    Since its foundation, the institute has received 21 national awards, of which the program " Comprehensive Agriculture Division of China" was awarded the 1st class National Prize for Science and Technology Development. At the same time, the institute also won 51 awards from CAS, provincial governments and ministries, holds 30 patents, and since 1997 published 68 papers in SCI indexed journals. In the aspect of innovation-oriented culture, the institute carries out the guideline maintaining the backbone of its personnel base and management based on byelaws, builds up behavior criterion and value judgment, which helps staff members to have a new spiritual appearance. The institute has over 1000 instruments/systems, among which over 20 instruments value over 200,000 Yuan. The institute also has a professional library for geography and limnology which has an area of about 1400m2 , containing 110,000 books in Chinese or foreign language, of which 40,000 are precious local chronicles, 10 are the only ancient copy extant.

    China's One-Child Rule
    Dateline: 09/27/99 After two decades of implementation, China has decided to weaken its population control regulations, commonly known as the "one-child rule." Although specific provisions of the new law, set to go into effect by 2003, are not yet known; recent changes in Chinese population control policy point to significant change. In fact, one diplomat suggested that the one-child rule was simply "a policy of one generation." The one-child policy was established in 1979 to limit communist China's population growth. It limits couples to one child. Fines, pressures to abort a pregnancy, and even forced sterilization accompanied second or subsequent pregnancies. It is not an all-encompassing rule because it has always been restricted to ethnic Han Chinese living in urban areas. Citizens living in rural areas and minorities are not subject to the law. However, the rule has been estimated to have reduced population growth in the country of 1.25 billion by as much as 300 million people over the past twenty years.
