TEXAS AND CARIBBEAN MAGAZINE DISTRIBUTION COMPANIES CHARGED IN CONSPIRACY
WASHINGTON, D.C. Two magazine distribution companies one from Forth Worth, Texas and the other from St. Thomas, U.S. Virgin Islands have agreed to plead guilty and pay criminal fines for conspiring to allocate customers and territories in the distribution of magazines and periodicals, the Department of Justice announced today. The criminal cases, which were originally filed on May 17, 1999, were unsealed today by the U.S. District Court in Dallas. Rack Shop (DE) Inc., successor to a company formerly doing business as Trinity News Company Inc., of Fort Worth, is charged with allocating territories and customers in Dallas/Fort Worth, Waxahachie, and surrounding areas of Texas from the fall of 1990 through late 1995. Rack Shop has agreed to pay a $750,000 fine. Island Periodicals L.L.C., of St. Thomas, U.S. Virgin Islands, is charged with allocating territories and customers in Puerto Rico, the U.S. Virgin Islands, and other Caribbean Islands from 1986 through 1998. Island Periodicals has agreed to pay a $250,000 fine. These are the second and third cases brought as a result of the Department's ongoing antitrust investigation of the magazine distribution industry.

Nestled between Puerto Rico and Cuba on an island that it shares with the Republic of Haiti, the Dominican Republic offers travelers the best that the Caribbean has to offer, with a unique personality rooted deeply in her Latino heritage. Beaches, beaches and more beaches - thousands of them to be precise. If sun worshipping is your pastime of choice, the Dominican Republic is ideal. Its appeal extends far beyond its shores, however. Its complex landscape is a mixed metaphor, boasting both the Caribbean's tallest mountains and its lowest inland point - a million year old lake the size of Manhattan. You'll find a mountainous interior and healthy rain forests encircled by miles of white sand beaches. Boredom is the only thing that you won't experience here. Water sports on the Dominican Republic are numerous, but its land sports are one of a kind. Exploring is a big attraction here in one of the most diverse ecosystems in the Caribbean basin. Touring the jungles, forests and mountain areas of the Dominican Republic would be any hiker's idea of paradise. Horseback riding, sailing, deep sea fishing and whale watching add to the extensive mix of activities to enjoy here. You can even go to the horse races!

Tiny Caribbean Island Confronts Huge Insurance Fraud
By Charles D. Sherman (Miami Herald) St. John's, April 2002:
Standing before the most eminent legal minds in the Caribbean, Thomas Martin, a children's heart doctor, wept.
Martin said he had wanted to send sick Antiguan children from this tiny Caribbean island to Miami hospitals for surgery needed to save their lives. His letters to the government on the children's behalf, he said, had been ignored, his personal visits to the Health Ministry turned aside.
Last year, when one youngster in his care died, the parents blamed Martin. ''Excuse me,'' the doctor sobbed. "That was hard to take.''
At the urging of the public, three investigating judges have been charged with figuring out where $230 million or more in state health insurance money has gone, an enormous sum for Antigua. The results of the investigation will help form the basis for the prosecution of dozens of officials and others involved in defrauding the fund.
Listening to Martin's account of the neglected children, the judges on a stage of the sprawling Antigua and Barbuda Exhibition and Cultural Center shifted uneasily in their high-backed chairs. From the auditorium, low moans came from 300 members of the public.
