About These Quilts These quilts were made by subscribers to the QuiltArt mailing list and other on-line quilters, from April to October 1998. A call was issued to QuiltArt for quilts dealing with the subject of child abuse, child abuse prevention and violence against children. About fifty people responded to that call. Some of those responding knew the pain of abuse first hand. Others knew it through the eyes of others, often close family members. Some knew of it from the headlines. No matter the experience, a need existed to make a statement. During the months leading up to the collection of quilts seen here, quilt makers conversed through email. The quilters were scattered geographically, but the Internet made it easy to share thoughts, ideas and feelings about making these quilts. For some, the process of planning and making this quilt touched very deep and painful wounds. And for some the process was healing and cathartic. For others the quilts remain un-made or not shared, not because of a failing of the quiltmaker, but because of the realities of child abuse. To these quilt makers I extend a very deep thanks for being a part of our group, as well as a hope that your pain will be lessened one day. To the twenty-eight quilt makers whose works you are about to view, my deepest gratitude for your quilt and for your courage in sharing your experiences and feelings.

    WHAT IS CHILD ABUSE?
    The term "child abuse" refers to the violence, mistreatment or neglect that a child or adolescent may experience while in the care of someone they either trust or depend on, such as a parent, sibling, other relative, caregiver or guardian. Abuse may take place anywhere and may occur, for example, within the child's home or that of someone known to the child. There are many different forms of abuse and a child may be subjected to more than one form: Physical abuse may consist of just one incident or it may happen repeatedly. It involves deliberately using force against a child in such a way that the child is either injured or is at risk of being injured. Physical abuse includes beating, hitting, shaking, pushing, choking, biting, burning, kicking or assaulting a child with a weapon. It also includes holding a child under water, or any other dangerous or harmful use of force or restraint. Female genital mutilation is another form of physical abuse.

An FBI task force Friday arrested the 16-year-old in East Orange, New Jersey, on two counts of child endangerment and one count of aggravated assault against 7-year-old Faheem Williams, whose dead body was found in the basement of Sherry Murphy's house, according to Newark Mayor Sharpe James. Newark police investigators would not provide any details about the suspect, citing an ongoing investigation, however police sources identified him as Murphy's son.

    Agency Description
    The National Center on Child Abuse and Neglect (NCCAN), established by the Child Abuse Prevention and Treatment Act of 1974 (P.L. 93-247), is an agency within the Administration on Children, Youth and Families, Administration for Children and Families. It is the primary Federal agency with responsibility for assisting States and communities in the prevention, identification, and treatment of child abuse and neglect. The Center grants congressionally appropriated funds to States to improve and increase their prevention and intervention efforts. The Center generally coordinates Federal activities in this field. Services NCCAN's major activities include: three State grant programs (Basic State Grants, Children's Justice Act [CJA] grants, and Community-Based Family Resource and Support Grants); funding for research, service improvement programs and demonstration projects; the National Child Abuse and Neglect Data System (NCANDS); the National Incidence Study (NIS); the National Clearinghouse on Child Abuse and Neglect Information; and the National Resource Center for Child Maltreatment. All of these programs relate to missing and exploited children in the sense that all victims of child abuse are exploited in some way. However, in a more specific way CJA grantees are required to improve procedures for the State's investigation and prosecution of child abuse cases, particularly child abuse and exploitation, and to improve the handling of these cases so that additional trauma to the child is limited. Also, the National Resource Center for Child Maltreatment assists States, local agencies, and tribes in developing effective and efficient child protective services (CPS) systems to handle reports of child abuse and neglect.

    NUMBER OF CHILD ABUSE AND NEGLECT REPORTS NATIONWIDE
    In 1994, 1,036,000 children were substantiated by CPS as victims of child maltreatment. This represents 16 out of every 1,000 U.S. children. According to the 1994 survey, physical abuse represented 21% of confirmed cases, sexual abuse 11%, neglect 49%, emotional maltreatment 3% and other forms of maltreatment 16%. These percentages have remained fairly stable since 1986 when approximately 27% of the children were reported for physical abuse, 16% for sexual abuse, 55% for neglect, and 8% for emotional maltreatment (AAPC, 1988).
    INCIDENCE OF CHILD MALTREATMENT IN THE GENERAL POPULATION
    In 1986, approximately 22.6 children per 1,000 experienced abuse or neglect. Only half of these incidents were reported to CPS agencies (Sedlak, 1990).

    Studies of the general population of adults show that anywhere from 6 to 63% of females were sexually abused as children. A 1985 L.A. Times national survey found that 27% of women and 16% of men reported being sexually abused prior to age 18 (Finkelhor, 1986). The true extent of sexual abuse is unknown.
