    IRIN - CAR AllAfrica - CAR afrol.com, 3 October - This week, the Government of the Central African Republic (CAR) submitted its initial report to the Committee on the Rights of the Child. In an open-hearted discussion between the international committee and the CAR delegation, it was admitted that the people of the CAR were "unhappy with the present situation in the country and the fact that economic and social conditions were not up to standard." The delegation from the CAR did not intent to hide the fact that democracy was not safeguarded in the country. The officials of the Government underlined that despite the numerous legislative and administrative measures in all development fields, the country had not made much head way. The country had been destitute for many years. At present, nothing could be done without money. "How could a country respect the human rights of the citizens under such circumstances?"

    PROFILE OFFICIAL NAME:
    Central African Republic NOTE: On November 2, 2002, the U.S. Embassy in Bangui suspended operations. There is no U.S. diplomatic or consular representation in the Central African Republic (CAR). The U.S. Department of State warns U.S. citizens against travel to the CAR. Americans in the CAR are urged to exercise caution and maintain security awareness at all times. On March 15, 2003, rebel forces that had been operating in the countryside outside Bangui took over the capital and seized power from the government. Data on the CAR in this report date from 2002 and are subject to error. Geography
    Area: 622,984 sq. km. (242,000 sq. mi.); slightly smaller than Texas.
    Cities: Capital Bangui (Pop. 690,000). Other cities Berberati (56,867), Bouar (39,676), Bambari (32,603), Bangassou (24,450), Bossangoa (31,723), Mbaiki (16,901), and Carnot (31,324).
    Terrain: Rolling plain 600 meters-700 meters (1,980 ft.-2,310 ft.) above sea level; scattered hills in northeast and southwest.

    Description
    The Central African Republic is famed worldwide for its lowland gorilla population, Pygmy culture, and fabulous national parks.
    In the 1800s, the local Pygmy population was all but decimated by the slave trade. The French ( to their credit ) were anti-slavery, and began to take control of this land in 1905 by establishing the colony of Ubangi-Chair. In the 1940s the country became a French overseas territory, finally gaining its independence from France in 1958.
    From 1965 - 1979, the country suffered through the dictatorial reign of Colonel Jean-Bedel Bokassa. A series of military coups followed, with multiparty elections finally held in 1993.
    The country has the potential to be a major tourist destination, but generally, that's defeated by its poor infrastructure. However, for those that somehow venture in ( mostly Europeans ), the pristine parks and wildlife are second to none, and hunting safaris ( sadly ) are still a big business.

    ( Last Update: 2003/10/12) 1. Political Relations Central Africa once established "diplomatic relations" with Taiwan, a part of China's territory, in 1962. On September 29, 1964, Chinaestablished diplomatic relations with Central Africawhen the country severed its "diplomatic ties" with the Taiwanauthority. However when Bokasa came to power, the Central African regime decided to cut off its diplomatic relations with China in January 1966 and resumed its "diplomatic relations" with Taiwan in May 1968. The relations between Chinaand Central Africawere normalized following the signing of a joint communiqué between the two countries on August 20 1976. When Kolingba assumed the power of Central Africain September 1981, bilateral relations between the two countries had made some advancement. In July 8, 1991, the Central African government again resumed its relations with Taiwan. Therefore, Chinahad to announce the suspension of its diplomatic relations with Central Africa. On January 29,1998, the two countries resumed ambassadorial-level diplomatic relations after signing the joint communiqué on the resumption of diplomatic relations.
