Examples of Our Work A Timeline of CRS' Work in Africa CRS is responding to the increasing rates of HIV infection in the country by publishing and distributing easy-to-read HIV/AIDS educational materials. The Central African Republic (CAR) is an often forgotten, unstable country in the interior region of Africa. Its history is marked with violence and extreme poverty. Catholic Relief Services is helping meet the basic needs of the population while working for lasting peace. As a result of recurring instability, intermittent conflict and a recent coup d'état, many Central Africans have fled their homes and farms and are now highly vulnerable. In the most war-affected areas, health care facilities have been looted or destroyed and the distribution systems for food, medicines and other critical supplies have been disrupted. This situation has left the majority of Central Africans extremely susceptible to hunger and disease. Our Work at a Glance
CRS works in the following areas in the Central African Republic:
  • Emergency Response - CRS is supplying medical kits containing essential equipment and medications to a network of health posts throughout the war-torn areas of the country. Many of these health posts have been closed down because of a lack of supplies, equipment and looting. However, CRS is working through ASSOMESCA, an inter-religious organization that coordinates with the health outposts of religious groups in the CAR, to re-supply rural health facilities.

Introduction
The regional delegation concentrated on the promotion of humanitarian law, especially by approaching the governments of the region and requesting that they each designate an official representative of the armed forces or the Ministry of Defence to be responsible for the incorporation of humanitarian law in military training programmes. The regional delegation held a course on humanitarian law for instructors from the armed forces of 10 Central African countries (Burundi, Cameroon, Central African Republic, Chad, Congo, Equatorial Guinea, Gabon, Rwanda, Sao Tome and Principe and Zaire) from 22 to 25 March.
Cooperation with the region's National Societies was also high on the regional delegation's agenda, especially as regards the establishment of emergency brigades to provide direct assistance to the population in the event of unrest. The ICRC also cooperated with these National Societies in the fields of information (the production and promotion of periodicals and radio programmes), training, first aid, and community activities such as projects aimed at improving hygiene and neighbourhood clean-up operations. A meeting of leaders of the National Societies of the six countries covered by the delegation was held in Yaound© in early October to discuss such cooperation programmes, among other matters.

The countries covered by the Yaound© regional delegation enjoyed relative stability in 1998, with the exception of Equatorial Guinea and Chad, where there were outbreaks of intercommunal violence.
Bakassi peninsula
Finally, following an assessment of the needs of communities displaced as a result of the Bakassi dispute, the ICRC brought its relief programme to a close. In the course of the year final distributions of food and other supplies were carried out. The ICRC also stepped up its representations to the Cameroonian authorities with a view to gaining access to people detained for security reasons. On the basis of information gathered from civil society in Cameroon, and following a round of consultations with the ministries and departments concerned, on 3 July the Yaound© regional delegation sent the general secretariat of the Cameroonian presidency an offer of services to visit this category of detainees. An affirmative reply was received at the beginning of December.
Fighting on the island of Bioko
In Equatorial Guinea, violent clashes broke out on the island of Bioko in January between government security forces and members of a separatist movement. These events claimed a number of victims among the civilian population and government troops and resulted in the arrest of some 400 people, 117 of whom were sentenced by a military tribunal in June. The ICRC's activities in Equatorial Guinea were also affected. Since it was not permitted to interview detainees without witnesses, it was obliged to suspend a third round of visits to places of detention in March, although the visits had been arranged with the authorities long in advance. The ICRC immediately made representations to the ministries concerned and to the presidency with a view to resuming its humanita-rian activities in the country; negotiations continued for the rest of the year, but to no avail.

Central African Republic Introduction Back to Top Central African Republic (CAR), landlocked republic in central Africa, bordered on the north by Chad, on the east by Sudan, on the south by the Democratic Republic of the Congo and the Republic of the Congo, and on the west by Cameroon. A former French colony, which became independent on August 31, 1960, the CAR was known as the Central African Empire from 1976 to 1979 under the autocratic rule of the self-styled emperor Jean Bédel Bokassa. Joint Statement by President George W. Bush and the Presidents of the Central African States We, the Heads of State of the United States, Burundi, Cameroon, Central African Republic, Chad, the Democratic Republic of the Congo, Equatorial Guinea, Gabon, Republic of the Congo, Rwanda, and Sao Tome and Principe, met September 13, 2002 at the 57th United Nations General Assembly in New York. We confirmed our commitment to cooperate to pursue regional peace, prosperity, freedom, and stability in Central Africa. In pursuit of these goals, we renewed our commitment to the political and economic reforms necessary to improve the lives of the people of Central Africa, and mobilize the resources required to advance development in the region. We will continue to show the leadership required to achieve these goals as the cornerstone of human freedom and dignity. We will strengthen the capacity of the Economic Community for Central African States (CEEAC) and the Monetary and Economic Community of Central Africa (CEMAC) sub-regional organizations, and work with the Council for Peace and Security in Central Africa (COPAX)to prevent and resolve conflict, reduce human suffering, and promote regional economic integration.

Introduction
If you want to get away from the Africa of souvenir sellers and slick willy tour operators, the Central African Republic (CAR) may be the place for you. It has pristine forests and lively cities - but also a lawless countryside and crumbling roads. If you can manage to get to it, the CAR's national park is one of Africa's best. Pygmies guide you through forest that's home to elephants and rare lowland gorillas. Dense rainforests explode in riots of colourful butterflies, and out on the plains you can spot elephants, lions, leopards and rhinos. The towns and cities have bustling markets, palm and banana wine for sale by the side of the roads, green hills and giraffes close by, and beer halls to do a Bavarian proud. Unfortunately, muggings, petty theft and police extortion are commonplace.
Warning
The security situation in the CAR has deteriorated in recent years, and sporadic fighting has been reported throughout the country, including the capital, Bangui.
