Charter School - General Information
What is a charter school and information on how to start a charter school.
What is a Charter School?
A charter school is a public school, and it may provide instruction in any of grades K-12. A charter school is usually created or organized by a group of teachers, parents and community leaders or a community-based organization, and it is usually sponsored by an existing local public school board or county board of education. Specific goals and operating procedures for the charter school are detailed in an agreement (or "charter") between the sponsoring board and charter organizers. A charter school is generally exempt from most laws governing school districts, except where specifically noted in the law. California public charter schools are required to participate in the statewide assessment test, called the STAR (Standardized Testing and Reporting) program. The law also requires that a public charter school be nonsectarian in its programs, admission policies, employment practices, and all other operations and prohibits the conversion of a private school to a charter school. Public charter schools may not charge tuition and may not discriminate against any pupil on the basis of ethnicity, national origin, gender, or disability.

Charter Schools: Basic Information
A charter school is a public school. It is open to all students and there is no tuition. Every charter school has a "charter". This is a performance contract between the group operating the school and the State Board of Education that spells out the mission, program, academic performance goals and methods of assessment that will be used to measure academic performance. Charter schools have an increased level of autonomy. They are in some instances granted waivers from state mandated laws and regulations. Charter schools have a higher level of accountability than traditional public schools. In addition to being held to the same standards as traditional public schools, charter schools are subject to additional yearly evaluations. Charter schools are held accountable for the measurable academic performance goals established in the school's charter or contract.
Types of Charter Schools
Conversion charter schools : public schools that are converted to charter schools, or a charter school that is newly created to be part of an already established school district. Only students in the school district can attend the charter school. (e.g. Raider Open Door Academy)

Based on this recommendation, the U.S. Department of Education has joined in collaboration with the Policy Support & Studies Program at WestEd and the California State University (CSU) Institute for Education Reform, Charter Schools Project, to develop this national demonstration project. This web site will field test the use of web-based technologies in supporting educational innovation in charter schools. A pilot version of this site will be released to the public for a 60 day trial period beginning April 15th, 1997." This contract frees them from most rules and regulations created for traditional public schools. As part of the contract, charter schools are held accountable for academic and financial results. Advantages of becoming a conversion charter school: Organized and operated as a "not for profit" organization. Governed by a board of directors. Most decisions are made at the school level not the district level. We receive approximately 94% of revenue generated by the school (as opposed to 83% we would receive). We control how the money is spent. We have more flexibility and resources. Compliance and accountability for Sunshine State Standards and FCAT remain the same. The School District receives 5% of revenue generated and provides certain services according to state statute. In addition, we have the option of contracting other services such as: payroll, student transportation and student services from the district at their cost. Contracts for retirement, benefits, and wages follow the county negotiated system.

Princeton Charter School is located at 575 Ewing Street on a wooded, seven-acre campus in the heart of Princeton Township, New Jersey. To reach the school from Route 1, take the Harrison Street exit to Princeton. You will encounter 7 traffic lights: Faculty Road, Prospect Avenue, Nassau Street (Route 27), Hamilton Avenue, Franklin Avenue, Valley Road, and Terhune Road. Bear left just after the seventh traffic light onto Ewing Street. (If you reach the light at Mt. Lucas Road or Route 206 you have gone too far.) The school parking lot is the second driveway on the right. The main office is on the side of the building facing Route 1 (if you steps leading up to the door, you are on the wrong side).

One more hurdle in the process for becoming a charter school was met by Hope Street Academy Jan. 11 when the TPS Board of Education approved HSA's charter petition. A handful of people spoke at the public hearing at the Topeka Public Schools Administrative Center. Submitted by a planning committee composed primarily of school district staff, the main change to the current alternative high school would be the governance structure. Under the charter, Hope Street would answer to a local board of directors. To begin operation as a charter school next fall, the Kansas State Board of Education must also approve the application. The state board must notify the TPS Board of Education and the charter petitioners of approval not later than April 1, 2001.
