Dear Sir/Madam;
We, the undersigned Indigenous peoples and organizations, would like to draw the attention of the General Assembly to questions related to the budget for the United Nations Permanent Forum on Indigenous Issues.
Allow us to also draw your attention to the fact that Indigenous peoples worldwide (1) want the Permanent Forum on Indigenous Issues to have a Separate Secretariat; and (2) want the Secretariat of the Permanent Forum to be staffed by qualified Indigenous persons.
Financing of the activities of the Permanent Forum:
The success of the Permanent Forum on Indigenous Issues depends very much on the financial arrangements for its activities. We hold the view, that it is crucial that the General Assembly, through the Regular Budget of the UN, provide the necessary financial resources for the functioning of the Forum, including the establishment of a separate secretariat. Moreover, we strongly encourage governments to support the functioning of the Permanent Forum through voluntary financial contributions.

REGIONAL NEWS: AMERICAS Central American Attorneys General Support Prosecutors Network
The attorneys general from the seven Central American countries signed an agreement that they would strengthen their cooperation on environmental cases by supporting the Network of Environmental Prosecutors, and would support regional crime prevention in other areas such as drug trafficking and organized crime through cooperative efforts between the Public Ministries. The agreement was unveiled at a conference, Environmental Justice in the Framework of the Penal Prosecutorial System in Central American, hosted by the Network of Environmental Prosecutors and held in Tegucigalpa, Honduras from November 14-15, 2002.     Colonial-Period Maya
    For the remaining groups, the Spanish conquest led to the imposition of Catholicism and the establishment of various European forms of political organization. Although this imposition was not completely effective, Spaniards either eliminated or incorporated the indigenous elite into the new colonial system, leaving the Maya-speaking population a relatively undifferentiated mass of rural peasants. Administrative centers, inhabited largely by Spaniards, were established in the 16th cent. at For the most part, the Maya region was peripheral to the Spanish American colonies because the lack of mineral wealth, the relatively sparse population, and the lack of land suitable for the cultivation of export crops. Taxes were collected through church tithes and through the encomienda system. Only in a few coastal regions of Guatemala and Chiapas were plantations established for the cultivation of coffee and sugar. But even these were difficult to maintain, owing to the prevalence of malaria and other tropical diseases in lowland areas and the difficulties involved in extracting labor from adjacent highland areas, where slowly increasing numbers of Maya led relatively autonomous lives.

The Ramsar Convention on Wetlands Central American indigenous people's painting of wetlands At the conclusion of the 10 days of deliberations, the artists presented their painting and their " People's Declaration on Wetlands " during the closing ceremonies. In the rush of events, however, the painting, though now framed and prominently displayed in the Secretary General's office and during Standing Committee meetings, was not included in reports of the COP and never made available on this Web site. Here is a photo-scan of the painting itself, followed by a description of the circumstances of its creation by Ms rocio.cordoba@orma.iucn.org "The painting was an output coming from a very very important process that IUCN Mesoamerica Wetlands and Coastal Zones Program promoted during the year 1998 and 1999 in Central America. In each country, we had a process of the elaboration of People's Declaration on Wetlands . In each country of the region we have a group of indigenous and campesino people living close to Ramsar sites in a workshop in order to get their feelings about what wetlands are and the importance of these ecosystems for their lifes. As a result of this process a "People's declaration on wetlands" was produced and presented during the COP7 by a local woman from Honduras. In order to elaborate this Central American people's declaration we had a workshop in Solentiname in which all the painters participated and from which they've got the "inspiration" for the painting that you have in Gland and another painting which is in our office in Mesoamerica. As you can see the picture is not only a product of the painters' imagination but an inspiration on the declaration's process. I am really glad that this finally will have the importance that it deserves."
