After finishing seven years of elementary school and six of secondary school or bachillerato, a student interested in higher education takes at least two examinations: the government's official test (ICFES) and the special admission test of each university. Public educational institutions are supported by the government, and private ones (including those of religious sponsorship) are supported by tuition fees. Each university is divided into faculties, which in turn are divided into departments or programs which manage their respective carreras or majors. Students follow a set plan of study for each semester. The duration of the first degree, or grado, ranges from three years for programs in technology to five years for humanities. After finishing this program of study, a thesis or a set of special comprehensive examinations is sometimes required before the degree is given. Usually the name of the degree designates the type of study that was completed. Another examination has to be taken in order to be accepted for programs at the master's and Ph.D. levels. Classes vary according to the different teaching styles of professors; however, the student must be prepared to work independently. The courses are evaluated by means of written or oral examinations, papers and in-class participation on a numerical scale that ranges from or 1, minimum, to 5, excellent. An evaluation below 3 mandates that the course be repeated. Some universities also require a minimum semester average.

Cultural Diversity Follow Up to Cultural Diversity Mandates First Inter-American Meeting of Ministers and High Authorities of Culture
The 34 countries of the OAS celebrated on July 12-13, 2002, in Cartagena de Indias, Colombia, the First Inter-American Meeting of Ministers and High Authorities of Culture, where the Declaration and Plan of Action of Cartagena de Indias was adopted, placing this sector as the motor of cultural development. The meeting was inaugurated by the Secretary General of the Organization of American States (OAS), César Gaviria, and by the President of Colombia, Andrés Pastrana. The main themes of this meeting focused on the relationship between culture and development and on the challenges that cultural diversity presents. In this context, those responsible for culture proposed a series of goals aimed at increasing the number of Americans who have opportunities to develop their creativity in conditions of equality, liberty and dignity, and who have access to the goods and cultural services in an atmosphere of diversity. The Cartagena Plan of Action also included a feasibility study on the establishment, within the framework of the Inter-American Committee on Culture, of an Inter-American Cultural Policy Observatory.

The best of Colombia's exciting new writers is Moreno Durán, who has been burdened with the reputation of being the best Latin American novelist to emerge since the regional upsurge in literary talent in the 1950s. Spanish is Colombia's official language and, except for some remote Indian tribes, all Colombians speak it. There are also about 75 Indian languages still used in the country. While the education system includes English in its curriculum, it remains little known and rarely spoken.

Pasillo The influence of the waltz spread across the European continent in the XIX century. Its influence arrived to the inner-Colombian territories. Several musicians took this influence with most of their musical appreciation, and transformed it into the 'Pasillo' rhythm, known earlier as the 'waltz of the country' or the' colombian'. Pasillo music was performed in great and refined dance halls. Afterwards, popular people realized of these musical concept, and created their own version, creating 'El Pasillo Fiestero' (Dancing Pasillo). Many 'Pasillos Fiesteros' were played as well in public events, and people liked them. Finally, it is good to say that the joining between poets and composers, gave to the Pasillo a great contribution of artistic value. It made the Pasillo more expressive, more romantic, and quite exciting.

Vallenato It started with old and antique songs composed by peasants from the cattle zones of Valledupar. This singing was performed by various instruments; one of those was a little drum, well known in these days in Colombia as 'la caja' ( like a conga ), other instrument is 'la guacharaca' ( like a closed hi-hat ). While the musicians played with these instruments, another one sang. Their song was a reflect of a critic of the social context of that time. Not romantic ( as most of the music in these days ), just social critics. It got influence from the arahuacos and the guajiros, with their melodic methods, then from the Africans, and finally from the Europeans. Maybe one of the most notable influence is the influence of the Europeans, with the accordion of bottons.

Colombia was one of the three countries that emerged from the collapse of Gran Colombia in 1830 (the others being Ecuador and Venezuela).
A 40-year insurgent campaign to overthrow the Colombian Government escalated during the 1990s, undergirded in part by funds from the drug trade. Although the violence is deadly and large swaths of the countryside are under guerrilla influence, the movement lacks the military strength or popular support necessary to overthrow the government. While Bogota continues to try to negotiate a settlement, neighboring countries worry about the violence spilling over their borders.

This essay is the introduction to Colombia: The Genocidal Democracy, a 125-page book by Javier Giraldo S.J., written in 1996.
Two facts should be uppermost in the minds of North American readers of Father Giraldo's documentation of the reign of terror that engulfed Colombia during the "Dirty War" waged by the state security forces and their paramilitary associates from the early 1980s. The first is that Colombia's "democra-tatorship," as Eduardo Galeano termed this amalgam of democratic forms and totalitarian terror, has managed to compile the worst human rights record in the hemisphere in recent years, no small achievement when one considers the competition. The second is that Colombia has had accessories in crime, primary among them the government of the United States, though Britain, Israel, Germany, and others have also helped to train and arm the assassins and torturers of the narco-military-landowner network that maintains "stability" in a country that is rich in promise, and a nightmare for many of its people.
In July 1989, the U.S. State Department announced plans for subsidized sales of military equipment to Colombia, allegedly "for antinarcotics purposes." The sales were "justified" by the fact that "Colombia has a democratic form of government and does not exhibit a consistent pattern of gross violations of internationally recognized human rights."

Cultural Imperialism in Colombia
When travelling in Colombia, the effects of US foreign policy are not easily ignored: impoverished slums on the outskirts of cities, families with economic difficulties, paramilitary atrocities, miles and miles of rainforest destroyed by ever growing US fumigation programs, etc etc.
There is one aspect of US imperialist activities in Colombia, though, that goes greatly unnoticed. Nevertheless, this weapon, one of the most powerful in the imperialist arsenal, is found at work in most households and public gathering places, and most people are oblivious of its profoundly negative effects on them and may even defend it if it came under critisicism. It is called cultural imperialism.
During my trip to Colombia I visited an indigenous community in the Amazonian jungle of Caqueta in southern Colombia. The elder of the community, a 102-year-old shaman, told me about how the old customs and ancient wisdom of his ancestors has reached its final generation and will soon be lost. This particular village, like so many others in Colombia is crumbling and losing its indigenous culture. The young people, I was told by the shaman, are only interested in drinking and the novelty of adopting a western lifestyle. He told me that the community used to be happy, and function well when it was still based on indigenous ethics. In many of the houses in this village I saw posters advertising cigarettes, US beers and Coca-Cola.
