GEOGRAPHY: Panama forms the land link between the North and South American continents. Panama borders Colombia to the east, Costa Rica to the west, and the Caribbean and the Pacific Ocean to the north and south. The country forms an S-shaped isthmus which runs east–west over a total length of 772km (480 miles) and is 60 to 177km (37 to 110 miles) wide. The landscape is mountainous with lowlands on both coastlines cut by streams, wooded slopes and a wide area of savannah-covered plains and rolling hills called El Interior between the Azuero peninsula and the Central Mountains. The Caribbean and the Pacific Ocean are linked by the man-made Panama Canal, cut into a gap between the Cordillera de Talamanca and the San Blas mountain range and stretching for over 65km (40 miles); the length of the Canal is often referred to as 80km (50 miles) as this is the distance between deep-water points of entry. Only about a quarter of the country is inhabited. The majority of the population live either around the Canal and main cities of Panama City and Colón (the two cities which control the entrance and exit of the Canal) or in the Pacific lowlands and the adjacent mountains.

The Central American countries (Guatemala, El Salvador, Honduras, Nicaragua, Costa Rica, Panama, and Belize) have recently decided to go into a process of political, economic, social, cultural, and ecological integration through a Central American Integration System. Some of the challenges that the integration faces include the strengthening of the decision making process, and this paper particularly discusses decision follow-up and coordination, national implementation of regional agreements, social communication and participation of civil society, and external and cooperation relations and their respective opportunities for Internetworking.

Central America
It is the intention of the Andean Community (CAN) to establish broad relations with the Central American Common Market (CACM), an integration bloc consisting of Guatemala, El Salvador, Honduras, Nicaragua, and Costa Rica. The CAN and the CACM have been making technical approaches to each other since May 1997 in order to deepen their relations, which has made it possible to increase the flow of information between their two Secretariats. Since March 2000, the CAN has been negotiating the signing of an economic complementarity agreement with three CACM countries: Guatemala, El Salvador, and Honduras, known as the "Northern Triangle." The two parties agreed at the meeting held in November 2000 to exchange consolidated lists of products of interest containing the preferences requested and offered by the member countries and this was effected in May 2001. It is important to point out here that at present only Colombia and Venezuela have signed Partial Scope Agreements with the three Central American countries, in which they grant preferences to several products but receive none from those countries.

Elise Boulding, New Agendas for Peace Research During the early 1990s the United Nations (UN) cooperated with the Organization of American States (OAS) to end violent conflict in Central America. On their own initiative, regional members of the OAS agreed to a general set of intermediate goals on the path to peace in the region. Under the skillful leadership of Costa Rican President Arias, the member nations were able to maintain enough mutual trust and goodwill to begin implementing peacekeeping measures. UN organizations, in cooperation with the OAS, were to assist in and monitor the implementation of the agreement. UN forces patrolled the borders of Nicaragua, Honduras and El Salvador in order to detect or prevent illegal weapons trafficking. UN observers supervised Nicaraguan elections, and certified the results. The UN Secretary-General played a crucial role in the successes of the OAS plan. First, the Secretary-General consulted and supervised the OAS plan and its implementation. The respect and prestige accorded the Secretary-General by the international community in turn lent credibility to the OAS activities. Second, OAS member states themselves trusted and respected the office of the UN Secretary-General. Nicaragua was willing to allow UN oversight of their elections. El Salvador appealed to the Secretary-General to make his good offices available to help resolve its growing civil political rifts.

Mr. TOM DAVIS of Virginia (for himself, Mr. BERMAN, Mr. CANNON, Mr. FRANK of Massachusetts, Mr. SMITH of New Jersey, Ms. SOLIS, Mr. LINCOLN DIAZ-BALART of Florida, Ms. ROYBAL-ALLARD, and Mr. MORAN of Virginia) introduced the following bill; which was referred to the Committee on the Judiciary A BILL To amend the Nicaraguan Adjustment and Central American Relief Act to identify and register certain Central Americans residing in the United States.
    Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
    This Act may be cited as the `Central American Security Act'.
SEC. 2. ADJUSTMENT OF STATUS FOR CERTAIN NATIONALS FROM EL SALVADOR, GUATEMALA, AND HONDURAS.

1. INTRODUCTION
Central America has changed. In the brief span of time elapsed since the first Esquipulas agreements, the Central Americans have achieved almost a stop to the political violence that has afflicted several countries of the region; democracies have been established and renovated; respect for human rights has reached new heights, and a new regional integration system has been defined. The declaration issued at the XV Ordinary Meeting of Central American Presidents reflects the effort to change the Central American isthmus, within each of the constituent countries, and at the regional level by means of the Central American Integration System, acting as legal-political framework, complemented, since 1994, by an integral strategy for sustainable development in Central America, which marks a change in the schemes of our individual and collective attitudes, as well as of the policies and actions towards sustainability of the political, economical, social, cultural and environmental aspects of our societies. This initiative known as the Central American Alliance for Sustainable Development is a national and regional strategy, whereby we assume responsibility for a better and more efficient use of the resources in our region.
