History: The Belgian Congo was created in 1885. This huge region of southern-central Africa was no orthodox colony but was, in fact, the personal property of the Belgian monarch, King Leopold II. The Belgians provided nothing other than the minimum infrastructure necessary to support the extraction of the country’s vast mineral wealth, setting a pattern which has dominated this benighted country ever since. In 1925, under a mandate from the League of Nations (the precursor of the UN), the territories of Rwanda and Urundi (now Burundi) were incorporated into the Belgian Congo. (Both subsequently became separate countries). After the end of World War II, the Belgian Congo was another African colony whose occupiers were concerned simply to dispose of it with the minimum of fuss and the maximum commercial advantage. The Belgian Congo was duly granted independence, with the minimum of preparation, in 1960. From the perspective of the Cold War, however, Zaire under Mobutu was a valuable strategic ally preventing the encroachment of communism in southern and central Africa. But after the end of the Cold War, Mobutu’s close relationship with the major Western powers became more of an embarrassment than an asset. The political settlement in South Africa brought it to an end and marked the beginning of the current phase of the country’s history. It seemed almost impossible that the country’s situation could get worse after Mobutu. Unfortunately, it did.

The European demand for slaves encourages this chronic warfare. Portugal contributes to the instability as it clashes with neighboring kingdoms to establish and expand Angola, a small colony at the northwestern tip of the present country of Angola. The eastern savanna witnesses the rise of the Kuba kingdom and the Luba and Lunda empires , three multi-ethnic states with advanced political systems and rich courtly cultures. While the more isolated Kuba kingdom does not have direct contact with European merchants at this time, Lunda rulers actively encourage trade by opening routes to the coast. Territorial expansion southward to the African Copperbelt in present-day Zambia and east toward Lake Tanganyika extends Lunda commercial control over goods and materials from the East African coast and southern interior. To the north, Luba kings consolidate their political and economic control over neighboring peoples.
Luba rulers extend their political and economic influence through conquest and alliances, spreading governmental structures and chiefly emblems such as royal canes, bracelets, and axes throughout the region.

Word: Word Starts with Ends with Definition The Central African Republic is an active member in several Central African organizations, including the Economic and Monetary Union (CEMAC), the Economic Community of Central African States (CEEAC), the Central African Peace and Security Council (COPAXstill under formation), and the Central Bank of Central African States (BEAC). Standardization of tax, customs, and security arrangements between the Central African states is a major foreign policy objective of the C.A.R. Government. President Patasse Angé-Félix Patassé (b. January 25, 1937) was a President of the Central African Republic (1993 - 2003) until he was deposed by the rebel leader François Bozizé. Patassé was born in Paoua. He graduated from the Superior Academy of Tropical Agriculture in Nogent-sur-Marne, France, in 1959, a year before independence. In December 1965, President David Dacko appointed him director of Agriculture and Minister of Development.

The USAID Central African Regional Program for the Environment (CARPE) is a 20-year regional initiative that began in September 1995. See also:

Goals
Where CARPE Works CARPE was intended to coordinate work on identifying and establishing the conditions and practices required to reduce deforestation and loss of biological diversity in Central Africa. Although CARPE has been a nine-country, thirteen-partner project, under the new Strategic Objective the number of partners has increased. Its U.S.-based partners work with African NGOs, research and education organizations, government agencies, and private-sector consultants. Through these partners CARPE has engaged a variety of African stakeholders in evaluating threats to forests in Central Africa and identifying opportunities for sustainable forest management. After seven years of operation, CARPE is shifting its strategic focus and changing the location of its management functions. In its first phase, CARPE’s partners have focused on increasing our knowledge of Central African forests and biodiversity, and building institutional and human resources capacity. In the next thirteen years, however, CARPE partners aim to apply and implement sustainable natural resources management practices in the field with an added emphasis on the US contribution to the CBFP. CARPE will also improve environmental governance in the region, and strengthen natural resources monitoring capacity.

See also Eastern and Southern Africa Guinea Coast , and Western and Central Sudan The improved use of iron technologies and new trade networks with Europe via the Portuguese lead to the development of larger, more centrally organized states, including the Ndongo and Kongo kingdoms. The expansion of the Kongo kingdom, the largest state in Central Africa, is the result of diplomatic collaboration with Portugal, control of important trade routes, and the wealth of natural resources within the Kongo territory. A historically unique religious, cultural, and artistic syncretism occurs as a result of the early phase of this cordial and primarily equitable relationship to Portugal.
In the fertile agricultural area at the mouth of the Congo River, King Nimi a Lukeni capitalizes on the region's natural resources and location at the intersection of several important trading routes to found the Kongo kingdom. This kingdom subsequently becomes the largest centralized state in Central Africa. From the capital, Mbanza, Kongo kings rule through a system of nobility who tax and control outlying rural provinces. The art of the Kongo kingdom is largely concerned with communication of status and hierarchy. Luxury goods, fiber arts, rare pelts, highly embellished daily objects, and an elaborate system of court rituals distinguish the leadership classes from commoners.
