CURRICULUM AND INSTRUCTION
Health Education
Colorado does not require students to take coursework in health education, nor is it a requirement for graduation.
The state does not require schools to follow a specific curriculum framework should they offer health courses, nor does it offer a recommended framework. Nevertheless, in the Colorado Comprehensive Health Education Act Statute 22-25 (1998) the legislature declared that "comprehensive health education is an essential element of public education in the state of Colorado" and encouraged every school district to voluntarily provide a pre K-12 grade planned, sequential health education program. In 1991 the State Board of Education adopted general implementation guidelines that local school districts may choose to follow.
Students in Colorado are not required to pass a statewide exam on health topics.

Ron Unz has now taken his medicine show to Colorado, p eddling the same brand of English-only snake oil that he sold to voters in California and Arizona . Heading the effort, known as English for the Children of Colorado is Rita Montero , a former member of the Denver School Board. She is also a former Chicana activist who, in the 1980s, was prominent in opposing English-only measures and, in the 1970s, was linked to a group of radicals who died while allegedly trying to manufacture bombs. Unz's Colorado initiative Proposition 227 and even more restrictive than Arizona's Proposition 203 . Like those measures, the Colorado initiative would:
  • allow "waivers" of the English-only rule, but only under very restrictive circumstances; invite lawsuits against educators and public officials who fail to observe the English-only mandate to hold them personally liable for financial damages and banish them from their jobs for at least 5 years; and mandate annual, English-language achievement tests for all public school students

Sample Policy on Bullying Prevention and Education
NOTE: Colorado school districts are required by law to adopt a policy on this subject and the law contains some specific direction as to the policy content or language. This sample policy contains the content/language that CASB believes best meets the intent of the law. However, the district should consult with its own legal counsel to determine appropriate language that meets local circumstances and needs. Districts have discretion to determine the specifics of bullying prevention and education programs. Bullying Prevention and Education The Board of Education supports a secure school climate, conducive to teaching and learning that is free from threat, harassment and any type of bullying behavior. The purpose of this policy is to promote consistency of approach and to help create a climate in which all types of bullying are regarded as unacceptable. Bullying is defined as any written or verbal expression, physical act or gesture, or a pattern thereof, that is intended to cause distress upon one or more students in the school environment. For purposes of this policy, the school environment includes school buildings, grounds, vehicles, bus stops and all school-sponsored activities and events.

Who We Are The Alliance began meeting in 1998, commissioning a study of Colorado teaching and conducting focus groups in rural communities. After a thorough analysis of statewide policies and practices, the Alliance drafted recommendations that focus on attracting quality teachers, ensuring high quality teachers through accountability, teacher retention and support, and creating a comprehensive, data driven, teaching quality system. The original study and recommendations have been widely disseminated and the group is now working to gain support, implement these and other recommendations and evaluate their effects.
The tri-chairs of the group are Randy DeHoff, Vice-Chairman of the State Board of Education, Cindy Harrison, Director of Staff Development for Adams 12 Five Star Schools and the President-Elect of the National Staff Development Council, and the third chair is currently vacant. Robert Reichardt, the Executive Director, comes to the Alliance after spending eight years doing research on teaching quality and public policy at Mid-continent Research for Education and Learning (McREL) and the RAND Graduate School.
The Alliance for Quality Teaching is supported by the Rose Community Foundation and the Donnell-Kay Foundation.

By Robert C. Johnston Colorado districts that failed to raise student scores on state tests and fell short in other school performance areas would lose their accreditation, under a proposal the state school board is to vote on this week. Unlike accountability laws in some other states, the plan would not give the state the authority to run ailing districts. Still, the proposal would mark the first time that Colorado districts would be accredited based on state-mandated student-performance goals. "What we're doing is bolting in place an accountability measure that gives meaning to our standards," Commissioner of Education William J. Moloney said in an interview. "Without something bad happening, nothing changes." But not everyone shares the commissioner's enthusiasm. In a region of the country where local control is a bedrock political philosophy, the move is seen by some as a dangerous precedent. Others argue that the new rules would set up low-wealth districts for failure.

Information Sharing to Make Colorado Schools Safer
In 1994, an amended federal law opened the door for Colorado to enact a law this year to allow school and criminal justice officials to share information about violent and disruptive students. The new law is intended to help prevent future school violence. Will more states follow Colorado and the other states that have enacted this law? A year after the Columbine High School tragedy, the Colorado legislature passed a law revoking prior privacy constraints that have hindered teachers and police from sharing information about troubled students. A 1994 amendment to a federal law allowed Colorado to pass the new law. Without a state law that specifically provides for a juvenile justice exemption from the federal privacy act, federal law requires schools and criminal justice officials to obtain either the child's and parent's consent or a court subpoena to obtain records. The federal law requires that information be kept confidential because disclosure of certain information could have an impact on student and family privacy.

Boards and Commissions Environmental Advisory Board The mission of the Environmental Advisory Board is to (A) Advise City Council and Staff on matters in the community pertaining to solid waste disposal, yard waste recycling, air quality enhancements, hazardous waste management; and storm water quality
(B) Make recommendations to City Council and Staff regarding the development of city-wide community and/or neighborhood programs to address long range recycling and solid waste disposal issues; programs to address grass, tree limb, and leaf recycling; programs to address air quality enhancement such as ground-level ozone programs to address hazardous waste recycling and/or disposal and to educate the community and serve in an advisory capacity regarding storm water quality programs.
(C) Encourage citizen participation in community recycling efforts and promote public education on the environmental benefits of various community programs including curbside recycling, Christmas tree recycling, composting, ground level ozone action alerts, wood burning bans, and household hazardous waste disposal opportunities. The Board meets the last Thursday of every month at 6:30 p.m., City Hall. All meetings are open to the public.

American Atheists Colorado State Director Margie Wait speaks out against the proposal, charging that it is inappropriate and possibly unconstitutional Web Posted: August 15, 2000 he board of Colorado's Jefferson County School District voted unanimously last night to not post the religionized "In God We Trust" motto in classrooms of its 145 schools. This move comes after the State Board of Education voted 5-1 to encourage display of the slogan, and the July passage in the U.S. House of Representatives of a nonbinding resolution in favor of the motto. Opponents ranging from American Atheists to the ACLU and the Anti-Defamation League argued that the display of the motto in schools could violate the separation of church and state , and was inappropriate. Testifying against the measure at last night's public meeting was Margie Wait, Colorado State Director for American Atheists. Wait pointed to the mission statement for the Jefferson County Public Schools, which pledges "To provide a quality education that prepares all children for a successful future." "It doesn't say all Christian children or all children who believe in a supreme being," said Wait. "The mission statement is all inclusive, as it should be."

Behavioral Drugs Focus of Debate in Colorado Schools
By MICHAEL JANOFSKY ENVER A resolution recently passed by the Colorado Board of Education to discourage teachers from recommending behavioral drugs like Ritalin and Luvox has intensified a national debate over the growing use of prescription drugs for children. The resolution, the first of its kind in the country, carries no legal weight. But it urges teachers and other school personnel to use discipline and instruction to overcome problem behavior in the classroom, rather than to encourage parents to put their children on drugs that are commonly prescribed for attention deficit and hyperactive disorders. Proponents of the resolution, which passed by a 6-to-1 vote on Nov. 11, said they were motivated, in part, by evidence that they said suggested that dozens of violent crimes, including the massacre last spring at Columbine High School in Littleton, Colo., had been committed by young people taking psychotropic drugs. One of the teenage shooters at Columbine, Eric Harris, had been taking Luvox, an anti-depressant, although there is no evidence that the drug had anything to do with the shootings or that a teacher recommended the use of the medication.
