The Office of Management and Budget on Thursday announced 24 technology projects it will fund over the next three years to maximize efficiency and improve customer service to citizens and businesses. The E-Government Task Force that OMB created in August chose the projects after reviewing more than 260 ideas. The costs of the 24 selected projects will be paid for from an interagency e-government fund proposed in the President’s budget. In their respective versions of the Treasury-Postal spending bill, the House and the Senate both provided $5 million in funding for the project in the next fiscal year. The President had requested $100 million for the e-government fund. “With these reforms, citizens will be able to demand and expect the same level of IT quality from their government that the private sector provides its customers,” OMB Director Mitch Daniels said in a statement. In a July interview with Government Executive , Mark Forman, OMB’s associate director for information technology and e-government and head of the E-government Task Force, said the administration had tried to identify “high payoff” e-government projects that will fill performance gaps at individual agencies.

Dot-gov no longer just for feds
By Jason Miller GCN Staff www.state.vt.us www.co.riverside.ca.us State and local Web addresses now can be easier, simpler and much more recognizable after the General Services Administration recently issued a final rule to set the standards by which nonfederal government entities can use the .gov domain. As state and local governments began creating Web sites in the mid-1990s, any government entity could use the .gov domain, but soon GSA restricted the use of it to federal agencies and departments. Certain states did not give their addresses up, such as Washington, which held onto www.access.wa.gov , but most ended up with more complicated URLs. Other state and local governments such as Alabama, Delaware and Michigan have applied for the .gov domain from GSA and received permission to switch. Some states have reserved their domain names but have not yet switched, and still other states or cities have used the .com domain, such as Virginia Beach, Va., www.vbgov.com

Some agencies shift from postal mail to e-mail

When mail deliveries in some areas of downtown Washington slowed or stopped last month, the Federal Energy Regulatory Commission, Federal Communications Commission, and Interior and Transportation departments encouraged e-mail filings in place of postal mail, according to NetCompliance Inc., a Washington Internet provider.
"As the commission continues to balance its efforts to be accessible with the need for heightened security measures, the commission encourages its customers to make full use of the electronic filing system," NetCompliance quoted a FERC document as saying. For time-sensitive packages and rule-making deadlines, Transportation said it would consider late filings but encouraged filers to use the electronic submission system on its Web site, at www.dot.gov The Federal Aviation Administration last month asked airlines to file their operational, traffic and financial data via e-mail on an ongoing basis. "This is the new business reality of dealing with the federal government during terrorist scares," NetCompliance chief executive officer Krish Krishnan said.

The White House generally supports legislation that would create an e-government chief’s position at the Office of Management and Budget, but Bush officials are balking at a provision that requires the official to be confirmed by the Senate. The legislation, known as the E-Government Act ( H.R. 2458 ), passed the Senate in June and is awaiting action in the House. Besides creating the e-government position—which mirrors the current role of Mark Forman, assistant director for information technology and e-government at OMB—the measure also requires agencies to protect the privacy of citizens using federal Web sites and reauthorizes the 2000 Government Information Security Reform Act, which is set to expire Nov. 29. OMB supports these measures, but opposes Senate confirmation for the e-government chief, in part because of the lengthy confirmation process for presidential appointees, said Mark Everson, deputy director for management at OMB. “We think it’s time for executive branch officials to be able to get on the job quicker,” he said at a hearing of the House Government Reform Subcommittee on Technology and Procurement Policy on Wednesday. “People coming from the private sector are used to fast-moving change, not six-month delays,” he said.

Postal Service uses private sector for new model

The destitute Postal Service has asked Congress to preserve its government status but make it more commercial to improve its competitive stance, postmaster general Jack Potter said today at the National Press Club in Washington.
Among the changes under consideration are USPS e-commerce initiatives adapted to the new business model. Nolan said the Postal Service will take a hard look at the e-commerce initiatives this year and decide which ones it needs to keep and which ones to abandon. The transformation plan considered three possible business models, ranging from full privatization to full-fledged government agency status. The chosen model would leave ownership with the federal government but would structure USPS to operate in a private-sector manner. He said the chosen model would let the Postal Service develop new revenue streams, introduce flexible pricing and explore ways to make collective bargaining work better.
