    William Jefferson Clinton Born: Birthplace:
    Hope, Ark. William Jefferson Clinton was born William Jefferson Blythe IV in Hope, Ark., on Aug. 19, 1946. He was named for his father, who was killed in an automobile accident before Clinton's birth. Virginia Kelley, his mother, eventually married Roger Clinton, a car dealer, whose surname the future president later adopted. In high school in Hot Springs, Ark., Clinton considered becoming a doctor, but politics beckoned after a meeting with President John F. Kennedy in Washington, DC, on a Boys' Nation trip. He earned a BS in international affairs in 1968 at Georgetown University, having spent his junior year working for Arkansas senator J. William Fulbright. He was a Rhodes scholar at Oxford between 1968 and 1970. He then attended Yale Law School, where he met his future wife, Hillary Rodham, a Wellesley graduate. The couple has one child, Chelsea. In his second year, Clinton was faced with acrimonious battles over health care, welfare reform, and crime prevention. A health care reform package crafted by his wife failed to gain sufficient support. Clinton had to reduce his objective from massive overhaul to incremental reform.

    BILL CLINTON U.S. President, 1993-2001 Name at birth: William Jefferson Blythe Bill Clinton spent the 1970s as a law professor and then Attorney General of Arkansas, and most of the 1980s as Governor of Arkansas. A moderate Democrat, in 1992 he defeated the incumbent George Bush for the U. S. presidency. His first term was characterized by a strong economic recovery, and in 1996 he was re-elected. His second term was dominated by scandal: accusations of corruption and investigations into rumors of his marital infidelity. On December 19, 1998 the U.S. House of Representatives voted (along party lines) in favor of two articles of impeachment. Clinton was accused of committing perjury and obstruction of justice in his attempt to cover up an extra-marital affair with a White House intern, Monica Lewinsky . In the subsequent senate trial, Clinton was acquitted of the charges and remained in office. Days before leaving office, Clinton struck a deal with the office of the special prosecutor in the case: in order to avoid an indictment, Clinton admitted to making misleading testimony, and he was suspended from practicing law in Arkansas for five years. In 2000 his wife, Hillary Rodham Clinton was elected as a U.S. Senator from New York, the first time a First Lady had ever been elected to public office.

    BILL CLINTON, America's last president in the 20th century and only the second president to be impeached in U.S. history, has weathered storms that might have killed most other politicians.
    Allegations of marital infidelity, questions about marijuana use and how he avoided the Vietnam War, a real-estate scandal in his home state, flip-flopping on foreign policy, charges of sexual harassment by an Arkansas government employee, accusations of ordering military action overseas to divert public attention from personal troubles, allegations of receiving millions of dollars from Chinese agents for his re-election campaign, and a yearlong scandal over an extramarital affair with a former White House intern that led to his impeachment these and other issues repeatedly give rise to questions about Clinton's character and made the former Arkansas governor one of the most assailed and investigated presidents in history.

    BJ Clinton took a page from former NYC Mayor Ed Koch's book. He didn't govern as President, he entertained the country. He kept the late night comics busy making jokes on who he was screwing this week (it certainly wasn't HRC), so we would ignore that he:
    • Had no foreign policy besides sending Madaline Chamberlin around to appease.
    • No energy policy.
    • A Justice Department more interesting in investigating working cops on the beat than going after actual criminals.
    • No fiscal policy except to hope and pray that the good times lasted till he got out of office (see...praying does work).

Jamie, Dr. Lederberg, I'd like to thank you for your service in this and so many other ways. I would like to thank Sandy Berger for many things, including indulging my nagging on this subject for the better part of six years now. I was so relieved that Dr. Lederberg not very long ago well, last year brought a distinguished panel bioterrorism threat, because I then had experts to cite on my concern and nobody thought I was just reading too many novels late at night. Madame Attorney General, Secretary Shalala, Secretary Richardson, Director Witt, Deputy Secretary Hamre, Commandant of the Coast Guard and our other military leaders who are here, Mr. Clarke, ladies and gentlemen. I'm delighted to be here to discuss this subject. With some trepidation, Sandy Berger noted that Dr. Lederberg won a Nobel Prize at 33, and I was governor you can infer from that that I was not very good at chemistry and biology. But any democracy is imbued with the responsibility of ordinary citizens who do not have extraordinary expertise to meet the challenges of each new age. And that is what we are all trying to do. Our country has always met the challenges of those who would do us harm. At the heart of our national defense I have always believed is our attempt to live by our values democracy, freedom, equal opportunity. We are working hard to fulfill these values at home. Bill Clinton's father, William Jefferson Blythe II, died in an automobile accident before his son was born. Blythe's widow married Roger Clinton, and Bill eventually took the latter's name. Bill Clinton graduated from Georgetown University (Washington, D.C.) in 1968 with a degree in international affairs and then attended the University of Oxford as a Rhodes scholar for two years. He graduated from the Yale University Law School in 1973 and joined the faculty of the University of Arkansas School of Law that same year. Clinton directed the presidential campaign of Democratic candidate George McGovern (1972) in Texas and that of Jimmy Carter (1976) in his home state, and in 1974 he ran unsuccessfully for a seat in the U.S. House of Representatives. He was elected attorney general of Arkansas in 1976, and in 1978 he was elected governor, becoming at age 32 the youngest governor the nation had seen in 40 years. After an eventful two-year term as governor, Clinton failed in his reelection bid in 1980 but regained the governor's office in 1982, after which he was successively reelected three more times by substantial margins. A pragmatic Democrat, he reformed Arkansas' neglected educational system and encouraged the growth of industry in his state through favourable tax policies.

Bennett Whenever the subject is scandal, President Clinton's apologists argue that his critics fail to distinguish facts from "mere allegations." The public, they aver, should withhold judgment until the facts are in. Implicit is the notion that there is no empirical basis from which to draw inferences and render reasonable judgments. In the wake of Judge Susan Webber Wright's dismissal of the Paula Jones lawsuit, the Clintonites have been emboldened; they are frantically claiming that we know nothing. But in fact we know quite a lot. There are many important questions, arising from facts, about whether our president has (among other things) committed perjury, suborned perjury and obstructed justice. Given that the Clinton administration employs a nonstop, dust-in-your-eyes machine, it is important to recapitulate what we know:
    • Monica Lewinsky . We know the president has denied, under oath and in public statements, any criminal wrongdoing and any sexual relations with "that woman." But we also know there are 20 hours of tape recordings between Ms. Lewinsky and her erstwhile colleague Linda Tripp, in which Ms. Lewinsky goes into detail about her affair with the president, and in which, according to people who have heard the tapes, she claims Mr. Clinton directed her to testify falsely in the Paula Jones case. We know, too, that Ms. Lewinsky's lawyer, William Ginsburg, gave Independent Counsel Kenneth Starr a "proffer" of testimony in which Ms. Lewinsky reportedly confirmed a sexual relationship with Mr. Clinton.

Tools Print this article E-mail this article Subscribe to this paper Larger Smaller Text Sunday, February 16, 2003 Once again the future of Bill Clinton has become a hot topic that rivals or perhaps supplements "Plan Hillary," which now is being massaged by New York's junior senator. Keeping his plans as secret as the flight plan of a stealth bomber, Bill has been scheming to prepare his next leap into the spotlight. Quite often when a bad situation is allowed to continue in the hope that it will go away, it just gets worse; and what he now is planning is beyond worse it is outrageous. With war in Iraq, weapons inspectors, meetings of the U.N. Security Council, conflicts between one-time allies and a new emergency every day or two, most of us are concentrated on the events of the day or even the hour. Yet there is a need to lift our eyes from the clock and look at the calendar. Early in the fall, some seven months from now, the U.N. General Assembly may select a new secretary-general. Kofi Annan is under pressure to resign before the end of his second term in 2006. If he does, the General Assembly, on the recommendation of the U.N. Security Council, will approve a replacement.
