Introduction: The Basics of Texas Superceded Statutory Research
Researching the history of a particular Texas statute involves perusal of the statute in its past version(s). It will assist in your research to achieve a basic understanding of the Texas statutory system in its past and current forms. In its oldest forms (i.e., pre-Republic, Republic, and early statehood), Texas statutes were typically organized in a one- or two-volume set that was not specifically ordered or annotated, but merely arranged by various article numbers. Eventually, better systems evolved for the ordering of statutes, and by the early decades of the Twentieth Century, the famous (or infamous) Vernon’s statutes (a.k.a. the black books) were born. Vernon’s statutes are typically annotated and arranged by subject. The early versions of Vernon’s ( Vernon’s Annotated Revised Civil Statutes of the State of Texas [hereinafter Revised Civil Statutes ]) are organized by article number, and usually these article numbers correspond to a specific subject (e.g., blue sky law, elections). Over the years, the Texas Legislature revised and organized these statutes by subject matter into discreet codes. As of publication of this guide, there are twenty-two codes. Eventually there will be twenty-six.

Federal statutes may be found in three forms in the Law Library. Statutes may be located by citation, by popular name or by subject. FEDERAL STATUTES BY DATE The first form in which a statute is available is the slip law. A slip law consists of one or more pages published immediately after the passage of the act. Each law receives a unique public or private law number which consists of two parts: the Congress number, and a sequentially assigned number (Example: Public Law Number 92-304 is the 304th public law of the 92nd Congress).
