Jan. 1, 1994: The United States, Mexico, and Canada sign the North American Free Trade Agreement (NAFTA) establishing a free trade area. March 26, 1991: Argentina, Brazil, Paraguay and Uruguay sign a framework treaty that forms the Southern Cone Common Market (MERCOSUR/MERCOSUL). Mercosur is the Spanish and Mercosul the Portuguese for the Southern Cone Common Market. Background The two major trade agreements in the Americas are NAFTA and Mercosur. Smaller trades alliances exist such as the Caribbean Community and Common Market (CARICOM) and the Andean Community. In 1994, NAFTA established a free trade zone among Canada, Mexico and the United States. The NAFTA agreement established a 15-year schedule for removing all tariffs. As of January 1, 1999, nearly all trade between the United States and Canada is tariff free, although many tariffs on trade with Mexico remain. Mercosur evolved from a free trade zone that began in 1991 to a partial Customs Union in January 1995. A full Customs Union is scheduled to take effect on January 1, 2001. The Mercosur/Mercosul members are Argentina, Brazil, Paraguay and Uruguay. Chile (1996) and Bolivia (1997) are associate members, and other South American nations have expressed interest in joining Mercosur. NAFTA and Mercosur At the Summit of the Americas in 1994, President Clinton pledged to create a free trade area from Alaska to Tierra del Fuego by 2005. However, Congress refused to extend Fast Track Authority to the President, making it more difficult for the President to negotiate trade agreements and slowing the expansion of NAFTA. Subsequently, Mexico and Canada have signed trade pacts with Chile and other nations. The U.S. continues to work on a free trade agreement for the Americas, but lags behind the rest of the Hemisphere in negotiating trade deals.

Canada's trade with the Americas
Canada has always been a nation that prides itself on its ability to compete on the international trading stage. The rest of the world wants our goods, and we want theirs.
And while the vast majority of Canada's trade is with the United States (87 per cent of our exports head to the U.S.), a growing portion of that commerce is with Mexico and the nations of Central America, the Caribbean and South America.
In fact, Canada now exports more to Latin America and the Caribbean than its does to France, Germany, India, Indonesia, Russia and Eastern Europe combined.
Canada is also exploring talks with the Dominican Republic and the 13 countries of the Caribbean community (Caricom).

Bush considers the rest of the Western Hemisphere "our backyard" and will have several opportunities in his first year In office to make Latin America a trade and foreign policy priority. During the campaign, Mr. Bush said he would kick start the stalled process of getting a free trade agreement of the Americas signed by 2005. The agreement would build on the North American Free-Trade Agreement, which went into effect in 1994, and would unite 34 of the countries in North, Central and South America into what President Clinton once said would be "the world's largest market." The first order of business would be a bruising battle in a divided Congress over fast-track authority, the legislative tool that Mr. Bush will need to negotiate a comprehensive trade deal. Under fast track, trade deals are brought to Congress for approval only when complete. Congress then votes on the agreement without having the chance to add amendments that suit the needs and wishes of individual members. "I'd expect that within the first 100 days in office he'll propose approval of fast-track authority," said Sidney Weintraub, an economist at the Center for Strategic and International Studies and a former deputy assistant secretary of state for International finance and development.

    MIAMI - After nine years of stalled talks, trade ministers hoping to create a massive free trade zone from Alaska to Cape Horn agreed Thursday night to settle for a more modest Free Trade Area of the Americas (FTAA). The objections of Brazil, the largest economy in South America, prevented the creation of a comprehensive NAFTA-style agreement for the 34 countries in North, Central and South America. U.S. trade representative Robert Zoellick agreed to a dramatically reduced plan that would see only the minimum of trade concessions, such as tariff reductions on industrial goods, included in an FTAA that is to be in place by January 2005. "Economies are different in the early 2000s than they were in the 1990s," he said as he attempted to wrap up the three-day talks Thursday night. "We each have our own politics to deal with." The ministers met behind a heavy cordon of police which kept at bay a smaller-than-expected crowd of protesters. There were only minor but dramatic confrontations as an overwhelming Miami police force kept anti-globalization protesters far from the downtown hotel where ministers were meeting. Tear gas was used and 37 protesters had been arrested Thursday night.

Home Search Version Español (24 September 2002) U.S. trade officials held simultaneous meetings with their counterparts from Central and South American countries September 24 to advance their common goal of building stronger trade ties within the region and world-wide. In Washington, U.S. Trade Representative (USTR) Robert Zoellick met with the four ministers responsible for trade from Mercosur members Argentina, Brazil, Paraguay, and Uruguay. In Managua, Nicaragua, a delegation led by Assistant U.S. Trade Representative Regina Vargo held consultations with Costa Rica, El Salvador, Guatemala, Honduras and Nicaragua which have as a group expressed interest in free trade with the United States. "I am pleased that so soon after September 11 we could stand united with two groups of Latin American nations to advance our shared commitment to openness through increased trade liberalization," Zoellick said in a September 24 news release. The ministers' meeting in Washington was called following the recent International Monetary Fund (IMF) agreement with Argentina, and was held pursuant to the 1991 "Four-Plus-One" Rose Garden Agreement between the United States and the Mercosur countries. The ministers pledged to cooperate to help launch a new round of global trade talks this November and for continued progress on the Free Trade Area of the Americas (FTAA). The Four-Plus-One ministers also said they would reinvigorate the Council on Trade and Investment established by the Rose Garden Agreement, and announced the creation of working groups within the Council in the areas of agricultural trade, industrial trade, investment, and electronic commerce.

    'Neighbors Agree to Opne Trade Mart Exhibit Rooms
    Thirteen countries of Central and South America have agreed to open exhibits at the International Trade Mart as a result of a recent 10-week tour of two local representatives.
    Announcement of results of the 14-nation promotion campaign was made Monday [23rd] by Mario Bermudez, director of international relations for New Orleans and International House, and Clay Shaw managing director of the International Trade Mart, who made the tour.
    High enthusiam was shown for the program in all countries, the men reported. And the governments of the 13 nations have begun work toward opening rooms at the Trade Mart within the next few months, they said. Guatemala, the 14th country on the tour, already has an exhibit here.
    Leases have been signed by Haiti, Columbia, Nicaragua and El Salvador. Representatives of Venezuela and Panama will journey to the city for final arrangements, they said, and the governments of Cuba, Dominican Republic, Puerto Rico, Peru, Costa Rica, and Honduras are expected to complete their plans within a few weeks.
