Agricultural Chemicals
China's agriculture-related market has been the subject of great attention. In China, agricultural chemicals mainly refer to fertilizer and pesticides. It is no doubt that China plays an important role in the global agricultural chemical market. It is one of the biggest agrochemical consumer, and more crucially, a large agrochemical importer. Market or policy changes in this land are liable to influence the global agrochemical market.
Agrochemical exports to China remain very important for the U.S., ranking as the third or fourth highest dollar value export to China in recent years. In 2001, China imported $526 million in diammonium phosphate (DAP) from the United States, accounting for 93.89% of the total DAP import. China's goal is to rely less on fertilizer imports in the future. However, China lacks potassium resources and its phosphate is difficult to recover. Domestic output of fertilizer still cannot meet the total market demand, forcing China to import high-concentration and compound fertilizer. The import of such fertilizer is controlled by a quota management system, which will be phased out over the next five years.
China's accession to the WTO will provide benefits to U.S. fertilizer exporters. On accession, tariffs will drop 6% from the current 11% import duty rate. In 2002, the total volumes of import quota for urea, DAP and NPK are 1.3 million, 5.67 million and 2.84 million tons, respectively. The import volumes within the quota are levied an import duty of 4%, while imports exceeding the quota are levied a duty of 50%. The quotas will be replaced by a tariff-rate quota system with in-quota tonnage limits expanded each year. WTO commitments further stipulate that all quotas must be fully allocated, forbidding the current practice of limiting imports by only allocating a certain portion of the quotas each year. Perhaps most significant, foreign firms will gain the right to import and distribute fertilizers after a five-year transition period, gradually dismantling the state-controlled trading monopoly.

The Iowa Department of Natural Resources, Geological Survey Bureau (GSB); the University of Iowa Hygienic Laboratory (UHL); and the U.S. Geological Survey (USGS) have been working together to address this question. As part of the Iowa Ground Water Monitoring (IGWM) Program, water samples have been collected from selected Iowa municipal wells since 1982. An examination of this data identified two trends: 1) concentrations of atrazine were generally decreasing over time, and 2) concentrations of metolachlor were generally were increasing. Continuing ground-water sampling can determine if these trends represent long-term changes in chemical concentrations.

NEED FOR STUDY:
Agricultural chemical contamination of ground water and surface water poses a major threat in much of the United States. A comprehensive evaluation of the available information is needed to identify the extent to which water resources have been affected by agricultural chemicals and what measures are necessary to mitigate the problems related to contamination.
OBJECTIVES:
In collaboration with the U.S. Department of Agriculture and the U.S. Environmental Protection Agency (EPA), the overall goal of this project is to develop an understanding of factors that affect the occurrence of agricultural chemicals in water resources and to develop strategies to improve and protect water resources. To meet this objective, the U.S. Geological Survey is identifying the spatial and temporal occurrence of pesticides, pesticide metabolites, and nitrate in water resources of the Midwest through reconnaissance sampling and evaluation of chemical constituents of aquifers throughout the 12-state area.

Assessment and regulation of chemicals in Australia
If you import and/or manufacture chemicals or chemical products, you may need to comply with Federal legislation governing chemicals assessment and registration. There are four national chemicals assessment and registration schemes which cover food, industrial chemicals, pharmaceuticals and agricultural and veterinary chemicals. The schemes operate in a complementary manner to ensure there is no duplication or any unnecessary regulatory burden on industry. The scope of each of the four chemicals assessment and/or registration schemes is defined by legislation. Legislation also specifies what chemical/chemical products are to be covered by each of the schemes, as well as the requirements for anyone involved in chemicals manufacture and/or importation.

    • Move nurse tanks and other ammonia equipment out of the flood zone. Drain line and remove pumps and other system components. Lock and protect tank valves. Have plan to move product out and ship to terminal or other storage facility. Turn power to ammonia system off when unattended. Secure storage tanks to prevent movement or damage by flood waters.
