Be it resolved that because social science research has demonstrated the death penalty to be racist in application and social science research has found no consistent evidence of crime deterrence through execution, the ASC publicly condemns this form of punishment and urges its members to use their professional skills in legislatures and the courts to seek a speedy abolition of this form of punishment (ASC Annual Meeting, Montreal, 1987).     Sociologist Herbert Haines has attempted to apply "social constructionist theories of social problems" and "social movement analysis" to America's anti-death penalty activism, especially of the post-1972 years. His primary focus is the behavior of the Legal Defense Fund, the America Civil Liberties Union, Amnesty International USA and the National Coalition to Abolish the Death Penaltypoorly funded organizations drawing primarily upon a narrow band of white, liberal, middle-class professionals as they largely unsuccessfully battle against the wave of capital punishment engulfing American society.
    The centerpiece of Haines's data is comprised of interviews with fifty or so of the leading figures in the anti-capital punishment movement, as well as 5,000 pages of documents from their colleagues' and their files.
    For Haines, there are four "abolitionist eras" in American history. Of the two most recent, the third was dominated by the movement's litigators and more or less reached its crescendo with FURMAN V. GEORGIA (1972), whose demand for an elevated level of due process in capital cases led, during a four-year period, to the invalidation of every death penalty statute in the country. But the leitmotif of the present fourth is that the days of sweeping legal victories are largely over. For, from the early stages of Ronald Reagan's presidency, the federal courts could no longer be counted upon significantly to limit the application of capital sanctions.

    Common reasons in support of capital punishment
    The Bible The Bible requires the death penalty for a wide variety of crimes, including sex before marriage, adultery, homosexual behavior, doing work on Saturday and murder. It even calls for some criminals (e.g. prostitutes who are the daughters of priests) to be tortured to death by being burned alive. Most Christians, with the exception of those in the Reconstructionist movement , feel that many of these grounds for the death penalty no longer apply to Christian societies. U.S. However, Bible passages are still used to promote the retention of capital punishment for murderers; some advocate that homosexuals also be executed. Justice/Vengeance Many people feel that killing convicted murderers will satisfy their need for justice and/or vengeance. They feel that certain crimes are so heinous that executing the criminal is the only reasonable response. Deterrence Many people feel that the death penalty will deter criminals from killing. This does not seem to be confirmed by an analysis of the available data. However, it feels intuitively correct for many people.

He discusses the various strategies and beliefs that have been behind the movement since its inception in this country.
