1954 battle changed Vietnam's history

CNN Interactive It is seen by many military scholars as one of the great battles of the 20th century and a defining moment in the history of Southeast Asia. And yet the Battle of Dien Bien Phu receives rarely more than a passing mention in most history texts. After World War II, France was able to reinstall its colonial government in what was then known as Indochina. By 1946 a Vietnamese independence movement, led by communist Ho Chi Minh, was fighting French troops for control of northern Vietnam. The Viet Minh, as the insurgents were called, used guerrilla tactics that the French found difficult to counter. In late 1953, as both sides prepared for peace talks in the Indochina War, French military commanders picked Dien Bien Phu, a village in northwestern Vietnam near the Laotian and Chinese borders, as the place to pick a fight with the Viet Minh. "It was an attempt to interdict the enemy's rear area, to stop the flow of supplies and reinforcements, to establish a redoubt in the enemy's rear and disrupt his lines," says Douglas Johnson, research professor at the U.S. Army War College's Strategic Studies Institute. "The enemy could then be lured into a killing ground. There was definitely some of that thinking involved." Hoping to draw Ho Chi Minh's guerrillas into a classic battle, the French began to build up their garrison at Dien Bien Phu. The stronghold was located at the bottom of a bowl-shaped river valley, about 10 miles long. Most French troops and supplies entered Dien Bien Phu from the air either landing at the fort's airstrip or dropping in via parachute.

O PERATION U PHOLD D EMOCRACY , the U.S.-led, multinational intervention that restored Haiti's legitimate government, can serve in many ways as a paradigm of post-Cold War peacekeeping, embodying a number of features that have marked other peacekeeping enterprises. First, the operation proceeded in the sequence, initially employed before the 1991 Gulf War, of a UN Security Council "all necessary means" resolution followed by the creation of an ad hoc, multilateral coalition, which in turn fielded a multilateral force (MNF) that, in the Haitian case, was replaced by a UN peacekeeping forcethe UN Mission in Haiti, or UNMIH. Second, the operation dealt with an internal, not an external, conflict. Third, the objective of this operation was to restore a legitimate government and to provide temporary security support to a society moving from authoritarianism to democracy. Finally, both in its MNF and UNMIH phases, the operation made a significant, although perhaps insufficient, use of international police to supplement the efforts of its military component.

A t 12:46 a.m. last March 20, seventy-four meters beneath the icy surface of the Arctic Oceanand in spite of the high-tech monitoring equipment each carrieda pair of submarines, one American, one Russian, collided. They were 105 nautical miles off the Kola Peninsulaby some measures the most heavily militarized region in the worldengaged in the kind of Cold War cat-and-mouse game that most people think has been consigned to history. On that morning an American nuclear-powered attack sub, the U.S.S. Grayling, was shadowing a Russian Delta-class sub out on a routine patrol. (Such Russian subs are normally equipped with sixteen ocean-spanning nuclear-tipped missiles. Under the terms of START I the number of nuclear warheads they can carry is limitedbut that agreement has not yet officially gone into effect.) That the Americans were tailing the "enemy" was routine too. Though tough economic times have forced the Russians to cut back on the amount of time their submarines spend at sea, when they do go out U.S. attack subs are sure to follow. Under decades-old U.S. military guidelines, attack boats tail the missile subs with the intention of torpedoing them if war breaks out. The accident occurred as the Russian boat crossed in front of the American. If the U.S. submarine had been five seconds slower, the Russian sub would have been struck right on its missile bay; the bump could conceivably have opened a crack where the missiles were stored, sinking the sub and scattering nuclear warheads over the ocean floor.

Cold War: Postwar Estrangement
The Western democracies and the Soviet Union discussed the progress of World War II and the nature of the postwar settlement at conferences in Tehran (1943), Yalta (February 1945), and Potsdam (July-August 1945). After the war, disputes between the Soviet Union and the Western democracies, particularly over the Soviet takeover of East European states, led Winston Churchill to warn in 1946 that an "iron curtain" was descending through the middle of Europe. For his part, Joseph Stalin deepened the estrangement between the United States and the Soviet Union when he asserted in 1946 that World War II was an unavoidable and inevitable consequence of "capitalist imperialism" and implied that such a war might reoccur. The Cold War was a period of East-West competition, tension, and conflict short of full-scale war, characterized by mutual perceptions of hostile intention between military-political alliances or blocs. There were real wars, sometimes called "proxy wars" because they were fought by Soviet allies rather than the USSR itself along with competition for influence in the Third World, and a major superpower arms race. After Stalin's death, East-West relations went through phases of alternating relaxation and confrontation, including a cooperative phase during the 1960s and another, termed dtente, during the 1970s. A final phase during the late 1980s and early 1990s was hailed by President Mikhail Gorbachev, and especially by the president of the new post-Communist Russian republic, Boris Yeltsin, as well as by President George Bush, as beginning a partnership between the two states that could address many global problems.

(Ended August, 1997) BY CHARLES FRAZIER One day six or seven years ago, shortly before I began writing "Cold Mountain," I drove across a ridge and switchbacked into a valley of the Smoky Mountains. The dirt road followed a 19th century wagon route that had, in turn, taken its course from an Indian path. Before that, a buffalo trail. I parked by Caldwell Fork and walked several miles up the creek. The month was October, clear and dry. The leaves were turning and a lot of them especially from the poplars had already fallen. I was looking for a grave. Eventually I found the marker a flat riverstone on a shelf of land cut into a steep hillside. Two men occupy the same hole, civilians killed in the last days of the Civil War by Federals, Kirk's men come over the ridge raiding from Tennessee. Buried together, I guess, to save shovel work. Just a few miles away on the other side of Mount Sterling is another such grave. In it, sharing one coffin, lie a fiddler and a retarded boy killed by Teague's Confederate Home Guard. The tree the men were backed against to be shot still lived not long ago and may yet. I have not, though, found anyone who can say which, out of many candidates, it is. Witnesses reported that the fiddler played "Bonaparte's Retreat" before the triggers were pulled.

I particularly remember being told on several occasions about a secret nuclear bunker under Piccadilly Gardens. I have since found out that there is some truth behind these rumours. This web site reports my findings.
