A charter school is a public school, and it may provide instruction in any of grades K-12. A charter school is usually created or organized by a group of teachers, parents and community leaders or a community-based organization, and it is usually sponsored by an existing local public school board or county board of education. Specific goals and operating procedures for the charter school are detailed in an agreement (or "charter") between the sponsoring board and charter organizers. In addition, we have the option of contracting other services such as: payroll, student transportation and student services from the district at their cost. Contracts for retirement, benefits, and wages follow the county negotiated system.

A handful of people spoke at the public hearing at the Topeka Public Schools Administrative Center. Submitted by a planning committee composed primarily of school district staff, the main change to the current alternative high school would be the governance structure. Under the charter, Hope Street would answer to a local board of directors. To begin operation as a charter school next fall, the Kansas State Board of Education must also approve the application.
