The National Archives and Records Administration (NARA) safeguards records on which the people of a democracy depend for the continuity, accountability, and credibility of their national institutions. NARA is the official repository of the permanently valuable records made or accumulated by the U.S. Government and is responsible for preserving those records and making them available to the general public, government officials, and scholars. NARA enables people to inspect for themselves the record of what government has done. It enables officials and agencies to review their actions and helps citizens hold them accountable. NARA ensures continuing access to essential evidence that documents the rights of American citizens, the actions of Federal officials, and the national experience.

Green Cay National Wildlife Refuge General Information
History
Green Cay was the first National Wildlife Refuge seen by Europeans when Christopher Colombus sighted it in November 1493. As early as 1020 A.D., pre-Columbian Indians used the island for processing marine conch for food. It was estimated that the large shell midden on the island contained approximately 33,000 discarded conch shells. The 14 acre island was established as a National Wildlife Refuge in 1977.
Habitat and Management Green Cay NWR is a small island located off the north coast of St. Croix. It consists of dry, forested areas and small cobble beaches. The island is of volcanic origin where outcrops of lava, tuffs and breccias are common geologic features. The introduced rat caused a serious threat to the survival of the St. Croix ground lizard. Rats often feed on terminal shoots of trees and shrubs throughout the dry season. Over time, the forest will be destroyed along with critical habitat for the lizards. Last year an eradication program was conducted and rats were trapped and removed successfully off the island.

British West Indies - Consular Information Sheet
September 14, 1999 COUNTRY DESCRIPTION: Anguilla, the British Virgin Islands, the Cayman Islands, Montserrat, and the Turks and Caicos are British overseas territories comprising the British West Indies. Three U.S. embassies in the Caribbean area share responsibility for U.S. citizens visiting the islands of the British West Indies. For the areas named below, refer to the specific U.S. Embassy with consular jurisdiction and the appropriate Consular Information Sheet as necessary for additional information. Anguilla, the British Virgin Islands, and Montserrat are within the consular district of the U.S. Embassy located in Bridgetown, Barbados. Montserrat has an economy recovering from a series of eruptions from the Soufriere Hills Volcano. Access to the southern part of the island is restricted. Residents are concentrated in the northern designated safe zones. Accommodations are very limited. The airport remains closed, and most visitors to the island travel by daily ferry from Antigua. The Caribbean Sea region plays an important role as a petroleum processing and transshipment area, with several major refineries and independent storage facilities. Furthermore, Trinidad and Tobago is becoming an increasingly significant supplier of liquefied natural gas (LNG) to regional markets and to the United States. Note: information contained in this report is the best available as of June 2003 and can change.
GENERAL BACKGROUND
The islands of the Caribbean basin, with a total population of approximately 37 million in 2002, are predominantly net energy importers, with the exception of hydrocarbon rich Trinidad and Tobago. Agriculture and natural resource extraction activities continue to constitute the basis of the islands' economies, though tourism and service sectors are growing. In the larger economies, manufacturing is also important, such as oil and natural gas production in Trinidad; pharmaceuticals and cement in Puerto Rico ; and textiles in the Dominican Republic and Jamaica. Economic growth, however, varies across the region. While many of the islands' economies contracted in 2002, Trinidad and Tobago and the Dominican Republic's economies continued to grow, with real gross domestic product (GDP) growth rates of 2.6% and 4.1%, respectively.

Although Central America (including Belize Costa Rica El Salvador Guatemala Honduras Nicaragua , and Panama ) has limited energy resources, it is important to world energy markets as a transit center for oil (via the Panama Canal), and as a potential energy transit center between North and South America. Note: This information is latest available as of September 2003, and can change. BACKGROUND
After spending most of the early 1990s recovering from authoritarian rule or civil wars in Guatemala, El Salvador, Nicaragua and Panama, the Central American countries have begun efforts to improve their economies and cooperation through regional integration. Central American integration first began in 1951, when the Organization of Central American States (ODECA) was founded. The creations of the Central American Common Market, the Central American Bank for Economic Integration (CABEI) and the Secretariat for Central American Economic Integration followed in 1960. In 1973, ODECA was suspended and the integration process stalled. In 1993, a new integration program, the Central American Integration System (SICA), materialized and reinstated the integration process.
