IN 1994 THE ICRC:
- visited 32 detainees in Gambia;
- visited 14 detainees in Guinea-Bissau;
- visited 64 detainees in Mali.

Introduction
The main concerns of the ICRC in this region were the political instability in Gambia, where the government was overthrown in July and an unsuccessful coup took place in November, disturbances and arrests in Senegal, and the deterioration of the situation in northern Mali.
The regional delegation pursued its activities aimed at supporting the National Societies of the region and disseminating humanitarian law. In January a regional workshop was held in Dakar to present a training programme in humanitarian law to the armed forces of West Africa. Nearly 40 officers from Cape Verde, Guinea-Bissau, Mali and Senegal attended. The regional delegation also organized a seminar in Bamako (Mali) in June for the security and police forces of ten French- and Portuguese-speaking West African countries. The programme covered the application of humanitarian law, human rights and the maintenance of law and order. Another seminar was held in Dakar in July for the Presidents and Secretaries General of the National Societies of Cape Verde, Gambia, Guinea-Bissau, Mali and Senegal.

This year's African American History Month Celebration salutes the history and contributions that African Americans have made to the City of Chicago. "Reflections from a Native Pond: Historic Images of Black Chicago" focuses on the role that blacks have played in Chicago's past and the present. We will also take a look at the future role of blacks in Chicago.
The Library's opening program will begin Thursday, February 1, 2001, at Woodson Regional Library at 6:00 pm. The keynote speaker is the Honorable R. Eugene Pincham.
A variety of other significant African American History Month events will take place throughout the Chicago Public Library during the month of February. You are invited to visit your local library and the Harold Washington Library Center for the programs and exhibits.     DR. (MRS) MARIE LOUISE CORREA OF SENEGAL
    Dr. (Mrs) Marie Louise Correa of Senegal has made history in the World Organisation of World Scouting. Dr. Correa is a medical doctor, and former Minister for Research and later Minister of Labour in Senegal. Giving her first speech from the Chair, Dr. Correa said that the symbolic force of being the first woman to chair the World Scout Committee was a sign that World Scouting is opening up in two key aspects: that of promoting equality and sharing of responsibilities between men and women, and opening up with regard to geographic, cultural and ethnic representation. Dr. Correa was speaking at the just concluded 36th World Scout Conference held in Greece. She promised the electorate that during her three year term, she would not only dispense her duties with commitment, within the constitution of the World Organisation of the Scout Movement, but that she would also walk the extra mile on the moral path, to 'reinforce the unity and harmony of the Movement, especially the fraternal links among all its members, with the frankness, honesty and humility which characterise the Scout spirit.'

    History: Guinea-Bissau emerged from the Portuguese-occupied stretch of West Africa after the agreement of 1886 which fixed colonial boundaries in the region. The Portuguese had been present in the region since the mid-15th century and had established a substantial slave trade there. Guinea-Bissau was administered jointly with the Cape Verde islands until 1879, after which it was treated as a separate entity known as Portuguese Guinea until independence. Like other Portuguese colonies, Guinea-Bissau suffered a protracted war of independence between 1963 and 1974, led on the rebel side by Amilcar Cabral, a highly respected figure inside the country. The independence of the Republic of Guinea-Bissau was proclaimed in 1973, with Cabral as President of the State Council. In 1974 a military coup in Portugal, itself partly the result of heavy losses sustained by the army in Guinea-Bissau, brought about a sudden withdrawal of the colonial authorities. In September that year, Portugal formally recognised the independence of Guinea-Bissau. The leader of the

    Benin
    Official name: Republic of Benin
    Independence from France: 1960
    In 1625 indigenous slave traders, known as the Fon, founded the kingdom of Dahomey. They subsequently conquered the neighboring kingdoms of Dan and Allada and extended their kingdom to the coast near Porto Novo. A trading post was set up in 1857 by the French at Grand-Popo. The Dahomey King, Behanzin, was defeated by the French when conflict broke out following dispute by the French against continued Dahomey slavery. In 1892 Dahomey became a French protectorate and was absorbed into French West Africa in 1904. Independence from the French was gained in 1960 and the country was renamed Benin in 1975.

    From the 16th to the early 19th century this was the kingdom of Ouagadougo, one of the Mossi empire. In the early 19th century the Mossi empire broke down and was subject to almost uninterrupted war for 50 years prior to the arrival of the French. At the end of the 19th century the great Dyula warlord, Samori Ture, was expelled by the French and it became part of French West Africa. Independence from the French was achieved in 1960 and the country was named Upper Volta. The country was renamed Burkina in 1984.

    The Cape Verde Islands, a small West African country, composed of ten volcanic islands and five islets off the coast of Senegal. Introduction For more than 400 years, Portugal claimed the rocky, arid islands of Cape Verde. This long history of colonial rule permanently affected Cape Verdean culture, making the small country seem distinct from other African nations - "more European." But such a view ignores the shared ancestries and political struggles that link the islands to the mainland. Cape Verde is home to a population descended from free people and West African slaves as well as a diverse mix of peoples: Fula, Wolof, Papeis, Balanta, Bijago, Jalofa, Fulupe, Mandingo, Manjaco, Portuguese, Moroccan, Sephardic Jewish, Genoese, Lebanese, Chinese, Dutch, French, English, American, and Brazilian. The children of these settlers and passers-by forged a hybrid culture and language known as Crioulo (Portuguese for Creole), drawing upon the legacies brought to the islands by slavery and colonialism.
    Portuguese Colonization and Slave Trade
    The expansion of the slave trade across the Atlantic Ocean in the sixteenth century soon brought business and settlement to Cape Verde. Portugal made the islands its headquarters for its holdings on the Upper Guinea Coast, and by the sixteenth century was also using the region as a penal colony for convicts and political exiles. The islands were originally governed by the companhia system, a sort of feudal system in which individuals or the church oversaw small plantations where slaves, brought from mainland West Africa, cultivated cotton, sugar cane, and food crops. Early Cape Verdean society enjoyed considerable autonomy from the Portuguese monarchy, making it an attractive base to generations of traders and smugglers.
