Colorado Charter School Announcements Subject Senator Evans Resigns from the State Board of Education Body In order to fully assume my new responsibilities as State Senator, I will be resigning from the State Board of Education effective January 5, 1998. I have genuinely enjoyed my four years of service on this Board, and have seen the beginning of many strong new currents in educational reform, including charter schools and higher academic standards.
The State Board At-Large position I am vacating is a constitutional, unpaid, elected position. It represents all 176 school districts and 63 counties in Colorado. Created in 1949, the Colorado State Board of Education is one of only two state elected boards; all others are appointed. The State Board is charged to supervise all of K-12 public education in the State.

Introduction The state's public higher education system is built on the understanding that both the individual and society benefit from high-quality public and private higher education. The purpose of this document is to delineate the goals and objectives of the Commission and staff to implement their mission. II. Role of the Colorado Commission on Higher Education The Colorado Commission on Higher Education (CCHE) provides coordination and policy direction with Colorado's 28 public colleges and universities and serves as a bridge between the Governor and the Colorado General Assembly and the institutions of higher learning within the State of Colorado. As the state entity overseeing the governance of all public institutions of higher education, the Colorado Department of Higher Education also has oversight of the Division of Private Occupational Schools, the Colorado Council on the Arts, Colorado Historical Society , and the Colorado Student Loan Program. Statutory authority for the department is contained in Chapter 23, Colorado Revised Statutes.

Who Decides?
When I was a child there were 200,000 school boards over a million citizens one in 100, saw themselves as governors of their schools. Most people, in short, knew somebody who knew somebody who ran our schools. Furthermore a majority of citizens had school-age kids. And the schools they went to rarely were larger than a few hundred, and often only a few dozen pupils constituted a school. The school was a familiar place.
Today there are less than 20,000 school boards and twice as many citizens. Maybe one in 20,000 citizens serves on a school board. And the schools they oversee house well over a thousand students, and are often located far from their own hometowns. And most Americans no longer have school-age children at all.

Looking at Charter School Legislation:
State-By State Analysis COLORADO Colorado's charter school law meets most of the AFT criteria. However, the law does not require all charter school students to take the state tests and does not specifically require teacher certification. Admissions policies:
Charter school enrollment must be open to any child who resides within the school district, except that no charter school shall be required to make alterations in the structure of the facility used by the charter school or to make alteration to the arrangement of rooms within the facility, except as may be required by state or federal law. Enrollment decisions shall be made in a non-discriminatory manner specified by the charter school applicant in the school application. State standards apply: Yes. In Colorado, districts must develop standards that align with the state standards. As the district standards are developed over the next few years, the charter school must be able to show how it meets or exceed these standards. The school can also adopt the district standards as its own. Uses the same test instrument: No. Using the state testing instrument is not mandated, but the Colorado Department of Education can require the state assessment be given for comparison. A charter school must develop a plan for evaluation of pupil performance.

- ALBUQUERQUE - When Albuquerque attorney Richard L. Alvidrez learns that Colorado's school reform plan is similar to New Mexico's, he shakes his head in pity. In addition to being a comedy of statistical errors, New Mexico's efforts have been far too timid, says Alvidrez, chairman of the Greater Albuquerque Chamber of Commerce. Two years ago the chamber grew concerned that schools throughout New Mexico were churning out graduates who were ready neither for college nor jobs. So a task force of 25 chief executives visited school districts from Texas to Scotland and came up with recommendations more sweeping than anything New Mexico has seen before. Noting, for example, that most European countries don't have local school boards, the chamber recommended scrapping them. School boards screamed loudly enough that the chamber dropped that recommendation. But other ideas that seem radical to U.S. educators got into an 83-page bill going before the state Legislature this session. Among the chamber's proposals: - Severely limit school boards' duties so that almost all school funding flows directly to schools rather than passing through district administration buildings, as in Edmonton, Canada.

Resolution Warning About Ritalin

DENVER, CO The Colorado State School Board passed a resolution on November 11 warning of the possible negative effects of psychotropic (mind-altering) prescription drugs on schoolchildren. The vote was 6-1. Board member Patti Johnson drafted the resolution after a number of parents contacted her complaining that they had been "pressured" by educators to put their children on Ritalin. "I have been actively involved in education since my now-college-age son was in elementary school," she explains. "Im aware that schools receive additional funding for each child who is labeled 'learning disabled,' so I was particularly sensitive to these complaints." Mrs. Johnson introduced her resolution at the October board meeting following presentations by experts on the possible connection of Ritalin and other prescription drugs to students violent behaviors. The original text was pared from four pages to one prior to its adoption by the board last month ( see Resolution this page).

Patti Johnson DENVER, CO - The Colorado School Board adopted a resolution in December rejecting the national School-to-Work policy enacted by Congress in 1994. Approved by a vote of 5-2, the resolution declares that "schools are primarily institutions of learning and shall not be diverted from this noble mission by attempting to meet every non-academic need of students." The resolution was drafted by board member Patti Johnson, who left the board in January after serving since 1995. Johnson was pleased with the outcome of the vote, but regrets that "some really strong statements" had to be removed from the original draft in order to get the resolution passed. "The original language was awesome, but the final resolution is still good," she says. Deleted statements include: "Whereas, a system of workforce development boards charged with predicting the jobs of the future in local communities, which meet the needs of the community and local businesses rather than the needs of students, have been established in Colorado"; and "Whereas, work-based learning and integrated learning based on career pathways chosen by workforce development boards violate the student's constitutional right to liberty. . . ."
