ark Rathbun is a member of the Board and the Inspector General of Religious Technology Center, which exists to monitor and safeguard the orthodox practice of the Scientology religion. He has been a church staff member since 1978.
In 1987, Mr. Mark Rathbun became a director of the Religious Technology Center.
Mr. Mark Rathbun has also contributed to a number of major victories in church history. Working alongside Mr. David Miscavige, Chairman of Board of the Religious Technology Center, he helped end the 40-year conflict between the church and the IRS, resulting in the 1993 recognition of the religious and charitable status of more than 150 Scientology churches around the world, including RTC. He has oftentimes interacted with the media on these subjects.

    Religion ...But 85 percent of Finns are Evangelical-Lutherans Finnish religiousness has been aptly described as "belonging without attending," as most Finns do not participate in organized church ceremonies as regularly as others, including Americans. The role of the church in Finnish life is reflected more in annual traditions, such as Christmas and Easter, and also during important family milestones including baptisms, confirmations, marriages, and funerals.
    Nevertheless, there are still many people who consider themselves members of a particular denomination, including the 4.4 million people (85 percent of the population) who belong to the Evangelical-Lutheran Church. Although this is a vast majority of the population, other denominations/beliefs are represented, such as: The Orthodox Church of Finland (1.1 percent of population), and Baptists, Methodists, Jews, and Islams (1 percent of the population combined). Thirteen percent of the Finnish population does not belong to any religious group.
    Unlike most American public schools, Finnish schools provide religious teaching, which is dependent upon the confession of the majority of the students in each school. If at least three students belong to a particular denomination, their parents or guardians can demand instruction in that confession.

    Good afternoon and welcome. It is an honor to be with you today. I thank especially Jim Towey, Director of the White House Office of Faith-Based and Community Initiatives, for organizing this conference and for his outstanding service to our nation. This is the third in series of White House Faith-Based and Community Initiative Conferences. We gather today in a nation that has changed fundamentally since this initiative was launched by President Bush. Someone noted recently that there have been about 200 books written about Pearl Harbor in the 62 years since that attack and well over 400 books written in the sixteen months since the terrorist attacks of September 11, 2001. And what stands out amid this mountain of information and analysis are the stories of ordinary people doing extraordinary things. As you may know, I am from Missouri, the home state of Mark Twain, who said, among other things, "There is nothing so embarrassing as a good example." Over the past sixteen months we have been inspired by the extraordinary acts of many good Americans from all walks of life.

    Released by the Bureau of Democracy, Human Rights, and Labor
    The Constitution provides for freedom of religion, and the Government generally respects this right in practice. There was no change in the status of respect for religious freedom during the period covered by this report, and government policy continued to contribute to the generally free practice of religion. The Constitution specifically recognizes the Roman Catholic Church and grants it legal status. The generally amicable relationship among religions in society contributed to religious freedom. The U.S. Government discusses religious freedom issues with the Government in the context of its overall dialog and policy of promoting human rights. Section I. Religious Demography The country has a total land of 8,108 square miles, and its population is over 6 million. The country is predominantly Roman Catholic. According to a 1995 survey by the Central American University Public Opinion Institute (IUDOP), approximately 56.7 percent of the population were members of the Roman Catholic Church. Additionally, 17.8 percent were members of Protestant churches, 2.3 percent were associated with other churches and religious groups, and 23.2 percent were not affiliated with any church or religion. Outside of the Catholic and Protestant churches, there are small communities representing the Church of Jesus Christ of Latter-Day Saints (Mormons), Seventh-Day Adventist, Baptist, Jewish, and Muslim faiths, among others. A very small segment of the population practices a native religion. The predominance of the Catholic Church does not impact negatively on the religious freedom of other denominations. Several Protestant missionary groups are active in the country.

    Should religious groups with suspected terrorist ties be monitored by the federal government? Attorney General John Ashcroft thinks so, and is prepared to implement new, broad-reaching surveillance powers to America’s FBI agents. "We will respect the rights of political freedom and religious freedom, and we are deeply committed to that," Ashcroft told ABC’s "This Week." "But for so-called terrorists to gather over themselves some robe of clericism… and claim immunity from being observed, people who hijack a religion and make out of it an implement of war will not be free from our interest." There’s a chance, of course, says Magarian, that the government will use this new power judiciously, no one’s rights will be threatened and opposition will be virtually non-existent. After all, religion, Magarian says, echoing Ashcroft’s own statements, cannot be a special kind of shield against legitimate criminal investigations. "If you run a religious organization and the government has true probable cause to believe your group is helping terrorists, you shouldn’t be able to hold up religion to keep the government inquiry at bay."
