Empowering Children In Education Catching On
Freshman Congresswoman’s amendment voted upon in House Washington, DC Congresswoman Marilyn Musgrave’s (CO-04) amendment allowing public school districts a new option in how they deliver services to disabled private school students was up for a vote in the House today. Musgrave’s amendment received 176 “yes” votes, which is a significant increase of support in Congress from previous school choice bills, and follows the favorable trend in states. “Local districts are required by current law to provide services to special education students in private schools,” said Musgrave. “My amendment would empower parents of special needs children and help them get the services their children need.” Musgrave’s measure would have amended the Improving Education Results for Children With Disabilities Act that passed the House and re-authorizes the Individuals with Disabilities Education Act, also known as IDEA.

PSRPs play vital role in providing services to the students who need them the most At A ndrew J ohnson E lementary S chool in Oklahoma City, the principal sometimes takes applicants for jobs as special education paraprofessionals on a school tour. They usually stop in Terry Goforth's room, where the veteran paraprofessional works with disabled preschool kids. That's often the last time Goforth sees the job applicants. "Once they get a view of what's involved with the job and the pay," they decide they can't handle it, says Goforth, a member of the Oklahoma City Federation of Classified Employees. Of the six children in her roomstaffed by a teacher and two education assistantsonly one can walk on her own. The job applicants "are just not prepared for special education," Goforth says, adding that starting pay for some positions works out to less than $9,000 a year. Wilma Rose, a Colorado paraprofessional working as an occupational and physical therapist, knows exactly what Goforth is talking about. "It's hard to find someone who will stay with it because of the needs that are required," says Rose, a member of the Colorado Classified School Employees Association who works in Brighton, Colo. Some of the duties are "not fun," as she delicately puts it.

By Eula Holmes 27 February 2004 Use this version to print Send this link by email Email the author The US Senate last month gave final passage to a $14 million-a-year private school voucher program as part of an omnibus spending bill that includes funds for many federal agencies. The legislation cleared the Senate on January 22 by a vote of 65-28. The House of Representatives had already approved the spending measure in early December. President Bush praised the voucher plan, which he signed into law January 23. Rather than provide the funds to lower class size, increase the number of teachers, repair the thousands of dilapidated school building around the country and provide quality public education to all children, the Bush administration is pushing vouchers as another step in the destruction of public education. Vouchers have been consistently voted down in statewide decisions from 1972 to 2000. In 1972, in Maryland, voters defeated a voucher program 55 to 45 percent; in Michigan in 1978, the vote was 78 to 26 percent; in 1992 in Colorado, 67 to 33 percent; in California in 1993, 70 to 30 percent; in Washington State in 1996, 64 to 36 percent. Again in Michigan in 2000, vouchers were rejected 69 to 31 percent; and finally again in California in 2000, a voucher program was defeated 71 to 29 percent.

Special Education Dropouts. ERIC Digest #451.
POPULATION Recent state and local follow-up studies confirm this unexplainable attrition rate among students with handicaps. These studies also strongly suggest that the dropout rate among students receiving special education services significantly exceeds the dropout rate among the general school-age population. The St. Paul Public Schools conducted a retrospective examination of the records of 4,500 students in attendance between 1974 and 1977 who left school prior to graduation. They found that up to 80% of the youths who dropped out may have been eligible for special education services. Hippolitus (1980) cited the Bureau of Education for the Handicapped as documenting the dropout rate for special education students at five to six times the rate of youths without handicaps. IMPLICATIONS AND RECOMMENDATIONS The implications of these findings have special significance for educational policy and practice. More systematic procedures for identifying potential dropouts and better follow-through in providing comprehensive programs that retain students with handicaps must be addressed.

Winter Activities
December 13, 2003 - April 4, 2004 Adaptive instruction and equipment are available for alpine skiing, Nordic skiing, snowboarding, dogsledding, snowmobiling and snowshoeing, as well as, guided backcountry tours. ASC instructors are professionally trained and certified in adaptive teaching. Our instructors are fantastic and are the core of the program. Collectively, they can teach to any disability including, spinal cord injuries, amputees, traumatic brain injuries, developmental disabilities, at risk youth, those with visual and hearing impairments and other special needs. Lessons Include: Private instruction by a professionally certified instructor, a lesson-only lift ticket, and equipment rental. Reservations are highly recommended. Walk-ins can only be accepted when there is availability. Lessons are highly recommended for beginner skiers and higher level skiers who wish to improve their skills. The ASC is a member school of Professional Ski Instructors of America and a chapter of Disabled Sports USA. Half Day (2.5 hour Lesson) - $75
