The Honorable Joseph E. Meyer III will hear the case at 1:30 p.m. in Courtroom 18 of the Denver District Court at 1437 Bannock Street.
But the true target of the legislation is the thousands of families who will benefit from school choice. The point of barring special legislation is to prevent the legislature from playing favorites rather than setting broad and neutral law. Accordingly, the Opportunity Contract pilot program sets neutral and widely applicable criteria for student participation. (Similarly, the legislature established broad, neutral criteria for school district participation, and additional districts may easily opt-in.) Moreover, the 11 participating districts face no additional burden: a financial analysis by the Colorado Legislative Council Staff finds that districts will actually end up with a net gain in per-pupil funds over the life of the pilot program.

Distinguished Educator Ausfahl Joins McREL Board of Directors October 14, 2003 Aurora, Colo. Distinguished Colorado educator Beverly Ausfahl has been elected to the Mid-continent Research for Education and Learning (McREL) Board of Directors. McREL is a nationally recognized, private, nonprofit organization located in Aurora, Colo., which uses high-quality research on effective schools and classrooms to help educators to maximize student learning. Other McREL Board members from Colorado include William Moloney, commissioner of the Colorado Department of Education and Dan Morris, an education consultant. McREL Policy Advisory Panel Members from Colorado are Kenneth DeLay, executive director of Colorado Association of School Boards and Pamela Jo Suckla, Colorado State Board of Education member. BEHAVIORAL DRUGS FOCUS OF DEBATE IN COLORADO SCHOOLS DENVER A resolution recently passed by the Colorado Board of Education to discourage teachers from recommending behavioral drugs like Ritalin and Luvox has intensified a national debate over the growing use of prescription drugs for children. The resolution, the first of its kind in the country, carries no legal weight. But it urges teachers and other school personnel to use discipline and instruction to overcome problem behavior in the classroom, rather than to encourage parents to put their children on drugs that are commonly prescribed for attention deficit and hyperactive disorders. Proponents of the resolution, which passed by a 6-to-1 vote on Nov. 11, said they were motivated, in part, by evidence that they said suggested that dozens of violent crimes, including the massacre last spring at Columbine High School in Littleton, Colo., had been committed by young people taking psychotropic drugs. One of the teenage shooters at Columbine, Eric Harris, had been taking Luvox, an anti-depressant, although there is no evidence that the drug had anything to do with the shootings or that a teacher recommended the use of the medication.

Appraiser Certification and Education Requirements
Colorado Revised Statutes require Assessors and appraisers to meet certain appraiser certification and educational requirements. Encompassed in these two broad areas of certification and educational requirements are responsibilities of maintaining a valid license to conduct appraisals and periodic continuing education requirements.
According to Colorado Revised Statutes, 39-2-110, "To further improvement in appraisal and valuation procedures and methods and understanding and knowledge thereof the division of property taxation shall conduct annual instruction and discussion sessions in the nature of a school for assessors, their employees, and employees of the division for periods not exceeding fifteen days in length ... ... ... ... All assessors shall attend this annual school. Each assessor completing this school shall receive a certificate of achievement for his effort."
As a result, each Assessor must attend these schools sponsored by the Division of Property Taxation, State of Colorado annually. In addition, Assessors and their employees attend other schools, workshops, and seminars sponsor by the Division for the express purpose and intent further understanding and knowledge of specialty appraisal and administrative topics. Most of these schools, workshops, and seminars require mandatory attendance and successful completion of an examination.
