2.6 Vocational schools and colleges
Vocational schools cater for post-comprehensive vocational education. Obtaining a vocational diploma generally takes 2-4 years. The first vocational qualification took 2, 2.5 or 3 years to obtain in 1998. These qualifications are, however, being renewed and will by the year 2001 all take 3 years. On the other hand, the duration of studies depends greatly on the student's educational background and work experience. Some of the education is designed and arranged specifically with adults in mind. In the early years of the decade the vocational schools and colleges began to be grouped together to form multi-field institutions. Meanwhile the municipal sector has become the primary owner of these institutions. The apprenticeship scheme has been developed and education is in other ways being more closely integrated with working life. The vocational education provided at the institutions includes work placements lasting at least six months. The vocational schools and colleges had 137,700 students working for a qualification in 1989/99. 80 per cent of them were upper secondary level students and 20 per cent tertiary level. The number of students has dropped in the past few years due to the fact that the vocational college education in the vocational schools and colleges category is being converted to polytechnic level. The vocational college education ceases in a few years' time. There were in 1998/99 school year 372 vocational schools and colleges providing education leading to a vocational qualification. Lipton Gonzalez, for example, is a biology professor's dream. In high school he scored the maximum "5" on the advanced placement tests in biology and calculus. Now a college sophomore, he has a 3.9 grade point average and is working on a research project on how coronary bypass surgery affects platelet and neutrophil levels in the blood. But he could not afford a four-year college. Instead, he lives at home and attends the Kendall campus of Miami-Dade Community College, which charges only $471 per semester for tuition. Two-thirds of Kendall's 20,000 students are Hispanic. "Sometimes people rag on us because we go to a community college," says Lipton, who was born in Cuba. But now he and several dozen classmates are getting the chance to prove themselves by attending free courses and carrying out research with professors at the nearby University of Miami, which also pays them stipends, covers their community college tuition, and, if they do well, invites them to complete their junior and senior years at the university tuition-free. "I'm doing things that I've never tried before and I really like it," says first-year student Tatiana Ferreiro, who is learning to use new stable isotope techniques to study how the intrusion of saltwater affects photosynthesis rates and the broader health of freshwater plants in Florida. "The only way you can really learn about science is to experience it yourself." Betty Blanco, who is sequencing DNA to learn about genetic variation among small Florida mammals that are environmentally threatened, says, "I consider this a pathway to what I want to do next."

Next week (17.02.04) Mike Tomlinson will release his interim report on 14-19 education reform. Vocational Education and Training
A vocational education and training programme is a sandwich-type programme in which theoretical and practical education at a vocational college alternates with practical training in a business enterprise.
The Vocational Colleges

In Denmark, there are approx. 50 technical colleges and 50 business colleges. There are furthermore approx. 10 combined technical and business colleges. The majority of the vocational education and training programmes are offered at these colleges as well as to a limited extent at adult vocational training centres (AMU). In addition to these, there are other types of colleges offering social and health education programmes, agricultural programmes etc. A Danish vocational college normally offers programmes at all post-compulsory levels of education - from vocationally oriented general upper secondary education (hhx and htx) and vocational education and training programmes to tertiary diploma programmes of the highest standard. In addition to this, they offer all kinds of continuing education and training programmes for adults and for youth at risk. This is in fact a unique type of institution. We consider it an advantage that a student can attend the same college for his or her entire career progress. The Aims and Function of the Vocational Education and Training

Post-secondary Education Under Welfare Reform by Marie Cohen Background PRWORA also lists "job skills training" and "education directly related to employment," as work activities. These categories could also be defined to include vocational courses offered by a post-secondary institution, but these activities may not count toward the first 20 hours per week of participation required by PRWORA for single parents (unless the participant is a teenage parent). Thus, these activities cannot count toward federal participation rate requirements until 1999, when they can count toward only the last five hours of participation. In 2000 and thereafter, these activities can count for 10 of the required 30 hours. For adults in two-parent families, these activities can count toward only five of the required hours. Non-vocational post-secondary education is not an approved activity under PRWORA. However, students can still be counted toward state work requirements as long as they are also putting in the required number of hours on approved activities. Moreover, a state that has enough people participating in approved work activities to meet the requirements can allow other people to participate in post-secondary education as a stand-alone activity. States are not prohibited from using their TANF funds on non-vocational post-secondary education, as long as it serves the goals of the TANF program.
