, scientifically based definition of "learning disability," and this must be the central point of reforming IDEA.

These studies also strongly suggest that the dropout rate among students receiving special education services significantly exceeds the dropout rate among the general school-age population. The St. Paul Public Schools conducted a retrospective examination of the records of 4,500 students in attendance between 1974 and 1977 who left school prior to graduation. They found that up to 80% of the youths who dropped out may have been eligible for special education services. Hippolitus (1980) cited the Bureau of Education for the Handicapped as documenting the dropout rate for special education students at five to six times the rate of youths without handicaps. IMPLICATIONS AND RECOMMENDATIONS The implications of these findings have special significance for educational policy and practice. More systematic procedures for identifying potential dropouts and better follow-through in providing comprehensive programs that retain students with handicaps must be addressed.
