    United States: The Death Penalty

    Defying the majority of New Hampshire’s elected representatives, Gov. Craig Benson on May 10 vetoed a measure that would have raised the minimum age for capital punishment from 17 to 18.
    The state legislature will likely be unable to muster the two-thirds majority needed to override the governor’s veto. New Hampshire’s House of Representatives overwhelmingly passed the bill, but the vote in the Senate was 12-11 in favor of the measure. New Hampshire has not imposed the death penalty in 65 years, and the state has not executed a juvenile offender since colonial times. In fact, the state executed only 12 adult offenders in the 70 years from 1869 to 1939. In addition, the state’s death penalty statute is extremely narrow. It applies to murders of police and judicial officers, and murders for hire. Those who kill in the course of a kidnapping, rape or certain drug offenses or commit murder after being sentenced to life without parole are also eligible for the death penalty.

The conference, titled "Crime, Compassion, and Citizenship: A Critical Look at Capital Punishment," was held by the Student American Civil Liberties Union and the University's Amnesty International chapter.     The Daily Illini Delbert Tibbs was released from death row 25 years ago when the Florida Supreme Court ruled there was not enough evidence in his trial to convict him of rape and murder. Anti-death penalty activists cited Tibbs' case, among others, at a conference Saturday at the University YMCA, 1001 S. Wright St. The University's Amnesty International chapter and Student American Civil Liberties Union held the all-day conference to critically examine capital punishment. Former U.S. Sen. Paul Simon spoke in the morning about flaws of capital punishment.

"It seemed like a good time to release it," Earle said of the video, which features pictures and names of 140 prisoners executed in Texas since presidential candidate George W.     Jeffrey spent twenty years on Death Row in Nashville, Tn, for a murder he vowed he did not commit. His mother fought tirelessly over those twenty years to free her son. In finally being able to retain legal council for Jeffrey this year she was filled with new hope that her son would finally be free. However, Jeffrey had a serious heart condition that required special care and medical attention. The state Governor and Prison Officials ignored world wide pleas on Jeffrey's behalf for the proper medical care he so urgently needed. As a result, Jeffrey died on May 10, 1999.
    His mother is now organizing a Medical Foundation in memory of her son for all prisoners with the hope that all will receive the medical attention they need in the future. The link to Jeff's memorial site and information on the Medical Foundation is below.

    Capital Punishment from a Western Perspective
    By Emily Monroy In the last few years we have heard a great deal about capital punishment. First there was the death by lethal injection of convicted murderer Karla Faye Tucker in Texas in 1998. Her execution was followed three years later by that of Oklahoma City bomber Timothy McVeigh an event that may have come as a Pyrrhic victory to some death penalty proponents, as McVeigh himself stated he preferred to die rather than spend the rest of his life in prison. Later that year the question arose as to whether Andrea Yates, a Texas woman who drowned her five children in a bathtub, should be put to death (she was instead sentenced to life in prison in March of 2002). What was often mentioned throughout the reporting of these incidents and the debate they sparked was that the United States is one of the only Western countries that still executes its citizens. At this point every nation in Western European has abolished the death penalty, as have Canada, Australia, New Zealand and most of Latin America. In my essay "Is the West the Best?"
