Department Information
In 1908, the Chattanooga-Hamilton County Bicentennial Library was granted the designation of being a federal documents depository library for the 3rd Congressional District of Tennessee by the federal government. Depository libraries provide the local community with no-fee access to documents and information produced by the federal government. Federal depository collections are available for use by everyone. The collection includes documents in many formats including print, microfiche, videotape, floppy disk, CD/DVD-ROMs, maps, and online. They cover a wide range of topics relevant to the general public and to professionals, researchers and students in almost every field of study. Categories include:

  • Science and Technology
  • Travel
  • Defense and Military History
The collection is located on the second floor of the Main Library in the Business, Science and Technology department. The staff in this department can provide assistance in helping patrons to locate the information needed. A specialized numbering system based on grouping documents together by issuing agency is used for organization of the collection rather that the Dewey numbering system seen though out the rest of the library system. Several computer databases as well as paper catalogs are available for use in the library to help in locating particular documents.

House Committee Passes USPS Reform Bill Troops Closer to Reimbursement for Body Armor E-Gov Institute Awards Agencies for Public Service The House passed a resolution calling on the government to fix problems in the military postal system to improve troop morale and ensure soldiers' right to vote. The resolution, introduced by Rep. J. Randy Forbes, R-Va., urges Department of Defense Secretary Donald Rumsfeld to establish a system that expedites the delivery of election ballots to the members of the Armed Forces and to utilize technology that accurately tracks military postal transit times. It passed by a vote of 421 - 0. "With only months left until election day this must be a top priority. Mail delays not only deny our troops the fundamental right to vote, but also take their toll on troop morale,” said Sen. Kit Bond, R-Miss. A General Accounting Office report released this month found that of a non-representative sample of over one hundred service members in Iraq, more than half reported they were dissatisfied with mail delivery.

CAREER OPPORTUNITIES IN THE US FEDERAL GOVERNMENT
Description of the Field
The US Federal Government is the largest employer in the United States. It is responsible for protecting the environment; regulating worker health and safety; ensuring the safety of the nation’s food supply; overseeing air traffic control operations; curing AIDS; forging international partnerships in an era of globalization; fighting ongoing battles against poverty, homelessness, and illegal drug use; and conducting a global war against terrorism. At present, there are approximately 1.8 million civilian employees in the federal government. International affairs positions in government do not just exist in agencies such as the Department of State and the Agency for International Development. Just about every federal department and agency maintains an international affairs division. Federal job hunters are encouraged to explore a wide variety of agencies that may be involved with international policymaking. Hiring within the federal government is decentralized. Each agency manages its own hiring and is best viewed as a separate employer. While the US Office of Personnel Management (OPM), which functions as the federal government’s human resource division, regulates hiring practices and provides vacancy information for the entire federal government, it is necessary to contact the human resource office for each agency to obtain detailed information about its particular career opportunities.

Are there any general rules to follow to avoid being the victim of a travel scam?
As with most things in life, if the offer sounds too good to be true, it probably is. That being said, here are some signs to watch out for:
  • The solicitation says that you were "specially selected" or "awarded" a trip or prize, but you haven't entered any contest.
  • You must make a payment to collect your prize.
  • The salesperson uses high pressure sales tactics or insists on an immediate decision.
  • You must disclose your income, Social Security number, bank account number or other private information.

[DOCID:fr06jn03-102] DEPARTMENT OF LABOR Office of Disability Employment Policy [SGA 03-09] High School/High Tech State Development and Implementation Grants AGENCY: Office of Disability Employment Policy, Department of Labor. ACTION: Notice of availability of funds; solicitation for grant
applications (SGA). This notice contains all of the necessary information and forms needed to apply for grant funding. (SGA 03-09). SUMMARY: The U.S. Department of Labor (DOL), Office of Disability Employment Policy (ODEP) announces the availability of $1.8 million to award up to eight competitive grants in the amount of approximately $225,000 to assist states in implementing the High School/High Tech (HS/HT) program on a statewide basis. This grant initiative involves one competitive Solicitation for Grant Application (SGA) that will be used to award both HS/HT Implementation Grants and HS/HT Development Grants: (1) HS/HT State Implementation Grants: Successful state applicants will demonstrate that all partners relevant to successful implementation of the HS/HT program in the state are in place (e.g., education, Workforce Investment Act, Development Disability Councils, etc.); and that the state has the capacity to implement the HS/HT design features discussed below throughout the state. In addition, successful applicants will be able to demonstrate a strong plan for sustainability of the HS/HT program when federal funding ceases. The Implementation Grants will be awarded for a one-year period of performance and funded at a level of $225,000. These grants may be renewed up to four times for an additional year of funding with the fourth and fifth years at reduced funding levels of 80% and 60% of third year funding levels, respectively, depending upon project performance and funding availability. Overview The asset forfeiture program is one of the federal government’s most effective tools against drug trafficking, money laundering, and organized crime. In conjunction with other federal, state, and local law enforcement agencies, Criminal Investigation (CI) uses asset forfeiture statutes to dismantle criminal enterprises by seizing and forfeiting their assets. Criminal Investigation initiated seizure investigations in a wide range of criminal investigations, including narcotics, money laundering, organized crime, illegal gaming, entitlement fraud, and numerous other areas. Most of CI’s seizures and forfeitures are the result of Title 18 and Title 31 money laundering and currency investigations. Criminal Investigation has statutory authority for Title 26 forfeitures; however, these represent a very small portion of our program. Criminal Investigation’s (CI) asset forfeiture asset forfeiture program had seizures in FY 2001 of approximately $129.3 million. The asset forfeiture program continues to emphasize the quality of the seizure/forfeiture process rather than the number of seizures effected. The total number of seizures and the average dollar value per seizure for the past four years are summarized below:
