Dear Friends, Although the special session of the Legislature began on May 12, only a handful of legislators are in Olympia and no bills have passed or will pass until the budget negotiators reach agreement. Budget negotiators continue to make progress, and with luck, the Legislature will reconvene sometime next week. http://seattletimes.nwsource.com/html/legislature/134859980_legi31m.html The bad news is that this delay in enacting Washington's charter school law will make it very difficult if not impossible to open new, "from scratch" charter schools this fall. The good news is Washington should still be eligible for up to $5 million in federal funding for charter school start-ups (new or conversion) beginning this fall, as long as the Legislature enacts a charter school bill in June or early July. Although we earlier believed that Washington had to enact its charter school law by the end of May to retain its eligibility for federal charter school funding in the 2003-04 school year, (fortunately) that understanding was not correct. This means that existing alternate public schools (and other public schools) could convert to charter schools this fall and receive "start-up" grants of up to $200,000 per year for the 2003-04 and 2004-05 school year.

Charter Schools in Colorado
A charter school is a public school that is granted a contract, or charter, by the school district in which it operates. The charter provides the terms under which the charter school is to operate, and generally provides freedom from specified school district policies and state regulations. The local board of education has the ability to waive the applicability of any state statutes or regulations other than assessment and accountability requirements. Charter schools also must adhere to laws prohibiting discrimination and requiring special education services. The charter school is responsible for its own operation, although it may contract with the school district for services such as the provision of school facilities or special education.
Charter schools are here to stay in Colorado. Future action with respect to charter schools is likely to include finding ways to sufficiently fund expansion of charter schools without harming other public schools; exploring whether local boards of education are the best chartering authorities for charter schools or whether some other entity, such as the state board of education or an independent chartering authority, is more appropriate; exploring the concept of charter school districts, or districts comprised entirely of charter schools; and encouraging the use of charter schools to help close the achievement gap and promote higher academic performance from traditionally at-risk populations.

Charters are created and managed by an entity comprised of parents and/or teachers, community and/or business leaders, non-profit organizations, or for-profit businesses. The District of Columbia and 25 states now have laws permitting these independent public schools to be chartered by school districts or the state Department of Education, and thus they can receive public monies for their operation. The autonomy granted the schools varies widely, however. Urban areas are particularly fertile ground for the development of charter schools because there is a great need to find ways to improve education in the face of poor resources and overcrowding in the public schools. However, since most urban students are either disadvantaged or members of minority groups, there are concerns that charter schools may "cream off" the students identified as easiest to teach (frequently white or middle class children), leaving the remainder to founder in arguably inferior conventional public schools.

These records may be used for historical and genealogical research or for verifying a person's age in the absence of a birth certificate. The types of records available and their chronological span varies greatly by county, especially regarding the School Census records. It is best to call ahead of time in order to find out what is available before making a special trip to the Archives. Address all inquiries to the Colorado State Archives. An Antidote for Consolidation?
The charter school idea has helped several rural Colorado communities avoid unnecessary and ill-advised school consolidation. Rural school consolidation, a popular trend during America's industrial age that continues today, has left hundreds of rural Colorado communities without local educational autonomy. Although most rural towns in Colorado have their own historic one-room or two-room schoolhouses, for decades residents of these remote towns have been forced to send their children out of town to attend school, with bus rides as long as three or four hours per day. The schools their children attend are typically in larger rural towns that serve as the central consolidated school district headquarters for a large geographic area. In the past five years, however, seven remote Colorado communities with seldom heard names like Guffey, Marble, and Paradox have broken through the inequities of school consolidation. Using the Colorado Charter School Act, they gained the right to retain and operate their own local school as a charter.

Website: www.ruralcharters.org Schools/Students Served: The Colorado Rural Charter Schools Network is made up of eight small schools (grades K-12) - seven of them in rural Colorado, and one in Utah serving a total of 250 students. The Network is considering expanding to include additional charter schools in Utah and Wyoming. Background: The communities of the Colorado Rural Charter Schools Network are extremely isolated. The schools, each with enrollments between 18 and 80 students, are separated from the school district headquarters by as much as 50 miles - a fact that in the past has hindered local participation in school decision making. Network schools have used the Colorado Charter Law to maintain their existence. In doing so, they have researched school governance models that would offer stable effective school leadership at the local level, removing the threat of school closure. At the same time, they are shaping governance and instructional models that promote school-community linkage, so that the needs of the local community are addressed by the school at all levels, from the board to the staff to the students. The Colorado Rural Charter Schools Network is growing, as more and more small rural communities look for ways to keep their local schools open, and keep local autonomy in governing their schools.

Lee, Post-Gazette Education Writer Denise Mund has heard it all before. Social studies teacher Mark Tima looks over Regis Miller's work at Career Connections, a charter school in Lawrenceville. (John Beale, Post-Gazette) The complaints about charter schools draining money from school districts. The worries of charter school operators who can't find buildings for their schools, and when they do, can barely pay the rent. The tension between school district officials who resent having to deal with charter schools and charter school organizers who don't want anyone standing in the way of their dreams. But as a charter schools consultant for the Colorado Department of Education, Mund also has seen charter schools outpace comparable traditional public schools academically. She's seen good relations between charter schools and local school districts lead to an exchange of ideas about curriculum and teacher training. And since Colorado's charter school law passed in 1993, she's seen charter schools become such an accepted part of the state's educational landscape that some of the complaints which are familiar ones in Pennsylvania are starting to fade into the background.
