THE NATIONAL ENGINEERING RESEARCH CENTER
The National Engineering Research Center (NERC) was founded in accordance with the goals and tasks of The 10—Year Program and Eighth Five—Year Plan for the Scientific and Technological Development of the People's Republic of China which was examined and approved in line with the principles decided by the State Council. It's considered as an important scientific and techonlogical project arranged by the government during the Eighth Five—Year Plan period.
The founding of the NERC is a big move in the integration of science and technology and economy. It is also a reliable guarantee for carrying out the country's research and development plans. The NERC helps intelligent people flow and units better staffed. So, the establishment of the NERC is of great significance to promoting the natoinal economy, readjusting the set—up of production and deepening the reform of China's scientific and technological system and establishing the whole national superiority in science and technology.
According to the goals of China's national economic and social development, 200 NERCs with 30,000—40,000 excellent engineers will be founded by 2000. Hackers attack U.S. government Web sites in protest of Chinese embassy bombing

WASHINGTON (CNN) Computer hackers protesting NATO's bombing of the Chinese embassy in Belgrade attacked three U.S. government Web sites on Sunday, government officials tell CNN. The hackers briefly planted messages condemning the bombing, prompting at least one Cabinet department Web site to remain closed through Monday. It is not clear whether the hackers were located in China or elsewhere. The main Web sites for the Energy and Interior departments and the National Park Service were targeted Sunday. Hackers inserted messages of protest of the NATO bombing of the Chinese embassy into the agencies' home pages. The pictures of three Chinese journalists who died in the bombing were briefly posted on the Interior Department Web page. The Interior and Park Service sites were only briefly disrupted, but the main Energy Department site was still off line as of 3 p.m. EDT Monday for what a DOE spokesman said was "investigation" of the hacking episode. Sub-sites for Energy Department programs were protected by electronic "firewalls" and were not affected by the hacking, the spokesman said.

Today President Bush meets with Wen Jiabao, who is referred to as the Premier of China. Wen is said to be bringing a message of warning to the US President that the President, on the behalf of China must "reign in" Taiwan and turn them away from continuing to be free and democratic. Wen makes these statements under a cloud of threat of war against Taiwan and even the US. Taiwan is a free and democratic nation. China is not. President Bush spoke eloquently in his State of the Union speech of 2002, shortly after the attacks on the United States. He stated: America will lead by defending liberty and justice because they are right and true and unchanging for all people everywhere. No nation owns these aspirations, and no nation is exempt from them. The President's response to the demands of China will speak volumes about his committment to his own magnificent words. If he answers in any other way than to say we defend liberty because it is true and right, then his words that night were empty. This is a defining moment for our 43 President.
