The major purposes of the CNGI project are to build 6 national IPv6 networks and 2 IXs using 5 major telcos and its academic network called CERNET (China Academy of Science Network) by 2005, for various experiments and commercial trials to meet the specific needs of each network. The government will subsidize the experiments for the development of IPv6-related critical technologies and applications.
2) Economic growth and industrial promotion of application, service, media, contents and manufacturing industries of China by full deployment of IPv6 earlier than the rest of the world.
3) Enabling the government to promote informatization of the society in general based on the concrete policy objectives and execution plans.
It is expected that, by having the government-led CNGI project at its core, China will fundamentally resolve the issue of IP address depletion which has been believed to be the bottleneck for the rapidly growing Chinese telecom market, while its business opportunities will be more widespread by obtaining the technological competitive edge in IPv6 and deploying applications in a massive scale, such as VoIP (Voice over IP) on IPv6 by the end of 2005.

Ananova: Scientists solve ancient Chinese riddle Scientists have helped the Chinese government confirm where the ancient makers of terracotta warriors pulled their earth from the ground to build the fabled statues. After three years of research, scientists have concluded that the statues were created near where they were found in the central city of Xi'an. The warriors were unearthed from the tomb of Qin Shihuang, the emperor remembered for unifying China in about 220 BC. Nearly 8,000 life-sized terra-cotta warriors and horses along with tens of thousands of pieces of weaponry were uncovered in the 1970s from three pits less than a mile from the emperor's tomb. The purpose of the warriors and horses was to protect their ruler throughout eternity. To determine where the warriors were made, researchers collected and analysed more than 100 samples from different parts of the Qin tomb, according to the government's Xinhua News Agency. Then researchers selected 32 elements from each sample for further analysis, Xinhua said. The research team agreed the world-renowned terra-cotta warriors were made with earth taken either from Zaoyuan, a village about 15 miles from the tomb, or Gaoxing, about 9 milesfrom the burial site, Xinhua said.

HomePage English November Chinese Government, Scientists Oppose Human Cloning China opposes any experiments for the purpose of human cloning, but will allow "closely-monitored" embryo stem cell research for treatment and prevention of disease, the Ministry of Health announced Thursday. This is the official announcement by the Chinese government on its stance on human cloning after a U.S. biotechnology company claimed November 25 that it had created human embryos through cloning. Meanwhile, some Chinese scientists have urged the country's lawmakers to quicken legislation on banning human cloning. "China does not approve of, support, allow or accept any experiments in human cloning, and this stand is definite and clear," said the announcement of the ministry. The research of embryo stem cells used to treat and prevent diseases will be allowed, "but has to be rational and done under effective monitoring," it said. The ministry also urged that legislation concerning human cloning must be speeded up so that "the cloning technology can be developed healthily and used safely." Chinese scientists also echoed their concerns over legal and ethical issues associated with the cloning technology.

"It represents the first time a Chinese government entity has been indicted for violations of U.S. export laws," Bonni Tischler, assistant commissioner for U.S. Customs, said during a news conference. At issue is the 1994 sale by McDonnell Douglas of machine tools that use sophisticated, precision engineering technology to shape parts for the U.S. B-1 Bomber and the Peacekeeper missile.

Sun Microsystems Inc. on Monday will announce a technology partnership with two IT ministries in the Chinese government as well as the formation of a new company, China Standard Software, to deliver a China-branded software stack based on Sun's Java Desktop System. ADVERTISEMENT Sun CEO Scott McNealy will make the announcement during his Monday morning keynote address titled "Scaling Out: Sun Applies Innovation to Volume Technologies" at the Comdex trade show in Las Vegas. The announcement comes just days after Jonathan Schwartz, executive vice president for software at Sun, said the company was pursuing a new "per citizen" pricing model for the upcoming Java Desktop System, to allow government agencies to distribute the system to their citizens. nadcock: "Comrade licensing" is next, I guess. In an interview ahead of McNealy's keynote, Curtis Sasaki, vice president of desktop solutions at Sun, in Santa Clara, Calif., told eWEEK that the Chinese government is hoping to roll the solution out around the beginning of next year.

Chinese government backs development of Linux operating system
By Mike Ingram 15 July 2000 Use this version to print An article in the New York Times July 7 reports that the Chinese government is developing a version of the open source computer operating system Linux, as a counterweight to the country's growing dependence on Microsoft Windows. Similar reports have emerged several times this year. In January, Jon Hall, Linux International executive director, said that it was government policy in China to use the operating system across all ministries. Speaking at the Linux World Asia conference, Hall said Wu Jichuan, China's Minister of Information Industries, had told him this during a visit to Beijing in July 1999. The issue has been revived by the Times Security concerns no doubt play a big part in the considerations of the Beijing regime. Last year a cryptographer for a Canadian software firm working in the US said he found a feature in Windows called an NSAKey. This heightened speculation over whether Microsoft software contains a back-door key that could be operated by the National Security Agency, which gathers intelligence for the US government from around the world. Though Microsoft said the key was innocuous and no evidence has been found of its use, the discovery has left many in China and elsewhere suspicious.

Senior China Analyst HONG KONG, China (CNN) Beijing's international affairs experts say American "unilateralism" might have contributed to tension with terrorist groups that were suspected of masterminding the attacks against the U.S. Chinese President Jiang Zemin on Tuesday sent a message of condolence to counterpart George W. Bush. The Chinese Foreign Ministry said that it was the Chinese government's long-standing policy to "condemn and oppose all types of terrorist acts of violence." Diplomatic sources in Beijing said soon after the terrorist acts were reported in the Chinese capital, Communist party Politburo leaders met to discuss the emergency. The sources said the leadership decided on three principles: Beijing would condemn the terrorist acts; it would express sympathy with the victims in the U.S.; but it would not get involved in America’s disputes with terrorist groupings or anti-U.S. elements in the Middle East. Tsinghua University foreign affairs expert Yan Xuetong pointed out no form of terrorist action could be condoned.

Brown, professor of earth and atmospheric sciences at Cornell, will receive the Chinese government's 2001 Friendship Award during celebrations of the 52nd anniversary of the founding of the People's Republic of China (PRC), Sept. 27-Oct. 2. After a day of surveying Tibet's Yangbajain graben, Cornell geophysicist Larry Brown and a young Tibetan woman display a rock with a Buddhist prayer inscribed on it, found along the road about 100 kilometers west of Lhasa. Courtesy of Larry Brown The award, which is conferred through the PRC's State Administration of Foreign Experts Affairs, honors Brown for his geophysics work in Project INDEPTH (International Deep Profiling of Tibet and the Himalaya). Under way since 1990, Project INDEPTH is an interdisciplinary program of geophysical and geological studies designed to develop a better understanding of the deep structure and mechanics of the Himalaya-Tibet region. Working in a region where two continents have collided to form the world's highest terrain, Project INDEPTH is a collaboration between more than a dozen institutions in the United States, Canada and Germany with the Chinese Academy of Geological Sciences of the Ministry of the Interior (formerly Ministry of Geology and Mineral Resources). Research funding for INDEPTH is provided by the Ministry of the Interior of China, the Continental Dynamics Program of the U.S. National Science Foundation, the Chinese National Natural Science Foundation, the Deutsche Forschungsgemeinschaft and the GeoForschungsZentrum Potsdam. Brown was one of the founding scientists of the project, along with Professor Douglas Nelson of Syracuse University and Professor John Kuo of Columbia University. Brown currently serves as one of the principal investigators for Project INDEPTH, and he says the Chinese government's award rightfully should be shared with all the project leaders.

The basic requirements of family planning are late marriages and late child-bearing, so as to have fewer, but healthier, babies, especially one child per couple. But a flexible family planning policy is adopted for rural people and ethnic minorities; in rural areas, couples may have second baby in exceptional cases, but must wait several years after the birth of the first child. In areas inhabited by minority peoples, each ethnic group may work out different regulations in accordance with its wish, population, natural resources, economy, culture and customs: In general, a couple may have a second baby or a third child in some places. As for ethnic minorities with extremely small populations, a couple may have as many children as they want. Back to Top Profound changes have taken place in the people's viewpoints on marriage, childbearing and the family. Late marriage, late childbearing and fewer but healthier babies are the accepted norms of the most people in China. Now the people have a common understanding that there is no difference between a son or a daughter.
