    Biography
    Bill Clinton was born in Hope, Arkansas and raised in Hot Springs, Arkansas . He was named William Jefferson Blythe IV after his father, William Jefferson Blythe III, a travelling salesman who had been killed in a car accident just three months before his son was born. Billy, as he was called, was raised by his mother and stepfather Roger Clinton, using the last name "Clinton" throughout elementary school, but not formally changing it until he was 15. Billy grew up in a turbulent family. Bill's loving mother, Virginia Clinton, worked tirelessly as a nurse to provide for the family. His stepfather was a gambler and alcoholic who regularly abused his wife, and sometimes Billy's half brother Roger, Jr. (born 1956). Bill Clinton overcame these obstacles and excelled in school.     Washington, D.C. 20500 Dear Mr. President: We are again writing concerning the declassification and release of documents pertaining to human rights abuses in Honduras during the 1980's. While we welcome your commitment to encourage all relevant U.S. agencies to conduct an expedited review and declassification of documents regarding human rights violations in Honduras, we remain concerned that, as of this date, the only agency that has declassified a significant number of documents and made them available to the Government of Honduras is the Department of State. The Department of Defense, which is supposed to be "in the final stages of its review and declassification," has declassified only 34 documents. The Central Intelligence Agency (CIA) has declassified only 36 documents, all of which are related to the case of Father James Carney's disappearance. This is far from sufficient. The request for declassification presented by Honduran Human Rights Ombudsman Leo Valladares covers documents pertaining to five specific cases in addition to that of Father Carney, as well as documents concerning General Gustavo Alvarez Martinez and Battalion 3-16. We have received no indication as to when, or whether, the DOD or the CIA will declassify its documents on these subjects. We continue to believe, along with Dr. Valladares and Honduran government, that declassification and release of these documents to the Government of Honduras is necessary to strengthen democracy in that country. Those who have operated with impunity in the past are resisting efforts to promote the climate and structures that will guarantee basic rights and freedoms for all Honduran citizens. By declassifying our files, we can bring an end to this situation and clear the way to prosecuting those individuals who are guilty of human rights violations.

      Hope, Ark. William Jefferson Clinton was born William Jefferson Blythe IV in Hope, Ark., on Aug. 19, 1946. He was named for his father, who was killed in an automobile accident before Clinton's birth. Virginia Kelley, his mother, eventually married Roger Clinton, a car dealer, whose surname the future president later adopted. In high school in Hot Springs, Ark., Clinton considered becoming a doctor, but politics beckoned after a meeting with President John F. Kennedy in Washington, DC, on a Boys' Nation trip. He earned a BS in international affairs in 1968 at Georgetown University, having spent his junior year working for Arkansas senator J. William Fulbright. He was a Rhodes scholar at Oxford between 1968 and 1970. He then attended Yale Law School, where he met his future wife, Hillary Rodham, a Wellesley graduate. The couple has one child, Chelsea. In his second year, Clinton was faced with acrimonious battles over health care, welfare reform, and crime prevention. A health care reform package crafted by his wife failed to gain sufficient support. Clinton had to reduce his objective from massive overhaul to incremental reform.
