After-school and child care can play a critical role in families’ lives by supporting parents’ employment, fostering children’s development, or both. But many low-income parents who work have jobs that pay low wages and have irregular schedules. For them, the difficulties of securing affordable, accessible, and reliable high-quality care can be formidable.
Child care research undertaken through Next Generation project examines how various welfare and work programs — and the child care policies embedded within them — have influenced families’ child care decisions and experiences and the consequent effects on parents’ employment and children’s development. This research draws insights from ethnographic analyses using data from in-depth, longitudinal interviews collected as part of the

Contacts Overview Every day in America, 13 million preschool children are left in child care arrangements, 24 million school-age youth are in need of after-school programs, and an estimated 5 million youth are without any adult supervision during out-of-school time. Most of today's children and youth will spend more time in child care and after-school programs than in formal education. The need for quality programs has never been greater. Unfortunately, national studies show that many child care and after-school programs are poor to mediocre. CSREES provides resources and national leadership to the Land-Grant University System to conduct research, education, and extension programs that will increase the quantity and improve the quality of child care (early care and education), school-age care (after-school), and teen out-of-school programs. This is a national study that seeks to determine the short-term and long-term impacts of high-quality after-school programs on the cognitive, academic, social, and emotional development of children and adolescents who are growing up in high-poverty communities. Researchers will compare the development of children who regularly attend high-quality after-school programs with the development of selected classmates who are not enrolled in such programs. Evaluating After-School Care
More and more children with mothers who work outside of the home are participating in after-school programs, and increased federal and state funding suggests that the number of such programs will continue to grow in the coming years. Funding for the U.S. Department of Education's 21st Century Community Learning Centers alone increased from $1 million in 1997 to $450 million in 2000, with $1.5 billion proposed for 2002. The impetus for this growth extends beyond increased government funding. For instance, a partnership between the U.S. Department of Education and the Mott Foundation has given rise to the Afterschool Alliance, a coalition of public and private organizations dedicated to raising awareness of the importance of after-school programs and advocating on their behalf. The alliance's goal is that every child should have access to high-quality, affordable after-school care by 2010. The "high-quality" goal is particularly daunting. The need for after-school services became apparent so quickly that there has been virtually no time to muster support for testing and evaluating the various aspects of the programs being offered. Program managers who are committed to high-quality care have thus been faced with the challenge of attempting to measure their activities against almost nonexistent standards.
