This scholarship was instituted to honor a long-time Chair of the Department who still lives in Murfreesboro. Dr. Parks was known as an outstanding scholar and as a thorough teacher of political theory and constitutional law who inspired many MTSU students to attend law and/or graduate school. Presently, this scholarship pays the tuition for the fall semester for one student entering the pre-law program each year. This money is drawn from interest on the account. Women Justices, Judges, and Attorneys
Sandra Day O'Connor (b. 1930) [ catalog record ] donated the first of her papers (71,475 items; 1963-88) to the division in 1991, ten years after her appointment to the Court. These relate to her first five years on the Court and to her career in Arizona as a state senator (1969-75), a Maricopa County Superior Court judge (1975-79), and a judge on the Arizona Court of Appeals (1979-81), with the Supreme Court files making up the bulk of the collection. These are divided into three subseries: administrative files, case files, and docket sheets. O'Connor's handwritten notes of the major issues, oral arguments, and opinions of her colleagues highlight her case files, including those relating to Mississippi University for Women v. Hogan

Overview : The Law and Public Service certificate program (LPS) is an interdisciplinary course of study that prepares students for law school by examining the intersection of law and public service. Its focus is on lawyers who are fulfilling public-service roles at the local, state, national, and international levels: judges, prosecutors, defense attorneys, public defenders, legal service lawyers, public interest lawyers, counsels, counselors, advisors, and others. The program also addresses the public roles that private attorneys play in civil litigation and that non-lawyers play in law related areas of public service.
History of Law at Dickinson : According to the College's charter and the publicly-stated views of the College's founder, Benjamin Rush, civic duty and public service are at the core of a liberal arts education. LPS provides a broad institutional and curricular framework that prepares students for their public responsibilities, especially those they may undertake in a professional capacity. Therefore this program is one of the ways in which the College fulfills one of its oldest and most venerated goals. During the first half of the 19th century the college employed local judges to teach law. Following the Civil War, Dickinson faculty and administrations and local civic leaders met in the living room of the college president's house, on the corner of West and High Streets, to discuss the creation of a law school. After its creation, The Dickinson School of Law taught courses that the college counted as electives. Later, the boards of the two institutions agreed to make the law school a department of the college. Today, although

    POLITICAL SCIENCE POLITICAL SCIENCE The study of politics is the study of how people are governed and how they govern themselves. We examine the process by which scarce resources are allocated to an expanding population with ever-increasing demands. We look at American politics as an experience in "self-government" and realize that our system is quite different from the political systems developed by Russia or the People's Republic of China -and also different from other Western democracies. We examine these differences and attempt to understand something about the degree to which one system works better than another.
    Our discipline also seeks to understand how nations deal with each other and what kinds of issues are likely to separate them -and how they resolve international conflict. In this light we examine the role of the United Nations as "peacekeeper."
    A number of political science courses help prepare students for specific careers.     Mock Trial at Rhodes
    The Rhodes Mock Trial program has set a standard of excellence typical of many programs at the college. Mock Trial began at Rhodes in 1987, when the national tournament consisted of only 56 teams. Since that time, the tournament has grown to include more than 500 teams. In the years that Rhodes has competed, they have created an impressive name for themselves. They have placed in the Top 10 since 1989, made it to the national final round seven times, and won the National Championship on four separate occasions. Rhodes is only one of two schools to have won consecutive National Championships - a feat they have twice accomplished. Rhodes also has seen more than 30 of its members win All-American awards, which are given to students who have excelled in their particular roles.

    Political Science studies government and politics at the local, state, national, and international levels. It examines various systems of government and the ideologies upon which they are based. It familiarizes the student with political concepts and issues, their historical background, and their relevance to the cultural systems from which they arise. The study of political science and government provides methods for analyzing political issues in an impartial way and for dealing with them effectively. The Department offers an extensive and balanced curriculum for undergraduate students designed to broaden and deepen their understanding of politics and to provide the basic and pre-professional courses necessary for them to successfully transfer to senior institutions. It also helps advise students pursuing pre-law, paralegal, or criminal justice majors. Criminal Justice students are advised according to their career goals, with Law Enforcement or Public Administration being the most common emphases. The concern is to coordinate political science courses with basic requirements and the criminal justice courses offered by the Sociology Department. In this major, the transfer function is primary.

    The Politics of Fatherhood
    Stephen Baskerville, Howard University Fatherhood is rapidly becoming the number one social policy issue in America. President Bill Clinton stated in 1995 that "the single biggest social problem in our society may be the growing absence of fathers from their children's homes, because it contributes to so many other social problems." In 1997, Congress created task forces to promote fatherhood, and in 1998 the governors' and mayors' conferences followed. President George W. Bush recently unveiled a $315 million dollar package for "responsible fatherhood." Nonprofit organizations such as the National Fatherhood Initiative were formed in the mid-1990s. Fatherhood was seen as the most serious social problem by almost 80% of respondents to a 1996 Gallup poll (NFI 1996, 1). Fatherhood advocates insist that the crisis of fatherless children is "the most destructive trend of our generation" (Blankenhorn 1995, 1). Virtually every major social pathology has been linked to fatherlessness: violent crime, drug and alcohol abuse, truancy, teen pregnancy, suicide—all correlate more strongly to fatherlessness than to any other single factor. The majority of prisoners, juvenile detention inmates, high school dropouts, pregnant teenagers, adolescent murderers, and rapists all come from fatherless homes (Daniels 1998; NFI 1996). The connection is so strong that controlling for fatherlessness erases the relationships between race and crime and between low income and crime (Kamarck and Galston 1990).

    Office of Federal Relations At the final class meeting, students will present papers based on long-term research at their internship sites. Courtney Weiner, a junior and an aspiring writer, works in the newsroom at CNN, an experience that has deterred her from pursuing a career in newswriting but has given her valuable experience in the general practice of writing on deadline. Her research project, based on interviews with CNN Gulf War correspondents, will focus on media coverage of war and its impact on public policy. Sponsored by the Office of Career Planning and Placement, PSIP has been placing U-M students in positions throughout Washington for more than 29 years. PSIP students meet twice a month throughout the academic year to develop resumes and practice interviewing skills, and learn to match their career interests with appropriate internships.
