CPSC Signs Cooperative Agreement With Chinese Government To Improve Safety of U.S. Imports
WASHINGTON, D.C. – The U.S. Consumer Product Safety Commission entered into a Memorandum of Understanding today with the government of the People’s Republic of China whereby both sides agree to work together to provide greater protections of the health of consumers in the United States and China. CPSC Chairman Hal Stratton signed the MOU with Minister Li Changjiang of the General Administration of Quality Supervision, Inspection and Quarantine of the People’s Republic of China during a ceremony at the U.S. Department of Commerce. According to Chairman Stratton, “The signing of this agreement with the government of the People’s Republic of China will facilitate a cooperative relationship, one in which we hope to work together to reduce deaths and injuries to children and consumers both in the United States and in China.” By formalizing a working relationship between the two governments, the CPSC and AQSIQ have committed to the exchange of scientific, technical, and regulatory information to help ensure the quality, safety and proper labeling of consumer products. The information exchange includes the training of laboratory and inspection personnel in China.

Chinese government is bracing for attack by Sasser worm Bloomberg News
Wednesday, May 5, 2004 The Sasser computer worm, which has disrupted thousands of businesses in Asia and Europe, is set to attack computers in China on Saturday, after a seven-day holiday, because some government departments may not have installed fixes, the government said on Wednesday.
Preventative patches available from Microsoft and other software vendors may not have been installed over the break, China's National Computer Network Emergency Response Coordination Center said on its Web site.
Sasser, a piece of software that exploits flaws in the XP and 2000 versions of Microsoft's Windows operating system, has disrupted business at companies from Goldman Sachs Group in Hong Kong to Sampo in Finland.
Microsoft said about 1.5 million customers had visited its Web site to download patches to prevent infection by Sasser.

Almost as quickly as the virus spread, the demand for answers grew. It was becoming clear the disease had been festering for months in southern China. Why had there been no warnings, no alerts? How was the virus allowed to escape to Hong Kong and from there to so many places around the world?
    Inside the WHO

The WHO has always had a mandate to protect the world against disease, but three years ago, after a series of global epidemics, it decided had to do better, it had to be more pro-active. So it set up a new worldwide surveillance program to identify diseases as they emerge and to stop them before they have a chance to spread.

Chinese Government To Develop Alternative To DVD EVD (Enhanced Versatile Disc) By Larry Magid
November 27, 2003 If I were an entertainment industry executive, I'd worry less about college students sharing files on the Internet and more about what's happening in China. The Chinese government just announced a government-funded project to develop an alternative to the DVD. Called "EVD" (for "enhanced versatile disc"), the new format is reported to be technically superior to DVD, especially for recording and showing high definition television programs (HDTV). Normally, I don't get too worked up over a new recording or storage format, especially when it's competing with an already entrenched standard such as DVD or CD. But every other time I've reported on a new standard, it was being pushed by a company or, at most, a consortium of companies. It's extremely difficult for a few companies even when it includes the likes of Sony or IBM to overturn an entrenched standard, but we're not talking about companies here. We're talking a country that's home to 1.3 billion people. In 2002, according to the CIA Word Fact Book, China had a purchasing power of $5.7 trillion dollars. OK, the U.S. has one-fourth as many people and twice as much purchasing power, but China is still an emerging economic powerhouse that is getting stronger and richer all the time.

While Beijing has arrested and imprisoned hundreds of Falun Gong members since the movement was outlawed in 1999, followers continue to protest around the world and in Hong Kong where the sect is still a legally registered society. Regarding Her F.B.I. Briefings and the Agency's Concern that the Chinese Government May Try to Influence the Congress and U.S. Policy
As early as 1991, the F.B.I. knew about Chinese government contributions to U.S. campaigns. In late 1991/early 1992, warnings about such contributions were brought to my attention in San Francisco by the F.B.I.. Following up on this issue, I questioned then-Attorney General Barr about this possibility during a hearing of the Commerce-Justice-State Appropriations Committee, on which I then served. A copy of the relevant portions of the hearing transcript from February 26, 1992 is attached. On June 11, 1996, I met with representatives of the F.B.I. at their request to discuss concerns they had about outreach efforts by the Chinese government to influence Congress on U.S.-China policy. To the best of my recollection, the discussion was on the broad topic of avenues the Chinese government may be applying in their efforts to influence Congress and on possible overtures to be made to me on behalf of the Chinese government. These efforts included possible Chinese government efforts to funnel money to Congressional campaigns through intermediaries. The F.B.I. also stated that the Ministry of State Security (Chinese intelligence service) indicated its support to influence campaigns.

The Panchen Lama was 6 years old when he and his parents were kidnapped from their home in Tibet by the Chinese government. He is the world's youngest political prisoner and he has been missing for over 6 years.
Panchen Lama is a title like Vice-President or Prime Minister that Tibetans give to the second greatest leader of Tibet. Panchen means "Great Scholar" and Lama is a word Tibetans use for a religious teacher. We believe that the Panchen Lama is the protector of all the world's living beings. This all means that the boy in this picture will grow up to be a very powerful leader of Tibet and perhaps the world. Why did the Chinese Government Kidnap The Panchen Lama and his Parents? Tibet used to be its own country but China invaded it in 1949. After the Chinese took over, Tibetans in Tibet were no longer free or happy. China kidnapped the Panchen Lama, his parents and brother from their home in Tibet and are holding them under house arrest somewhere in China. We are still not sure where they are and hopefully through this web page we can spread the word about this boy and help him and his family. Click on the Panchen Lama's photo above to find out more about the Panchen Lama and what happened after the Chinese government invaded Tibet.
