The Colorado Mathematics, Science, and Technology Education Coalition (COMSTEC) was established in 1999. It supports improved mathematics, science, and technology education through policy alignment, continuous improvement, and converging resources. Governor Owens' far reaching education reform bill has succeeded in the Colorado General Assembly. Colorado AAUW opposed SB-186.
Punishing low performance schools is not constructive. Many of their problems are not ones they can control. That is high pupil turnover, poverty, lack of parent involvement, and English not the primary language spoken in the home. The schools need help and additional resources to improve the quality of education of the children who need it the most.
See the Senate and House votes on SB-186 as amended by the Conference Committee in our April 4, 2000 Legislative Update The compromise bill created by the House/Senate Conference committee and approved by both chambers included the "opt-in" requirement for sex-ed. "Opt-in" will create another level of bureaucracy and considerable extra paper work for schools. This part of the bill is a political agenda not a measure of education reform. See the discussion of sex-ed "opt-in" in our first talking point , below.

Educational alternatives for expelled students. 22-33-203. Educational alternatives for expelled students.
(1) Upon expelling a student, the school district shall provide information to the student's parent or guardian concerning the educational alternatives available to the student during the period of expulsion. If the parent or guardian chooses to provide a home-based educational program for the student, the school district shall assist the parent in obtaining appropriate curricula for the student if requested by the parent or guardian. (b) The educational services provided pursuant to this section are designed to provide a second chance for the student to succeed in achieving an education. While receiving educational services, a student may be suspended or expelled pursuant to the discipline code of the school district providing the educational services and the provisions of part 1 of this article. Except as required by federal law, the expelling school district is not required to provide educational services to any student who is suspended or expelled while receiving educational services pursuant to this section until the period of the suspension or expulsion is completed.

This Colorado Environmental Education Master Plan (CEEMP) is a framework for collaboration and cooperation among the vast array of environmental education programs now underway. The 2003 legislative session was a busy one for Rep. Spence as prime sponsor of the following House bills; and sponsor of the following Senate bills and Joint Resolutions: HB 1160 creates a pilot project to help low-income students who attend public schools that are graded "low" or "unsatisfactory" by the state. Poorly performing students would receive a voucher worth 75 to 85 percent of the state and local district's share of per-pupil funding to attend a private or religious school.
HB 1083 will give the Board of Control of CHSAA, rule-making authority to determine eligibility of high school student athletes. This bill addresses the issue of varsity athletes transferring schools without a concurrent family move for the purpose of building powerhouse athletic teams or to enhance individual statistics for college recruitment.

Protocol Distribution The Colorado Alliance for Arts Education (CAAE) and its member organizations are committed to the philosophy that arts education defined as the disciplines of dance, music, theatre and the visual arts which are bodies of knowledge and skills to be acquired by studentsshould be delivered in a comprehensive, sequential manner from early childhood education (ECE) through 12th grade and beyond by duly certified discipline specialists; and that external providers offer a variety of programs that are important to and support the delivery of arts education in Colorado schools. Boards and Commissions Human Services Board The Human Services Board reviews, evaluates and recommends to Council funding levels for the budget year based on submittals from outside human service agencies and other non-profit organizations, considering how to best allocate funds to provide human services to the residents of Westminster. Members of this Board should represent expertise in health services, housing, community services, senior citizens, education and/or cultural services.
