Kishlansky, Sources of World History , Vol. 1 (New York: HarperCollins, 1995), p. 269-273 Ricci's most important published work was his History of the Introduction of Christianity into Chin a. But the journals that he kept and edited for publication allow one of the few glimpses of an outsider's view of Chinese society and government during a period when China was closed to foreign visitors. In this selection Ricci describes Chinese government. There are no ancient laws in China under which the republic is governed in perpetuum, such as our laws of the twelve tables and the Code of Caesar. Whoever succeeds in getting possession of the throne, regardless of his ancestry, makes new laws according to his own way of thinking. His successors on the throne are obliged to enforce the laws which he promulgated as founder of the dynasty, and these laws cannot be changed without good reason.... The extent of their kingdom is so vast. its borders so distant, and their utter lack of knowledge of a transmaritime world is so complete that the Chinese imagine the whole world as included in their kingdom. Even now, as from time beyond recording, they call their Emperor, Thiencu, the Son of Heaven, and because they worship Heaven as the Supreme Being, the Son of Heaven and the Son of God are one and the same. In ordinary speech, he is referred to as Hoamsi, meaning supreme ruler or monarch, while other and subordinate rulers are called by the much inferior title of Guam.

After 28 years of struggle, the CPC finally won victory of "new-democratic revolution" and founded the People's Republic of China in 1949. The CPC is the ruling party of mainland China (P.R. China). The Communist Party of China is founded mainly on ideology and politics. The CPC derives its ideas and policies from the people's concentrated will and then turns that will into State laws and decisions which are passed by the National People's Congress of China through the State's legal procedures. Theoretically, CPC does not take the place of the government in the State's leadership system. The Party conducts its activities within the framework of the Constitution of the People's Republic of China and the law and has no right to transcend the Constitution and the law. All Party members, like all citizens in the country, are equal before the law.

Travel Politics in China Government Government Chinese Communist Party The 58 million member CCP, authoritarian in structure and ideology, continues to dominate government and society. Nevertheless, China's population, geographical vastness, and social diversity frustrate attempts to rule by fiat from Beijing. Central leaders must increasingly build consensus for new policies among party members, local and regional leaders, influential non-party members, and the population at large. In periods of relative liberalization, the influence of people and organizations outside the formal party structure has tended to increase, particularly in the economic realm. This phenomenon is apparent today in the rapidly developing coastal region. Nevertheless, in all important government, economic, and cultural institutions in China, party committees work to see that party and state policy guidance is followed and that non-party members do not create autonomous organizations that could challenge party rule. Party control is tightest in government offices and in urban economic, industrial, and cultural settings; it is considerably looser in the rural areas, where the majority of the people live. Theoretically, the party's highest body is the Party Congress, which is supposed to meet at least once every 5 years. The primary organs of power in the Communist Party include:

    Chinese government uses of RFID
    Peter Winer reports from a recent RFID conference on contrasting views of RFID among government officials in the U.S. and China. An American panelist talked about the uses of RFID in public transportation and health care. In contrast, the Chinese official was relatively dismissive of commercial uses of RFID but did voice enthusiasm for government-issued RFID identity cards. He indicated that China would issue over a billion cards - one for each citizen. He expects that further annual consumption will be between 50 million and 100 million cards as damaged cards are replaced and new cards are issued for newborns. Going further, he said that 3 million handheld RFID readers would be issued, one for each police officer in China. When asked if this would provoke privacy concerns, he clearly stated that the government does not need to respond to such concerns and that in China, the government does what it wants regardless of the opinions of its citizens.
    I'm generally bullish on RFID, and think that the privacy issues are rather more manageable than critics believe; but this report worries even me. As I wrote

    Hegemonism Remains Main Source of Threats to World Peace BEIJING, July 27 (Xinhua) Hegemonism and power politics remains the main source of threats to world peace and stability, China says today in a white paper on its national defense. The white paper, entitled "China's National Defense," was issued today by the Information Office of the State Council, the country's highest governing body. The white paper points out that there still exist some factors of instability both globally and regionally. Hegemonism and power politics remain the main source of threats to world peace and stability. It says that the cold war mentality and its influence still have a certain currency, and the enlargement of military blocs and the strengthening of military alliances have added factors of instability to international security. The white paper says some countries, by relying on their military advantages, pose military threats to other countries, even resorting to armed intervention. The old unfair and irrational international economic order still damages the interests of developing countries. It says, history has proved that the concepts and systems of security with military alliances as the basis and increasing military might as the means could not be conducive to peace during the cold war.

In addition, Microsoft Chairman Bill Gates hinted that China will be privy to all, not just part, of the source code the government wishes to inspect.
