Child Abuse
Protection of children is a community responsibility, which involves prevention, detection and rehabilitative efforts. County children and youth agencies provide a leadership role in coordinating or providing essential services in each of these areas of protective services. County agencies are the sole civil entity charged with investigating reports of suspected child abuse under the Child Protective Services Law (CPSL). They must have the cooperation of the community for other essential programs such as encouraging more complete reporting of child abuse, adequately responding to meet the needs of the family and child who may be at risk, and encouraging innovative and effective prevention programs. The mission of the child welfare system is on providing safe and permanent homes for children. Child Abuse Prevention Month April 2002 is Child Abuse Prevention Month in Pennsylvania as proclaimed by Governor Mark Schweiker. All children deserve to experience and enjoy a carefree and innocent childhood. The Department of Public Welfare has several publications to educate communities and individuals about child abuse prevention:

Child Abuse: An Overview
Introduction Child abuse is like a virus - it attacks the host organism and alters it physically. It self-replicates. "Infection" creates a downward spiral through generations, each victim more likely to infect more and more victims. Children who survive abuse to adulthood in turn are more likely to abuse their own children who, if they survive, grow up more likely to abuse their own children, who... Child abuse is not just an individual or familial problem. Unless you avoid people entirely, it is nearly impossible to go a day without encountering a survivor of childhood abuse. Children who survive abuse grow up more likely to negatively impact our society in many ways, not just by handing down the legacy of abuse to their own children. Child abuse bursts out of the family and infects our society with callousness and cynicism, anger and violence, and crime, drugs and disease.

The Epidemic of False Allegations of Child Abuse
Before 1973, child abuseparticularly sexual abusewas rarely reported to authorities and frequently covered up. But that year, then-Senator Mondale sponsored legislation that took a new approach. Federal matching funds became available to states that set up child abuse detection, prosecution, and prevention programs. The results were startling. From 1976 to 1993, the total yearly number of child abuse reports grew from 669,000 to over 2.9 million. During the same period, the annual number of reports of sexual abuse grew from just 21,000 to over 319,000. Undoubtedly, the increasing number of reports has saved thousands of children from harm. However, there have been some rather disturbing side-effects. In 1975, 35 percent of all child abuse reports were unsubstantiateda percentage that, although high, was perhaps understandable given the Mondale Act's emphasis on bringing even suspicions of abuse into the open. But by 1993, the percentage of unsubstantiated reports had reached 66%. And in divorce cases, many experts estimate that between 75 and 80 percent of allegations of child abuse are completely false. So what accounts for this alarming rise in false allegations? "There's a complex network of social workers, mental health professionals, and law enforcement officials that actually encourages charges of child abusewhether they're reasonable or not," says Dr. Richard A. Gardner, a clinical professor of child psychiatry at Columbia University. In effect, the Mondale Act, despite its good intentions, createdand continues to funda virtual child abuse industry, populated by people whose livelihoods depend on bringing more and more allegations into the system.

Office of Child Abuse Prevention (OCAP)
The Office of Child Abuse Prevention (OCAP) has been committed to improving the quality of life for California's children and families since 1977. To prevent child abuse and neglect, OCAP funds and coordinates local services that help strengthen and preserve families. OCAP also develops and distributes information to individuals and organizations. OCAP administers state and federal grants and the California State Children's Trust Fund
For Whom
Families and their children who need help are eligible for services. OCAP funds and administers approximately 200 child abuse and juvenile crime prevention, intervention and treatment programs though grants to counties, community-based organizations, schools, evaluation entities and institutions of higher education. These programs provide a range of services and collaborative planning that strengthen and support families and communities. Each of the 200 programs works with existing public and private service providers to form a council (consisting of community leaders) to ensure that services are community-based.
